Chapel Hill 2019 Approved by: Wayne Lee Michael Morgan Benjamin Waterhouse Daniel Bolger Hal Brands ©2019 Joseph David Stieb ALL RIGHTS RESERVED ii ABSTRACT Joseph David Stieb: The Regime Change Consensus: Iraq in American Politics, 1990-2003 (Under the direction of Wayne Lee) This study examines the containment policy that the United States and its allies imposed on Iraq after the 1991 Gulf War and argues for a new understanding of why the United States invaded Iraq in 2003. At the core of this story is a political puzzle: Why did a largely successful policy that mostly stripped Iraq of its unconventional weapons lose support in American politics to the point that the policy itself became less effective? I argue that, within intellectual and policymaking circles, a claim steadily emerged that the only solution to the Iraqi threat was regime change and democratization. While this “regime change consensus” was not part of the original containment policy, a cohort of intellectuals and policymakers assembled political support for the idea that Saddam’s personality and the totalitarian nature of the Baathist regime made Iraq uniquely immune to “management” strategies like containment. The entrenchment of this consensus before 9/11 helps explain why so many politicians, policymakers, and intellectuals rejected containment after 9/11 and embraced regime change and invasion. -

INTRODUCTION THE PULITZER PRIZES FOR INTERNATIONAL REPORTING IN THE THIRD PHASE OF THEIR DEVELOPMENT, 1963-1977 Heinz-Dietrich Fischer The rivalry between the U.S.A. and the U.S.S.R. having shifted, in part, to predomi- nance in the fields of space-travel and satellites in the upcoming space age, thus opening a new dimension in the Cold War,1 there were still existing other controversial issues in policy and journalism. "While the colorful space competition held the forefront of public atten- tion," Hohenberg remarks, "the trained diplomatic correspondents of the major newspa- pers and wire services in the West carried on almost alone the difficult and unpopular East- West negotiations to achieve atomic control and regulation and reduction of armaments. The public seemed to want to ignore the hard fact that rockets capable of boosting people into orbit for prolonged periods could also deliver atomic warheads to any part of the earth. It continued, therefore, to be the task of the responsible press to assign competent and highly trained correspondents to this forbidding subject. They did not have the glamor of TV or the excitement of a space shot to focus public attention on their work. Theirs was the responsibility of obliging editors to publish material that was complicated and not at all easy for an indifferent public to grasp. It had to be done by abandoning the familiar cliches of journalism in favor of the care and the art of the superior historian .. On such an assignment, no correspondent was a 'foreign' correspondent. The term was outdated. -

In late 2015, Thomas J. Pritzker was named chairman of the CSIS Board of Trustees. Mr. Pritzker succeeded former U.S. senator Sam Nunn (D-GA), who chaired the CSIS Board of Trustees from 1999 to 2015. CSIS is led by John J. The Reverse Brain Drain: Afghan-American Diaspora in Post-Conflict Peacebuilding and Reconstruction OUTLINE: Abstract I. Introduction Background Definition III. Mechanisms to engage diaspora IV. Challenges and constraints V. Sustaining momentum The loss of human resources that Afghanistan experienced following the Soviet invasion of 1979 is often referred to as the 'brain drain'. This paper postulates that a similar but 'reverse brain drain' is currently in progress as former Afghan nationals return to the country in droves to assist in the rebuilding of Afghanistan. While remaining aware of risks and challenges, the potential for building the capacity of civil society and the private sector is at its peak. This thesis is examined within the context of Afghan culture, opportunities for personal and professional growth in the United States for the diaspora, and how these positive externalities can be harnessed to bring the maximal value added to the reconstruction of Afghanistan. Individual and group behavior are as important an element of peace building as are education or skills level, and by behaving professionally and collectively, the Afghan-American diaspora can best influence policy planning and implementation of reconstruction in Afghanistan. 1 This paper is dedicated to the memory of Farhad Ahad , a committed and energetic activist and professional, a true role model for the Afghan-American diaspora who gave his life for the economic development of his country. Washington, DC June 1, 2016 Dear Mr. President, We are writing, as Americans committed to the success of our country’s Afghanistan mission, to urge that you sustain the current level of U.S. forces in Afghanistan through the remainder of your term. Aid levels and diplomatic energies should similarly be preserved without reduction. Unless emergency conditions require consideration of a modest increase, we would strongly favor a freeze at the level of roughly 10,000 U.S. troops through January 20. This approach would also allow your successor to assess the situation for herself or himself and make further adjustments accordingly. The broader Middle East is roiled in conflicts that pit moderate and progressive forces against those of violent extremists. As we saw on 9/11 and in the recent attacks in Paris, San Bernardino, and Brussels, the problems of the Middle East do not remain contained within the Middle East. Afghanistan is the place where al Qaeda and affiliates first planned the 9/11 attacks and a place where they continue to operate—and is thus important in the broader effort to defeat the global extremist movement today. It is a place where al Qaeda and ISIS still have modest footprints that could be expanded if a security vacuum developed. If Afghanistan were to revert to the chaos of the 1990s, millions of refugees would again seek shelter in neighboring countries and overseas, dramatically intensifying the severe challenges already faced in Europe and beyond. In the long-term struggle against violent extremists, the United States above all needs allies—not only to fight a common enemy, but also to create a positive vision for the peoples of the region. -
