Luxembourg is one of the smallest countries in the EU, but it is also the wealthiest per capita. Following Italy and Latvia, Luxembourg is the third in this Presidency Trio, and will be the second full Presidency to work with the new Commission headed by compatriot and former Prime Minister Jean-Claude Juncker. Luxembourg is the seat of several major institutions such as the European Court of Justice, the European Investment Bank, and the Court of Auditors. Attitude toward the EU Luxembourg is one of the six founding members of the European Union and has historically played a key role in its formation.

THE BUCERIUS SUMMER SCHOOL ON GLOBAL GOVERNANCE Globalization and Fragmentation: The Future International Landscape A two-week seminar of the ZEIT-Stiftung Ebelin und Gerd Bucerius, Hamburg in cooperation with the Heinz Nixdorf Stiftung, Essen Dean and Moderator: Theo Sommer, Editor-at-Large, DIE ZEIT, Hamburg THE BUCERIUS SUMMER SCHOOL ON GLOBAL GOVERNANCE Globalization and Fragmentation: The Future International Landscape From August 2 to September 7, 2008, the ZEIT-Stiftung Ebelin und Gerd Bucerius, in cooperation with the Heinz Nixdorf Stiftung, holds its eighth annual Bucerius Summer School on Global Governance. The original idea to create such an institution harked back to Henry Kissinger’s famous International Summer Seminar at Harvard University. In the 1960s, Kissinger brought together emerging leaders from all over the world for a summer course of debates and lectures. Many of the seminar’s alumni went on to become ministers, renowned academics, prominent journalists – leaders in their respective fields. Out of this year’s 27 candidates – nominated by government heads, company CEO’s, university presidents, media leaders and directors of international organizations – we have invited 60 pro- mising business representatives, politicians and academics from 28 different countries – young women and men between 28 and 35 years of age who have already acquired considerable profes- sional experience. The overall aim of the Bucerius Summer School is to foster leadership qualities in young professionals by involving them in an international dialogue on current political, economic, social and juridical questions. Participants are inspired by – and learn from – distinguished speakers, well-known public figures in poli- tics, business, academia and the NGO sphere.

Turkey’s New Moves in the Eastern Mediterranean by Dr. George N. Tzogopoulos BESA Center Perspectives Paper No. 2,110, August 1, 2021 EXECUTIVE SUMMARY: In July 2021, Israel expressed full support to the Republic of Cyprus in the wake of the unilateral reopening of the Varosha coastline by Turkey. Last year, it also showed solidarity with Athens during Greek-Turkish tensions in the Eastern Mediterranean. While the tripartite partnership is progressing, Ankara is seeking to expand its footprint in the region and is pursuing a two-state solution in Cyprus. It is also applying a new foreign policy methodology to Greece while remaining adamant in its demands. Turkey’s new policy vis-à-vis Cyprus, based on a two-state solution, is being heavily criticized by the international community. In a press statement, US Secretary of State Anthony Blinken expressed American support for a Cypriot-led comprehensive settlement to reunify the island as a bizonal, bicommunal federation. Also, the decision by Ankara to reopen the coastline of Varosha, a city on the eastern edge of the island that was abandoned after the 1974 military invasion, united the 15 members of the UN Security Council in condemnation. On July 23, the Security Council reaffirmed the status of Varosha as set out in previous resolutions, including 550 (1984) and 789 (1992). Israel is committed to strengthening its collaboration with both Greece and Cyprus. The July phone call between presidents Isaac Herzog and Recep Tayyip Erdoğan did not prevent Jerusalem from expressing deep concern about Turkish announcements regarding Cyprus. Governments are listed in alphabetical order according to the most commonly used version of each country's name. The spelling of the personal names in this directory follows transliteration systems generally agreed upon by US Government agencies, except in the cases in which officials have stated a preference for alternate spellings of their names. NOTE: Although the head of the central bank is listed for each country, in most cases he or she is not a Cabinet member. SPEAKERS, MODERATORS, RAPPORTEURS SPEAKER Nikos Christodoulides served as Director of the Office of the Minister of Foreign Affairs, Spokesperson of the Cyprus Presidency of the Council of the EU, Deputy Chief of Mission at the Embassy of Cyprus in Greece and Director of the Office of Cyprus in the United Kingdom. Prior to his appointment as Minister of Foreign Affairs on 1 March 2018, he served as Director of the Diplomatic Office of the President of the Republic of Cyprus (2013-2018) and Government Spokesman (2014-2018). He holds a Bachelor of Arts in Political Science, Economics, Byzantine and Modern Greek Studies from City University of New York, with postgraduate studies in Political Science at the same University and Diplomatic Studies at the University of Malta. He also holds a doctorate from the Department of Political Science and Public Administration of the University of Athens. Moreover, he is the author of Plans for Solution of the Cyprus Problem 1948-1978 and Relations between Athens and Nicosia and the Cyprus Problem, 1977-1988. SPEAKER Gabriella Battaini-Dragoni was elected Deputy Secretary General of the Council of Europe in June 2012. In June 2015, she has been re-elected for a second 5-years mandate, starting on 1st September 2015. From October 2011 to August 2012 she held the position of the Director General of Programmes and from 2004 to 2011 she was the Director General of Education, Culture and Heritage, Youth and Sport. 10Th Africa Day International Conference
The 10th Africa Day International Conference takes place under the auspices of the President of the Republic of Slovenia, His Excellency Mr Borut Pahor, and within the framework of the Bled Strategic Forum. Slovenia’s annual high-level Africa event seeks to improve policy outcomes for citizens in Europe and Africa based on mutual understanding and strengthened cooperation between the two regions. The event is co-hosted by the Ministry of Foreign Affairs of the Republic of Slovenia, the London-based Chatham House Africa Programme and the European Commission. Expert discussions at the conference will examine collaborative links between Africa and Europe in accelerating progress on a comprehensive approach to water that contributes to the peace-development- humanitarian nexus.
