Were there any significant parties not represented in parliament before the election? There was one that was not represented in parliament either before or after the election – see 3c. 3b. Were there any significant parties not represented in parliament after the election? MIÉP and FKGP were represented in parliament before the election but not after. On MIÉP see above, FGP was founded in 1930, but suspended all activities under the communist regime from 1948 to 1988 except for a brief revival during the 1956 uprising; part of the governmental coalition between the 1998 and 2002 elections; agrarian orientation; member of the European People's P. 3c. Were there any other non-represented parties or independent actors whom you believe to have had a significant effect on the election? Alliance for Hungary – Center Party (ÖMC) was not represented in parliament either before or after the election. They picked up roughly 4 percent of the vote and the party leader only narrowly lost the single-member district seat that he won in the previous parliamentary elections as an independent candidate. The ÖMC (called “Centrum Párt” in Hungarian political parlance) was registered as a separate political party, but was essentially an alliance between several smaller center-right parties (Christian Democratic People’s Party; Hungarian Democratic Comparative Study of Electoral Systems 4 Module 2: Macro Report People’s Party; Party of Entrepreneurs; etc.) that contested previous elections on their own. Most but not all of the ÖMC supported the center-left opposition Hungarian Socialist Party (MSZP) and Alliance of Free Democrats (SZDSZ) candidates in the second round against the center-right candidates, which might have had a decisive impact on the election outcome. In your view, what are the five most salient factors that affected the outcome of the election (e.g. major scandals; economic events; the presence of an independent actor; specific issues)? 1. Under the very firm leadership of Prime Minister Viktor Orbán (formally or informally the number one leader of the Fidesz-MPP ever since 1990) the 1998-2002 government was perceived by the public as relatively efficient, albeit many of the government’s policies were controversial and divisive. Economic growth was fairly high throughout the entire term of the Orbán-government, and the income position of the bulk of the population improved in the last two years of the government. It remained disputed though to what extent the strong growth of the period was the result of the policies of the previous (socialist-liberal) governmental coalition, and to what extent the Orbán-government allowed growth to transform into income increases for the many. Comparative Study of Electoral Systems 7 Module 2: Macro Report 2. The FKGP’s record in the 1998-2002 government was perceived dismal in terms of competence, nepotism, sleaze, and policies. Meanwhile Fidesz-MPP developed credible commitments on all issues traditionally associated with support for the FKGP, and the better part of the 1998 FKGP-electorate switched to Fidesz-MPP. 3. Since 1997, Fidesz-MPP developed a range of controversial (though with the larger part of the electorate rather popular) policy commitments in fields like housing, family policy, government relations with foreign investors, and policies regarding the Hungarian minorities living in the neighboring countries. These initiatives solidified support for the party among the potential electorate of the more traditional, Christian- and moderately or radically nationalist right-wing parties, and also extended the support basis for the right beyond its traditional electorate. 4. Most of the socialist-liberal opposition to the Fidesz-led government focused on questioning the commitment of Fidesz, Orbán, and the right-wing general to democratic procedures, and associating them with sleaze, corruption, abuse of power, unproductive nationalist stances in foreign policy rhetoric, and a social policy which neglected the interest of the pensioners and the poor in favor of supporting middle to high income families. 5. Throughout the 2002 campaign it was widely accepted that Fidesz-MPP would easily win the election and stay in power. In retrospect many observers and participants thought that this impression led to a probably less intense campaigning by the center-right than would have been possible and necessary. In any case, after the opposition parties took a clear lead in the first round of the election, a very energetic, assertive, and negative campaign by Viktor Orbán led to a significant surge of the right-wing vote (as well as turnout) in the second round of the election, which nearly turned around the final outcome of the election. Both of these parties had a strong movement background, which seemed to be more obvious in the case of the radical right Jobbik, but the green LMP party also had strong ties to the Hungarian alternative movement. In this article I analyze the structural changes of the movements, which resulted in the dominance of the party-oriented structure. First, I look at the transformation of these movements from the democratic transition in 1989 until the 2010 elections. In the second part of the article I analyze the national context structure, the external environment of the movements. I conclude that in case of the green-alternative movement the new electoral opportunities, the shortcomings of political consultation and the lack of strong allies favored the party-oriented structure. For the radical right movement the expanded access to the party system, the ineffective policy implementation capacity of the state and the repression by the authorities pushed the movement’s structure to the party-oriented model. Joseph L. Klesner Kenyon College Perhaps the trite answer to the question in the title is “no—and yes.” Many party systems in the ex-communist states of the former Soviet Union and the Eastern European countries dominated by the USSR have fragmented in ways that should not repeat themselves in Mexico—but some have consolidated into two-party, government-versus- opposition arrangements. Other successors to the once-ruling communists have failed to adapt successfully to competition, but several have reformed and transmuted themselves well enough to share in the governance of their nations. Some successor parties and new party systems have failed to develop effectively a democratic political culture, but others have advanced the consolidation of democracy in the former Soviet bloc. Comparative analysis of the Mexican transition with the new regimes of Central and Eastern Europe can tell us much about the peculiarities of Mexican democratization and offer insights into the future of its former ruling party. Novelist Mario Vargas Llosa (1991) once called the Mexican regime the “perfect dictatorship.” Perfect though it may have seemed to Vargas Llosa, the 71-year control by the Institutional Revolutionary Party (PRI) of Mexico’s executive branch ended unexpectedly in July 2000.

    Codebook: COMPARATIVE POLITICAL DATA SET III 1990-2012 Klaus Armingeon, Laura Knöpfel, David Weisstanner and Sarah Engler The Comparative Political Data Set III 1990-2012 is a collection of political and institutional data. This data set consists of (mostly) annual data for a group of 36 OECD and/or EU- member countries for the period 1990-20121. The data are primarily from the data set created at the University of Berne, Institute of Political Science and funded by the Swiss National Science Foundation: The Comparative Political Data Set I (CPDS I). However, the present data set differs in several aspects from the CPDS I dataset. Compared to CPDS I Bulgaria, Croatia, Cyprus (Greek part), Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia and Slovenia have been added. The present data set is suited for cross-national, longitudinal and pooled time series analyses. The data set contains some additional demographic, socio- and economic variables. However, these variables are not the major concern of the project and are thus limited in scope. For more in-depth sources of these data, see the online databases of the OECD. For trade union membership, excellent data for European trade unions is provided by Jelle Visser (2013). When using the data from this data set, please quote both the data set and, where appropriate, the original source. The list includes the party’s or alliance’s name in the original language and in English, the party/alliance abbreviation as well as the corresponding party identification number. In case of an alliance, it also documents the member parties. Within the list of alliance members, parties are represented only by their id and abbreviation if they are also part of the general party list by themselves. If the composition of an alliance changed between different elections, this change is covered as well. Furthermore, the list records renames of parties and alliances. It shows whether a party was a split from another party or a merger of a number of other parties and indicates the name (and if existing the id) of this split or merger parties. In the past there have been a few cases where an alliance manifesto was coded instead of a party manifesto but without assigning the alliance a new party id. Instead, the alliance manifesto appeared under the party id of the main party within that alliance.
