President Reagan plans to spend $222 Billion in the next six years in an effort to achieve the capacity to fight and win a nuclear war. The U.S. has about 30,000 nuclear weapons today. The U.S. plans to build 17,000 new nuclear weapons in the next decade. Technological advances in the U.S. and U.S.S.R. and changes in nuclear war planning are major factors in the weapons build-up and make nuclear war more likely. Shoemaker FOREWORD The National Security Council (NSC) is the body established by the National Security Act of 1947 to advise the President on the integration of domestic, foreign and military policies. To assist the NSC, the Act also authorizes a staff. Since its inception, the role of the NSC Staff has ranged from that of a purely administrative body to that of an organization charged with major, overarching responsibilities of national security, depending on the management style and personal preferences of the President. In this paper, which was presented at the 1989 AUSA Annual Meeting, it is suggested that "organizational discipline" must be brought to the NSC Staff if it is to fulfill its essential role. The functions which the NSC Staff must perform are identified. If the recent Iran­ Contra Affair is symptomatic of institutional weaknesses in the national security process, then the observations and recommendations in this paper merit careful reading and consideration. Ronald Reagan and Richard Nixon represented the interests of farm employers and their allies in a running battle with CRLA in the late 1960s and early 1970s. Knowing that Reagan was no friend of the farm workers, CRLA had challenged his administration and purposely provoked as public a confrontation with him as soon as pos- sible, hoping to maintain public support as a counterweight to the gover- nor’s power over the program. CEO regulations gave Reagan, as governor of California, thirty days to veto grants made by the OEO for California. The Governor’s veto could only be overridden by the director of the OEO.1 CRLA’s primary defense against a gubernatorial veto was influential non- partisan support for exemplary performance of its prescribed tasks in ac- cordance with nationally recognized legal principles. For 1967 refunding, the veto issue was sidestepped because the direc- tor of the OEO continued to fund CRLA as a research and demonstra- tion project, and research and demonstration grants were not subject to 1 OEO regulations, 42 U.S.C., para. 2834 (1964). 444 CALIFORNIA LEGAL HISTORY ✯ VOLUME 15, 2020 gubernatorial veto.2 When it came to refunding CRLA for 1968, however, the governor had a chance to veto the program and his executive secre- tary, William P. Clark, indicated he would.     Honorable William M. Matz, Jr. Secretary American Battle Monuments Commission Major General William M. Matz, Jr, U.S. Army (Ret), is the Secretary of the American Battle Monuments Commission, appointed to the position by President Donald Trump in January 2018. Secretary Matz is a highly decorated combat veteran of the United States Army with a distinguished military career spanning five decades. As an infantryman, he served in Korea and Panama, and as a company commander with the 9th Infantry Division in Vietnam, where he was wounded in action in the 1968 Tet offensive. He served in the 82d and 101st Airborne Divisions and was executive secretary to two secretaries of defense, Caspar Weinberger and Frank Carlucci. Secretary Matz served two years with the Navy/Marine Corps amphibious forces in the Pacific during a second tour in Vietnam, and deployed with the 7th Infantry Division to Panama during Operation JUST CAUSE in 1989. Upon retirement from the Army in 1995, Secretary Matz worked eight years in the defense industry. He was first employed by Raytheon Company as vice president, Army Programs. He then took over as general manager for Vinnell/Northrop Grumman’s Saudi Arabian National Guard Modernization Program in Riyadh, Saudi Arabia, returning to the United States in June 2004. In 2005, President Bush appointed him to the Veterans Disability Benefits Commission and he served there until the commission rendered its report to the Congress in 2008. He is also past President of the National Association for Uniformed Services (NAUS), a national veterans organization that advocates in Congress for service members, veterans and their families.

This will wind up in the Ford Library archives. We will get you a transcript to review. You said you came to DC in 1956. Carlucci: Right. Smith: A very different town? Carlucci: Yes, indeed. My first apartment was over in Anacostia and none of that had been built up. The area around the Navy Yard was practically jungle. And there was no Kennedy Center. It was a very, very different place. Smith: Dwight Eisenhower’s in the White House? Carlucci: Yes, he was. He was in the White House and John Foster Dulles was Secretary of State. Smith: And you were in the Foreign Service? Carlucci: Yes, I had taken the Foreign Service exam and came in at the bottom of the Foreign Service. Smith: What does that mean? Carlucci: It means that you start off as a vice counsel or a third secretary, depending on whether you’re assigned to an embassy or a consulate and you start to work your way up the ladder and hopefully to the top. Smith: The top being…? Carlucci: Well, the top being today career ambassador. I’m not sure I made that. It’s unclear. I think I was a career minister when I retired. Smith: What were some of the positions you held along the way?
