The training of veterinarians in FMD recognition and response should be considered a continual activity of the Commission, without a time-limit; the modality for training should be identified following a mid–term review of the program in late 2010, with recommendations to be brought to the 39th General Session of the EuFMD in 2011, with a view to ensuring continuity of the program in 2012 onwards. On the international risk situation 2. Member States (MS) should note the WRL recommendations on priority FMDV antigens to be kept for emergency situations, and reconsider their holdings in relation to the high risk of A Iran 05 and type O PanAsia II in the region; 3. Members States should be aware of the epidemics of type A Iran 05 in Turkey, Iran, with recent epidemic spread as far as Israel and Libya, and the relative poor match of A Iraq22 vaccine for this epidemic strain, and should review their precautionary measures during the upcoming winter transmission risk period; 4. The procedure proposed by the Research Group (RG) for identification of priority antigens was endorsed and should be available ahead of the next Session; 5. The risk assessment component of the new prioritization procedure should be made available to MS so they may adapt the procedure to address their own risk situation; 6. The technical studies recommended by the Research Group, relating to decision making tools and biological materials required by the Reference Laboratories for improved decision making, were supported in principle, and detailed concept notes should be developed for review and potential funding; 7. Consideration should be given to the possible mechanism for emergency procurement through the Trust Fund of FMD antigens held in banks of non-European countries, for use in EuFMD MS, for the situation in which national and EU Vaccine Banks are unable to supply sufficient antigens; 8. Actions to improve submission of FMDV from the areas of concern in the African proximity should be continued. Relating to the Global Initiative 9. FAO and OIE are encouraged to put into place the Working Group to follow-up on the recommendations of the Paraguay conference, as recommended by the Gf-TADS Global Steering Committee, and are requested to consider to include the EuFMD Commission and a representative for the West Eurasia Roadmap in this group as Regional Representatives. Relating to the Long Term Strategy for FMD Control in West Eurasia 10. The proposal presented by the Secretariat was endorsed, related to rebalancing the efforts and financial resources of the EuFMD/EC program,

Ana hatlarıyla Erzurum-Kars Platosu’nda bulunan volkanik sahalar, bölgenin temel obsidyen kaynaklarını oluşturmaktadır. Erzurum’un batısında yer alan Söğütlü’nün kuzeyindeki tepelik alanlar, Palandöken Dağı’nın güneybatısı, Pasinler ve çevresi obsidyen yataklarının tespit edildiği önemli arazilerdir. Pasinler ilçesi jeolojik karakterini, Pliosen sonu ve Pleistosen içinde meydana gelen tektonik hareketler sonucunda kazanmıştır. İlçe ve yakın çevresinde andezit, bazalt ve obsidyen gibi dış püskürük kayaçlar geniş bir yayılım göstermektedir. Bölgede 1998 yılında başladığımız yüzey araştırmalarında çalışma sahalarımızdan biri de Pasinler olmuştur. Pasinlerde yaptığımız çalışmalarda çok sayıda keramik ve obsidyen tespit edilmiştir. Gelişmiş obsidyen analiz yöntemlerine rağmen çalışma alanımızda bulunan merkezlerin sadece birkaçından alınan örneklerin analizleri yapılmıştır. İlçe ve yakın çevresinde Kotandüzü, Pelitli ve Tımar gibi önemli obsidyen merkezlerinin yanı sıra Cin Kalesi, Çalıyazı Kalesi, Kavuşturan Kalesi ve Sos Höyük’te yapılan araştırmalarda bu merkezlerin de önemli birer obsidyen atölyesi olabileceği düşünülmektedir. Araştırma 2009 yılı verileri dikkate alınarak Yakutiye, Palandöken ve Pasinler ilçelerinde yapılmıştır. Araştırmada kullanılan veriler, ilçe tarım müdürlüğü kayıtlarında beyaz lahana üretiminde bulunan 25 tarım işlet- mesinden anketlerle elde edilmiştir. Bu çalışmada 1 kg Beyaz Lahananın Üretim Maliyeti 0.245 TL kg-1, Pazar Ma- liyeti ise 0.260 TL kg-1 olarak hesaplanmıştır. Bir dekardan sağlanan brüt kar 883.62 TL, net kar ise 645.97 TL olup oransal karın 1.62 TL olduğu tespit edilmiştir. PEKER Department of Agricultural Economics, Ataturk University, Erzurum-Turkey Abstract: Migration from rural has been an important problem in Turkey for the last four decades. This issue has been investigated with regard to its different aspects since the late 1970’s. Research studies focused on its impacts on urban areas. Although the studies on migration in urban areas are more extensive, unfortunately, the studies of migration in rural Turkey are very poor and the effects of this phenomenon on the farms have been untouched. Migration from rural areas starting in the 1950’s was supported, since it was regarded as the locomotive for the rapid urbanization, industrial improvement and development until the late 1970’s. The conventional wisdom in the 1970’s concluded that the best way to eliminate lower incomes was helping farmers to move to urban jobs but nowadays there is widespread agreement that incentive for migration to urban areas does not solve the problem of rural or urban poverty in Turkey. For that reason, Turkish Government spends millions of dollars annually on agricultural policies, and additional funds on rural development to hold people in the rural. In this study, causes and result of migration from the rural was investigated with regard to the mobility of the resources and the success of the farms in a city of Eastern Turkey, Erzurum. The results of the study showed that some causes of migration such as economical, social, and cultural from rural in Turkey are different than the causes in other countries.
