Specifically, it has created a new cleavage between creditor and debtor countries, the former being mainly located in Central-Northern Europe and the latter in Southern Europe, each with its own understanding of the causes of and remedies to the crisis. This paper explores how a debtor country - Italy - has changed its political discourse on the EU as a result of the crisis, focusing on political elites, civil society and public opinion. It argues that while the discourse of political elites and of civil society clearly mirrors this cleavage, public opinion does not necessarily follow this pattern, being mainly concerned with the country’s domestic ills. What Is EU Public Health and Why? Explaining the Scope and Organization of Public Health in the European Union Scott L. Greer Holly Jarman University of Michigan Abstract Public health is notoriously difficult to define, and that is the case for public health in the European Union as much as other political systems. In this article, the authors try to identify the actual scope and meaning of public health as it is institu- tionalized in the EU political system. Using a mixture of historical policy and legal analysis, the authors show how the evolution of the institutional space called public health in the EU has been shaped by the EU’s distinctive constitutional nature, its focus on regulation, and the legacy of its focus on market making as well as the preferences of its political leaders. The European Union does have an increasingly large space named “public health,” in which health ministers, the health directorate-general, and invoca- tion of its public health treaty article 168 can be found, as well as a much broader and older area of activities justified by the need to manage adverse health consequences of market-making policies in other areas such as labor standards and agriculture. The COVID-19 crisis of 2020 not only led to a strengthening of EU public health but also showed that the EU is one of the many political systems in which the legal and bureaucratic domain of public health is far smaller than the actual issues affecting the public’s health. Stella Kyriakides: EU Commissioner for Health Alberto Costa / 2 November 2020 When Stella Kyriakides took on the post of EU Health Commissioner in September 2019, Europe’s cancer community knew they could trust her to fight their cause. Within months she was launching a public consultation on Europe’s Beating Cancer Plan. Then came COVID. Alberto Costa asked her how her experience as a breast cancer survivor and patient advocate shaped her approach to her new role and how she is coping with the demands of responding to a major public health crisis while still delivering on the expectations of the cancer community. Cancer World: You were still becoming familiar with your new office at the Berlaymont in Brussels when the COVID-19 pandemic exploded. How did you respond? Stella Kyriakides: In Greek, there is a saying: “In difficult situations, you just roll up your sleeves and get the work done.” There was no option but to do everything to rise to the challenge of the greatest public health crisis in memory. Quickly getting a grasp of the issues at hand, ensuring we have the right expertise in place, connecting the dots to our Member States and European Parliament, and finding pragmatic, concrete and workable solutions as quickly as possible in a calm and effective way. The COVID-19 crisis has affected the lives of countless citizens and businesses around the globe. As European Commissioner for Health and Food Safety, it is my responsibility to ensure that we do everything we can to protect public health. It is important to be prepared for any eventuality at all times, and be ready to react swiftly. -

The Italian decision of joining the EMS: Exchange rate commitment as a political argument in favour of institutional reforms* Anna Solé University Pompeu Fabra May, 7th, 2018 Abstract: During the negotiations about the European Monetary System (EMS), the Italian government consistently held the position that Italy was not going to join a “re-edited Snake”. However, when it became clear that the EMS would work under the hegemony of the German mark, just as the previous system did, the Italian government surprisingly changed position and decided to adhere to the new monetary arrangement, although this decision imposed unpopular reforms and threatened with provoking a government crisis. The debate on the convenience for Italy of participating in the EMS shows that besides the discussion on the new monetary system, other important discussions, concerning institutional reforms, were also taking place. In many occasions, EMS membership was used to justify the need for other institutional reforms that did not enjoy enough political support to be implemented. In particular, the reform of the wage indexation mechanism and the change in the status of the Banca d’Italia are examples of how the exchange rate commitment and the European compromises were used to impose measures that were very unpopular and, otherwise, would have been very difficult to carry out. Introduction: On the 5th of December 1978, the agreement of the European Monetary System (EMS) was signed by six of the nine members of the EEC. The United Kingdom decided to stay out, whereas Italy and Ireland were given some additional time to take their final decision. -

Creating Compliance with G20 and G7 Climate Change Commitments through Global, Regional and Local Actors John Kirton, Brittaney Warren and Jessica Rapson University of Toronto Paper prepared for the annual convention of the International Studies Association, April 7–10, 2021. Version of April 1. Key words (three tags): G20, G7, climate change Abstract The greatest global change, where the process of globalization is now complete, is climate change and the existential threats it brings. How do the central global governance institutions of the Group of Seven (G7) major democratic powers from the rich North and the Group of 20 (G20) systemically significant states, including countries of the emerging South, create and comply with commitments to control climate change, by working with key actors at the multilateral, regional, sub-national, local and civil society levels? Using data and previous findings from the Global Governance Program, this paper analyzes how the compliance of G7 and G20 members with their leaders’ summit climate change commitments is affected by invoking the International Monetary Fund and World Bank Group, by invoking the Organisation for Economic Co- operation and Development, European Union, the United States–Mexico–Canada Agreement and the Asia- Pacific Economic Co-operation forum, and by invoking local actors such as sub-national states and provinces, cities, and business, as well as Indigenous Peoples. It identifies ways in which the involvement of such “local” actors can improve compliance, through their inclusion in the substance of G7/G20 commitments and through the civil society engagement groups that seek to shape those commitments. It recommends that, to improve compliance, G7 leaders make more climate change commitments, make more highly binding ones, focus them on the United Nations Framework Convention on Climate Change’s Glasgow Summit and link them to sustainable development. -
