Dr. Konstantinos P. Balomenos

Konstantinos Balomenos was born in in 1968.

He is a Political and International Relations scientist. He holds a bachelor on Administration and Economy of the Technological Educational Institution of Chalkis, a bachelor from the Faculty of International and European Studies of Panteion University, and a Master of Science (MSc) on Marketing & Communication with New Technologies from Athens University of Economics and Business.

In addition, he holds a PhD from the Faculty of International and European Studies of the University of Piraeus.

The title of his thesis, awarded an “Excellent” mark, is: “The Strategic communication as a strategic tool and soft power factor in resolving international and business crises”.

He started to work in 1984 in the private sector, in parallel with his studies and while doing his service in the Hellenic Air Force.

For many years, he had been working as communication consultant, in the private sector, specialising in Marketing, Crisis Communication Management, as well as Strategic Communication.

In addition, he served as non-permanent staff at the Ministry of Foreign Affairs and as a scientific collaborator at the office of the former Greek Prime Minister, Mr. Konstantinos Mitsotakis.

Since 2007 he has been serving as a course tutor/seminar speaker at the Hellenic National Defence College (HNDC) and other Hellenic military institutions (such as the Air Force War College, the Military Academy, the National Security College, etc) on issues related to Public Relations, Strategic Communication, Crisis Management, Psychological and Information operations, Media and Public Awareness Management in crises and emergency situations. In parallel, he is a specialised scientific collaborator of the National and Kapodistrian University of Athens, School of Health Sciences, Department of Nursing, teaching at the Master’s degree “Crisis Management in the area of Healthcare” programme.

He has taken part, as a speaker, in numerous training seminars, as well as workshops, and training exercises of the Hellenic Armed Forces.

He is member of the Air Academy of , a member of the Economic Chamber of Greece and from 2009 to 2017, he served as General Secretary of the Greek Consumer Institute (INKA).

He is also a member of the Coordination Committee on issues regarding the Response to natural disasters and crises, of the National and Kapodistrian University of Athens, responsible for the elaboration of a Support Plan by the University of Athens for the State, in case of man-made or natural disasters and crises.

He is an accredited instructor in the Registry of the main educational staff of the National Centre for Public Administration and Local Government (EKDDA).

He is a member of the European Communication Research and Education Association (ECREA), as well as member of the Research Institute for European and American Studies (RIEAS).

He is a national expert in the NATO Independent Scientific Evaluation Group in the area of “Crisis Management, Crisis Communication Management and, Strategic Communication”, for the NATO “Science for Peace and Security” programme (SPS).

He is the author of the monograph: "'S STRATEGIC COMMUNICATION CAMPAIGN IN OPERATION" PEACE SPRING", and the books: "International Terrorism and Strategic Communication - Terrorist Crisis Management" and "GREEK-TURKISH RELATIONS. PUBLIC OPINION RESEARCH on "Management of the Greek-Turkish Crisis ".

He served as a specialised consultant of the Greek Minister of National Defence, Mr. Nikolaos Panagiotopoulos, and from December 17, 2019 he has assumed the responsibilities of the General Director of National Defence Policy and International Relations of the Hellenic MOD.

He speaks the English language.
