Clarke has been practicing law in New York State for over forty years. As the managing attorney of the Cooke & Clarke Law Firm of Garden City, L.I., he specializes in municipal law, real estate, commercial, and estate litigation. He is currently General Counsel to the Roosevelt (Long Island, NY) Fire District and the Hempstead Village Housing Authority. He is also Special Counsel to the Hempstead Village Community Development Agency. Clarke is the retired Village Justice of the Village of Hempstead and served as an Acting City Court Judge in the City of Long Beach (NY). He served as Appointed Counsel to the Deputy Speaker of the New York State Assembly. As a retired Magistrate Judge, he currently serves as Special Referee for the Supreme Court Appellate Division 2nd Department. He is a former Village Trustee and Deputy Mayor of Hempstead, Past President of the Nassau County Bar Association, and a member of the Office of Court Administration’s Civil Practice Law and Rules (CPLR) Advisory Committee since 2008. During his career, he has received numerous awards for public service. HENRY M. Marks Chief Administrative Judge www.nycourts.gov/press Date: November 16, 2020 Newly-Charged Commission Proposes Online Enhancements to Better Equip the Court System to Meet New Yorkers’ Justice Needs Amid COVID Pandemic and Beyond NEW YORK–The Commission to Reimagine the Future of New York’s Courts issued a report with recommendations for implementing and advancing online tools to better enable the Court System to deliver quality justice services to New Yorkers amid the public health crisis and beyond. The Commission, chaired by former New York State Bar Association President Henry M. Greenberg, was appointed by Chief Judge Janet DiFiore in June 2020 to examine regulatory, structural, technological and other innovations, and propose practical reforms. The Commission is made up of six working groups: trials; appellate practice; online courts; regulatory innovations; structural innovations; and technology. The report was produced by the Online Courts Working Group, led by Brad S. Karp, Chairman of Paul, Weiss, Rifkind, Wharton & Garrison LLP, and Mylan L. Denerstein, litigation partner at Gibson, Dunn & Crutcher LLP, and unanimously adopted by the full Commission. The Working Group’s proposals are based on extensive research of online platforms and tools used by the New York State court system and court systems across the country, and on interviews with experts and various New York State Court System stakeholders, including sections of the New York State Bar Association, advocacy groups, prosecutors, public defenders and other providers of legal services in New York, as well as court administrators, judges and nonjudicial staff. -

United Brotherhood of Carpenters and Joiners of America (UBC) Matt Capece Special Representative to the General President For Media Inquiries: Justin Weidner [email protected] For immediate release – April 16, 2019 Carpenters and Allies Protest Across U.S. and Canada Against Costly Epidemic of Construction Industry Tax Fraud Washington, D.C. – Regional councils affiliated with the United Brotherhood of Carpenters and Joiners of America (UBC) held over 100 events in the U.S. and Canada April 13 – 15, protesting against the costly epidemic of construction industry tax fraud. “But this isn’t just a problem for the construction industry,” said Frank Spencer, General Vice President of the UBC. “We’re exposing the growing problem of fraud in our industry because it impacts everyone.” The UBC’s best estimate, based on studies done at the state level, is that the underground economy (which includes the amount of wages paid to workers off the books) in the construction industry amounts to some $148 billion in the U.S. The lost state and federal income and employment taxes add up to $2.6 billion. According to Statistics Canada, the residential construction industry is the largest contributor to the underground economy there, accounting for just over a quarter of the total, or $13.7 billion. “During our Tax Fraud Days of Action, thousands of carpenters were joined by allies and elected officials,” said Spencer. “We all spoke in a unified voice to declare that basic employment and tax laws need to be enforced for the welfare of workers, responsible employers and all taxpayers.” “I’m sure most of us would prefer to see missing tax revenues properly collected and put to work building better roads, bridges and schools,” Spencer said. -

Introduction The Federal Highway Administration (FHWA), in cooperation with the New York State Department of Transportation (NYSDOT), will prepare an Environmental Impact Statement (EIS) that will study and document possible improvements to the Kosciuszko Bridge, focusing on a 1.1-mile segment of the Brooklyn-Queens Expressway (BQE) portion of I-278, from Morgan Avenue in Kings County to the Long Island Expressway (LIE) interchange in Queens County. In accordance with the National Environmental Policy Act (NEPA) and the New York State Environmental Quality Review Act (SEQRA), a public "scoping" process will be conducted to identify the social, economic, and environmental issues to be evaluated in a Draft Environmental Impact Statement (DEIS). This process ensures that the DEIS is a concise, accurate and comprehensive document that covers all concerns and issues for public and agency review. This Draft Scoping Memorandum is one of the first steps in the preparation of the DEIS for the Kosciuszko Bridge Project. It presents: (1) background information on the project, (2) the types of alternatives to be considered and the methods to be used to select alternatives for consideration in the DEIS, and (3) the projected procedures and methodologies to be followed in the preparation of the DEIS.
