Unique in Canada, the WMG recognizes 3200 individuals whose burial places were erased by the provincial government’s removal of gravestones from the Woodlands cemetery in 1976 to transform the site into a “park.” The 2007 installation of a public memorial created not just a material, geographic space for collective recognition and remembrance, but a symbolic, discursive space that prompted individuals to enquire about relatives buried at the site and to explore suppressed family histories related to the history of dis/ability and ableism in BC. Interpreting the WMG as a hybrid counter-memorial, I conducted a collaborative ethnographic study with relatives of people buried at the Woodlands cemetery, engaging in and tracking their research of “lost” family members, inviting responses to the WMG, and co-creating stories, while examining the entanglements between personal, familial, and public remembrance and forgetting. Emerging participant stories addressed the affective, ethical, and sociopolitical dimensions of researching a stigmatized and suppressed family past, while presenting a range of creative strategies for reinstating and including institutionalized relatives in family narratives and the public record. Through storytelling, participants extended the meaning of family advocacy by “rewriting kinship” (Rapp & Ginsberg 2001) across generations of the living and the dead: intervening in family silences, addressing historical erasure, and challenging persistent ableist exclusions in contemporary society. This study offers insights into collaborative ethnographic practice and demonstrates how anthropology can contribute valuable knowledge to disability studies. It contributes to an under-explored area of disability studies – the advocacy and caring role of families in the lives of people with dis/abilities, and their social and political potential. It highlights intersections between colonialism and ableism in dis/ability history and expands historical memory work and commemorative studies by drawing attention to ableism and dis/ability as social justice issues. iv Keywords: collaborative ethnography; commemoration and memorials; storytelling; intergenerational family advocacy; disability studies; institutionalization v Dedication To the memory of my parents, Faith Lyman Feindel, RN, 1920-2016, and William H. He appears to have returned to settle in the Willamette Valley and had an association with the HBC until 1852. Aiken's family life or subsequent activities have not been traced.

L INTRODUCTION IT IS CONVENTIONAL TO SEEK THE HISTORICAL ROOTS of British Columbia labour in the colonial era, that is to say, beginning in 1849 or thereabouts. That was when Britain established Vancouver Island, its first colony on the North Pacific coast, and granted the Hudson's 1991 CanLIIDocs 164 Bay Company fee simple title on the condition that they bring out settlers.' It is a good place to begin, because the first batch of colonists were not primarily gentlemen farmers or officials but coal miners and agricultural labourers, and neither the Company nor Vancouver Island lived up to their expectations.' Biographical Sketch Born in Calgary in 1913, George Philip Vernon Akrigg received a B.A. (1937) and M.A. (1940) from the University of British Columbia and his Ph.D. from the University of California (1944). He began his UBC teaching career in the Dept. of English in 1941. The author of many scholarly articles and books, Akrigg continued his research in the field of British Columbia history after his retirement in 1978. He died in 2001. Helen Brown Akrigg (nee Manning) was born in British Columbia in 1921. She received a B.A. from UBC (1943). After raising a family she returned to academic life and in 1964 earned an M.A. in history from UBC. She subsequently served as part-time instructor in the Dept. of Geography and later, with husband Philip continued her research into British Columbia history and place names. In December 2004, the White House Office of Management and Budget (OMB) issued a Final Information Quality Bulletin for Peer Review (OMB Bulletin) establishing peer review standards that would enhance the quality and credibility of the federal government’s scientific information. Among other information, these standards apply to Influential Scientific Information (ISI), which is information that can reasonably be determined to have a “clear and substantial impact on important public policies or private sector decisions.” The Condition Reports are considered Influential Scientific Information. For this reason, these reports are subject to the review requirements of both the Information Quality Act and the OMB Bulletin guidelines. Therefore, following the completion of every report they are reviewed by a minimum of three individuals who are considered to be experts in the field, were not involved in the development of the report, and are not Office of National Marine Sanctuaries employees. Following the External Peer Review the comments and recommendations of the reviewers were considered by sanctuary staff and incorporated, as appropriate, into a final draft document. In some cases sanctuary staff reevaluated the status and trend ratings and when appropriate, the accompanying text in the document was edited to reflect the new ratings.

Buerge On April 19, 1841, the men on board the United States exploring vesselsVincennes andPorpoise, two weeks out of Honolulu, felt a change in the wind. The warm air blowing up from the tropics was overwhelmed by a great surge from the north, and within 24 hours the temperature dropped 30 degrees. Only a third of the way on their journey from the Hawaiian Islands to North America, the crews already felt the continent's cold breath. Nine days later they raised Cape Disappointment, the headland at the entrance of the Columbia River. The bar spanning the river mouth was marked by an unbroken line of white breakers forbidding passage. To men grown used to the brilliant foliage of the tropics, the majestic gloom of the American coast inspired feelings of awe, but perilous as it was, the scene was a thoroughly welcome one, and it had the feeling of home. Two years and four months had passed since they had last seen the continent's shore as they sailed out of Norfolk, Virginia, to the sound of brass bands and booming cannon, full of hope and enthusiasm for the voyage they were beginning. On that languorous August day in 1838 they had been 490 officers, sailors and civilians on board a naval squadron of six sailing ships. Largest was the three-masted sloop-of- war Vincennes, the flagship of the expedition's commander , Lieutenant Charles Wilkes. Forming a lovely line behind Vincennes as they passed the Virginia capes were the storeship Relief, the brig Porpoise, the sloop-of-war Peacock, and the schooners Flying Fish and Sea Gull.

The Kwakiutl Indian Band, also known as the Kwakiutl First Nation (the “First Nation”) submitted a claim to the Minister on or about March 5, 2012 alleging, among other things, that the federal Crown (“Canada”) breached fiduciary obligations and obligations under the 1851 Fort Rupert Treaties by failing to set aside an area (“Suquash”) 12.75 km southeast of Fort Rupert, at the mouth of Suquash Creek, as a reserve. 2. The Minister notified the First Nation in writing on February 2, 2015 of his decision not to accept the claim for negotiation.
