  • The COVID-19 Pandemic Is a Wake-Up Call for Multilateralism
    Ministerial meeting 16.04.2020 Declaration The COVID-19 pandemic is a wake-up call for multilateralism. Trying to cope with the immediate devastating effects of the virus, nations have turned toward imposing unprecedented executive measures, including closing borders. However, a virus knows no borders. All countries are affected. We must remain united in our shared humanity. The fight against this global pandemic, which is taking so many lives and challenging our societies, requires more and enhanced international cooperation and worldwide solidarity. Containing and countering this pandemic calls for a co-operative, transparent, science-based and coordinated global response. We are concerned by the serious threat to all countries, particularly developing and least developed countries, countries in situations of conflict and post-conflict countries, where health systems are less prepared, as well as the particular risk faced by refugees and displaced persons. We realise that the pandemic poses a serious threat to the essential right to the highest attainable standard of physical and mental health. At the same time, in a situation of emergency, it is of utmost importance to maintain principles of democracy and the rule of law. We call on all governments to strictly ensure that any measures taken to counter the pandemic must be necessary and proportionate, pursue legitimate purposes, be limited in time, non-discriminatory and respectful of international law, including human rights law. Adopting a gender-responsive approach will be essential. With respect to non-discriminatory policies, we support the statement of the High Commissioner for Human rights, issued on March 6, recalling that human dignity and rights should remain at the core of the response to the crisis, and that responses should be holistic and people-centric.

    Austrian Integration Fund (Österreichische Integrationsfonds, ÖIF) IMPACT: The Austrian Integration Fund (ÖIF) is a fund of the Republic of Austria in charge of integration affairs (social integration of minorities) at both the federal and state levels. In the past few years, the ÖIF has used its platform to promote anti-Muslim views through speakers and reports. The ÖIF supports the anti-Muslim policies of the Austrian People’s Party’s (ÖVP). • The Austrian Integration Fund (ÖIF) is a fund of the Republic of Austria and “partner of the federal government in promoting integration.” ÖIF’s website states it was founded in 1960 by the United Nations High Commissioner for Refugees (UNHCR) and the Austrian Federal Minister of the Interior (BM.I), in response to the Hungarian crisis of 1956 (a nationwide revolution against the Hungarian People’s Republic and its Soviet-imposed policies). The crisis resulted in a “wave of refugees” and required Austria to build an “institutional framework to take care of refugees.” ÖIF works with refugees, immigrants, and institutions in the fields of social work, education, and integration. • In 1991, the fund was spun off from the Ministry of Interior. In 2002, the then-United Nations Refugee Fund was renamed ÖIF and its portfolio extended to implementation of the integration agreement. The document states that immigrants to Austria must learn German in order to qualify for a residence permit. A 2019 report by the social aid organization Caritas Austria found that “Austria’s requirements for permanent residence and accessing the citizenship are among the most restrictive in Europe and ‘do not take into account immigrants’ real efforts to participate in society to the best of their individual abilities and their local circumstances.’” In August 2020, Minister of Integration Susanne Raab introduced a mandatory unit on antisemitism for refugees in the ÖIF’s integration courses, which are required in order to qualify for asylum and subsidiary protection beneficiaries.
