REQUEST FOR INFORMATION (RFI) FOR SABC DIGITAL STREAMING SERVICES

1. PURPOSE

The purpose of this document is to request information from the market in terms of the Digital Streaming Services available in the market. This will assist the SABC in the procurement of a suitable qualified supplier/service provider(s) for the Digital Streaming Services and Podcast / Vodcast etc.

2. BACKGROUND & SITUATION ANALYSIS

The SABC core business is to deliver a variety of high quality programmes and services through Television, Radio and its Digital platforms with a mandate to Inform, Educate, Entertain and Support the public at large.

The SABC vision is to become the leading, credible voice and face of the nation and the continent. The digitisation of content and the distribution of compelling informative, educational and entertaining content via all platforms stand as one of the mission imperatives of the SABC strategy to transform the corporation and position it for success.

The SABC currently uses a combination of different platforms and streaming service providers, which are responsible for distribution of the SABC content to Digital Platforms in the following manner:

2.1 Streaming of linear/Live Radio content: The SABC is currently streaming all its 19 Radio Stations; these services are accessible through the stations websites and some mobile applications. 2.2 Streaming of linear/Live Television content: The SABC is currently streaming 1 of its Television bouquet of channels live. 2.3 Streaming of nonlinear/On Demand Radio (Podcasts) through a third party provider: The SABC streams its podcasts from all 19 radio stations and makes them available for downloads where applicable. The organisation would like to extend its service offering to include Vodcasts in order to grow alternative audience and revenue streams for the SABC 2.4 Streaming of nonlinear/On Demand Television (VOD) through a third party provider(s): The SABC streams its video on demand content from 4 TV channels and also makes them available for viewing for a specific period of time. 2.5 Streaming of live Event Television & Radio content: The SABC also has different events based streaming, usually accessible through the different SABC websites for the duration of the specific event covered. This includes event based Television/Radio programmes such as State of the Nation Address (SONA), Awards Ceremonies and other key SABC events. 2.6 Streaming of live News, Education, Sport, Digital Radio & Television content as “Platforms which are not broadcast on free-to-air platforms: The SABC also has a few ‘Pop-up’ Radio stations which are only broadcast live on Digital platforms but not available on the free-to-air platforms and intends expanding this service to television content. These services are managed in two different formats:

Tender Number: RFI/IT/2019/9 Title: REQUEST FOR INFORMATION: FOR SABC DIGITAL STREAMING SERVICES 2.6.1 Live ‘Pop-up’ Studio where the Digital Radio/Television is broadcast from a studio setting and broadcast digitally on the , for example Radio 2000 Extra, which broadcasts sports while allowing the station to continue with its normal programming on the main station frequency. 2.6.2 Playlist ‘Pop-up’ Radio/Television content where content is scheduled into a playlist through the management system and then played back through live streaming: E.g., Springbok radio which schedules a series of old radio content from archives into a playlist.

2.7 Streaming of live content to and other platforms from live Radio studio environments by making use of SABC Radio’s new state-of-the-art play-out system dira!. The dira! Postman module allows presenters and producers to package and publish live studio content to various digital and social media platforms in real-time. The organisation would like to launch Visual Radio as part of its service offering to listeners in the near future to explore new audience and revenue opportunities for the SABC.

3. REQUIREMENTS AND SCOPE OF SERVICES

The SABC seek information detailing end-to-end management of streaming services, catch-up options and VOD options from all SABC Platforms:

4. BUSINESS REQUIREMENT OVERVIEW

The information provided should include functional system architecture illustrating distribution of SABC content over the internet and consumed through different devices as follows:

4.1 Streaming of linear/Live Radio content for all SABC 19 (not limited to) Radio Stations 4.2 Streaming of linear/Live Television content for all SABC 7 (not limited to) Television Channels 4.3 Streaming of nonlinear/On Demand Radio (Podcasts & Vodcasts) from all SABC Radio Stations 4.4 Streaming of nonlinear/On Demand Television (Catch-up & VOD) from all SABC Television Channels and archives. 4.5 Provisioning of information to manage Streaming of live Event content from various sources 4.6 Streaming of live Digital Radio & Television content, which is not broadcast on free-to-air platforms, managed through both the live studio and playlists 4.7 Streaming of live Digital Radio audio & visual content by integrating with various systems and software modules in the live studio broadcast environment

5. SOLUTIONS REQUIREMENTS

The required information should include the following requirements:

5.1 The distribution of the SABC content to different platforms and accessed through different devices; thus, the information must enable the SABC to deliver quality stream and ubiquitous & multiplatform support.

Tender Number: RFI/IT/2019/9 Title: REQUEST FOR INFORMATION: FOR SABC DIGITAL STREAMING SERVICES 5.2 The delivery over a fully established and elastic Content Delivery Network (CDN) environment that can scale up and down, to keep pace with the business needs and thus provide local & global content delivery from nearest geo-point 5.3 Load Balancing to efficiently distribute incoming/outgoing traffic over network to manage a large number of concurrent connections and thus ensure high availability of SABC streaming services. 5.4 Failover/Redundancy/Resilient with automatic failover configuration options to ensure that the environment offers minimal down time in case of failures 5.5 Disaster Recovery Plan to enable the recovery or continuation following a natural or human- induced disaster 5.6 Content Management System/interface to upload, publish and manage On Demand multimedia content. 5.7 Transcoding/Encoding of content to different streaming formats, resolutions using adaptive bit rate concept to cater for the different end-user devices and networks. Thus multiple stream formats and multiple bitrates 5.8 Metadata Storage and Cataloguing for On Demand Content 5.9 Syndication functionality to syndicate content to different devices/formats to enable the SABC to syndicate its digital content to different SABC platforms and partners 5.10 Digital Rights Management (DRM); particularly content protection and encryption as well as a portal to enable the SABC to manage its own Geoblocking of content as and when required using predefined schedules and other configurations. 5.11 Streaming content monetization (respondent expected to provide more market related information) 5.12 Efficient security of the SABC content and streaming infrastructure 5.13 End-to-end required License(s) (respondent to provide information for applicable licences) 5.14 Management and support (respondent to provide information on options to manage the system(s)) 5.15 SABC branded interface/Player with player functionality to enable the user to manage their streams, share streams, bookmark, flag/like content etc. 5.16 A comprehensive and intuitive reporting/analytics modules as part of the service offering to assist SABC management and decision-makers with content planning and strategic decision- making

6. INTEGRATION REQUIREMENTS

The respondentsare requested to provide details on the ability to integrate with the following SABC systems:

7. SERVICE REQUIREMENTS

Respondentsare required to provide information on the following service requirements:

7.1 Fixed cost-streaming service with no threshold, this means that the cost should not be based on or other changing factors (essentially uncapped). 7.2 Monitoring with real time alerts of all services, including hardware, operating systems, application and networks. 7.3 Streams active Monitoring, Testing and notification including silence and or black detection 7.4 End-User Support (Call logging process), solution must provide a call centre or online ticket logging system with self-guides on how to resolve known errors, and answers to frequently asked questions. 7.5 24/7 Service Desk via online, telephone, email and any other offering (e.g. WhatsApp/SMS) 7.6 Account/Service Manager 7.7 Regular Account/Service meetings and Service Level Agreement reviews 7.8 Immediate response to critical issues logged. 7.9 Regular software upgrades, maintenance and support. 7.10 Granular statistics, analytics and reports on all services including, but not limited to, bandwidth use, server availability 7.11 Holistic and Granular statistics, analytics and reports on the consumption of the streaming services 7.12 Training of technical staff and end users on the management of the system and system use. 7.13 Content management system with secure access to various user / consumption pattern reports to assist SABC management and platform decision-makers with strategic planning

8. IMPLEMENTATION REQUIREMENTS

Respondents are required to include the following:

8.1 Provide a draft project plan with milestones/timelines for complete project execution 8.2 Propose a process for data migration 8.3 Respondents to provide an proof of concepts, diagrams, layouts to substantiate the proposed market related information 8.4 Respondents to indicate all applicable costing, including but not limited to direct and indirect costs.

1. The manner of submission of the RFI

1.1 Respondent shall submit RFI response in accordance with the prescribed manner of submissions as specified below. 1.2 Respondent shall submit one (1) original copy, 1 (one) hard copy and 1 (one) electronic copy (on a single CD/DVD) 1.3 The original copy must be signed IN INK by an authorised employee, agent or representative of the respondent and initialised on each and every page of the information. 1.4 The CD / DVD must be marked with the responding organisation’s name and RFI number. The CD / DVD must be enclosed in a cover that is also marked with the responding organisation’s name and RFI number. 1.5 All additions to the information documents i.e. appendices, supporting documentation, photographs, technical specifications and other support documentation covering suggested solutions etc. shall be neatly bound as part of the schedule concerned.
