MP Yousef Al-Fadhalah said on his Twitter account that he will file to grill the prime minister on March 5 if the government allows Health Minister Jamal Al-Harbi to quit, while leaving “suspected corrupt senior bureaucrats” in their positions. The lawmaker said that he had learned that Harbi offered his resignation on Monday during the Cabinet meeting after his demand to sack the undersecretary and a number of senior officials was not accepted by the Cabinet. The controversy over the health minister has been growing even before the November election, after reports that the cost of sending Kuwaitis for treatment abroad skyrocketed to new highs. Some MPs put it at as high as KD 750 million last year. Opposition MPs have alleged that a majority of those sent for treatment abroad were in fact not patients but sent on what they described as “medical tourism or politi- cal medication”, under which thousands of fake patients were sent abroad to appease certain MPs.

  • Middle East, North Africa
MIDDLE EAST, NORTH AFRICA Disagreements Between Moscow, Damascus and Tehran OE Watch Commentary: On 18 March 2019 the military chiefs of Syria, Iran, and Iraq held a trilateral military summit in Damascus, the Syrian capital. While the official aim of the summit was announced as coordinating joint efforts to fight terrorism, the announcement made after the summit suggested otherwise. The Iranian and Syrian military chiefs demanded the withdrawal of American forces from Syria and threatened Kurdish forces in Syria to accept the authority of Damascus. The trilateral summit and subsequent moves by Russia shed light on each of these countries’ interests in Syria. The accompanying passages, one from Rudaw, a news outlet supported by the Kurdistan Regional Government of Iraq and the other from a Turkish news outlet Haberturk analyze this trilateral summit and what it revealed. The Rudaw article claims that this is the first meeting among Syria, Iran and Iraq since the Syrian Civil War started in 2011. The article provides briefing excerpts from three military chiefs. First, Syrian Military Chief and Minister of Defense Ali Abdullah Ayyoub calls on forces who are present in Syria without the consent of the regime to leave Syria and notes that the regime has the means to drive all occupying forces out. Mr. Ayyoub also notes the Syrian regime’s objective to take back control of areas under Kurdish-led Syrian Democratic Forces (SDF) either through negotiations or by military means. Second, Iranian Chief of Staff Mohammad Bagheri states that Iranian forces are in Syria with the consent of Damascus and says that they will remain in Syria as long as the Syrian regime allows.

  • KHAN SHAYKHUN SARIN ATTACK INTRODUCTION 1. a Chemical
KHAN SHAYKHUN SARIN ATTACK INTRODUCTION 1. A chemical weapons attack was conducted in the morning of 4 April 2017 on the town of Khan Shaykhun in the Syrian Arab Republic (“Syria”). 2. The Joint Investigative Mechanism (the “JIM”) of the United Nations and the Organization for the Prohibition of Chemical Weapons (“OPCW”) investigated the attack and concluded that it was “confident that the Syrian Arab Republic is responsible for the release of sarin at Khan Shaykhun on 4 April 2017.”1 3. This document summarizes portions of an evidentiary brief supporting a criminal complaint filed by the Open Society Justice Initiative, Syrian Center for Media and Freedom of Expression, Syrian Archive and Civil Rights Defenders on behalf of victims of the chemical weapons attack on Khan Shaykhun. • First, this report details the use of chemical weapons in Khan Shaykhun on 4 April 2017. • Second, it analyzes evidence supporting the attribution of responsibility to the Syrian government and identifies perpetrators and chains of command that are responsible for the chemical attacks. • Third, it places the chemical attack on Khan Shaykhun within the broader strategy of the Syrian government and a pattern of deliberate violence against civilians in opposition-held areas. • Finally, it discusses the use of chemical weapons in Khan Shaykhun as a war crime and crime against humanity. 4. The complaint calls on the Swedish Police Authority and the Swedish Prosecution Authority to investigate the use of chemical weapons in Ghouta as an international crime, and to pursue arrest warrants against the suspected perpetrators. 1 Organisation for the Prohibition of Chemical Weapons (OCPW)-United Nations Joint Investigative Mechanism, 7th Report, 26 October 2017, S/2017/904 (‘JIM Report’), Annex II, para.

Statement of use of third party for editorial help I can confirm that my thesis was proofread for conventions of language, spelling and grammar by Grove Proofreading & Editorial Services. 2 Abstract This thesis assesses neoliberal urban developments in post-civil war Lebanon. It does so by focusing on the reconstruction of Downtown Beirut, which contributed towards: firstly, increasing a public debt that was burdening the country at the time; and secondly, reproducing sectarian divisions in Lebanese politics and society. To explain this outcome, this thesis analyses the policies of specific agents who were involved in, and in control of, the reconstruction process.
