Project partners embarked on a deliberate path to engage in a trans- parent process and create plans that are implementable and effective in achieving the project’s vision. Embedded into the planning process are a series of feedback loops at certain milestones to ensure commu- nity input is informing the project’s Development Plan and Master Plan . 1Additionally, input informs Prosper Portland’s position for a communi- ty benefits agreement that will be negotiated between Prosper Port- land, community members, and the developer following the comple- tion of the Development Plan and Master Plan.
