1. SCOPE

1.1 Intent. This specification requires the contractor to provide transportation, storage, maintenance, and repair for a rotatable pool consisting of approximately 114 Cutter Boat Over- the-Horizon (CB-OTH) III/IV and trailers deployed on cutters worldwide. Base plus 4 Option years will cover 15 – 45 maintenance availabilities per year. The Contractor should expect up to 15 boats in storage/maintenance at any time for the duration.

2. BACKGROUND

The Centralized Cutter Boat Pooling (CCBP) Program is a boat management concept that takes the responsibility of maintaining the increasingly expensive and complex cutter boats from the cutters and puts it on the Surface Forces Logistics Center – Small Boat Product Line (SFLC- SBPL). The SFLC-SBPL centrally manages the boats and provides consistent and standardized maintenance to improve reliability and asset utilization through a combination of Coast Guard maintenance team members and commercially contracted maintenance and repairs. Increased maintenance oversight provides cutters with high quality, reliable boats and boat support that was otherwise unsustainable when the boats were entirely managed and maintained by the cutters.

3. OBJECTIVES

The SFLC SBPL mission is to develop and execute various alteration and technical support programs to upgrade and maintain in a more cost effective and timely manner the material readiness of various boat Hull, Mechanical & Electrical (HM&E) and electronic systems in order to meet Major Cutters operational needs. This contract is to provide the full spectrum of technical support encompassing all phases of the CCBP process. The contracted services provided in this process include maintenance, configuration control modifications, casualty repairs, storage, parts procurements, Time Compliance Technical Orders (TCTO) and shipment/transportation of parts, toolkits, boats and trailers worldwide. This contract will be under the administrative control of Coast Guard SFLC.

3.0 REQUIREMENTS 3.1 Key Personnel Required by Contract: The Contractor shall provide qualified personnel to accomplish the following tasks: 3.1.1 Program Manager:

3.1.1.1 Responsibilities

3.1.1.1.1 Oversee qualification/training program.

3.1.1.1.2 Provide personnel administration.

3.1.1.1.3 Submit reports as required by section 3.8.

3.1.1.1.4 Serve as liaison between Contractor and Contracting Officer’s Representative (COR) and Contracting Officer (KO).

3.1.1.2 Minimum Qualifications

3.1.1.2.1 5 years project management experience on projects of similar size, dollar value and complexity.

3.1.1.2.2 3 years engaged in logistics support of maintenance.

3.1.1.2.3 Able to demonstrate a working knowledge of Hull, Mechanical and Electrical (HM&E) systems in addition to electronics systems.

3.1.2 Alternate Program Manager: The contractor shall provide an alternate Program Manager to act in the Program Manager’s absence, who meets the requirements of section 3.1.1.

3.2 Additional Personnel:

3.2.1 Quality Assurance Specialist:

3.2.1.1 Responsibilities

3.2.1.1.1 Inspect government-owned equipment or materials in the possession of the contractor to ensure compliance with the contract or regulations or to prevent misuse.

3.2.1.1.2 Conduct measurement and analysis of quality trends and the development and implementation of process improvements.

3.2.1.1.3 Maintain Safety Record and continually work on improving safety policy and procedures within the facility.

3.2.1.1.4 Examine records, reports, and/or other documents to establish facts or detect discrepancies.

3.2.1.1.5 Quality Control

3.2.1.2 Minimum Qualifications

3.2.1.2.1 2 years experience as a QA Specialist in an ISO 9000 certified organization.

3.2.2 Planner/Estimator: Overall coordination of projects and services assigned by their supervisor.

3.2.2.1 Responsibilities

3.2.2.1.1 Source costs with vendors as needed to complete estimating projects.

3.2.2.1.2 Have a thorough understanding of equipment capabilities to effectively price and schedule projects.

3.2.2.1.3 Ensure all necessary parts/components to complete a job are present and/or available.

3.2.2.1.4 Accepts reports and reviews data to make sure all essential information is present for estimating.

3.2.2.2 Minimum Qualifications

3.2.2.2.1 5 years experience in boat or ship repair or maintenance.

3.2.3 Maintenance Supervisor:

3.2.3.1 Responsibilities

3.2.3.1.1 Coordinate and supervise the work of employees in the maintenance and upkeep of boats and trailers.

3.2.3.1.2 Maintain hull, mechanical, electrical, electronics and related systems.

3.2.3.1.3 Perform the work of employees and other duties as required.

3.2.3.1.4 Responsible for the safe and efficient operation of all equipment in the facility.

3.2.3.1.5 Supervise other maintenance staff personnel to include scheduling, assigning and

completion of all maintenance tasks and service orders.

3.2.3.2 Minimum Qualifications

3.2.3.2.1 3 years of experience in boat or ship repair as a foreman or leadership position.

3.2.3.3 With the exception of the Quality Assurance Specialist, one person may hold up to two of the key positions.

3.3 Qualified Maintenance Personnel: The Contractor shall provide personnel working in support of the contract with the following levels of experience:

3.3.1 Marine Machinery Mechanic:

3.3.1.1 Shall have a minimum of 3 years of experience as a Marine Machinery Mechanic in accordance with the job grading standards for a 5334-10 as defined by the Office Personnel Management (OPM), Classifications & Qualifications section.

3.3.2 Marine Electrician:

3.3.2.1 Shall have a minimum of 3 years of experience as a Marine Electrician in accordance with the job grading standards for a 2805-10 as defined by the Office Personnel Management (OPM), Classifications & Qualifications section.

3.3.3 Electronics Mechanic:

3.3.3.1 Shall have a minimum of 3 years of experience as an Electronics Mechanic in accordance with the job grading standards for a 2604-8 as defined by the Office Personnel Management (OPM), Classifications & Qualifications section.

3.3.4 The contractor shall not employ any person who is an employee of the US Government if that employment would cause, or would appear to cause, a conflict of interest.

3.4 Place of Performance: The majority of this work shall take place at the contractors’ facility(ies). In certain cases, the contractor shall be tasked to provide maintenance or repair services at Cutter ports or Coast Guard maintenance facilities if it is deemed more cost effective than transporting the boats to and from a depot facility.

3.5 Coverage

3.5.1 Work Schedule

3.5.1.1 Program Manager/Alternate Program Manager shall be available to answer all matters within 60 minutes during SFLC Baltimore’s standard working hours, Monday to Friday 0800- 1600 Eastern Time.

3.5.1.2 Program Manager/Alternate Program Manager shall be available after hours within 8 hours to respond to urgent matters.

3.5.2 Vacancies

3.5.2.1 Before replacing any individual identified as Key, the Contractor shall notify the Contracting Officer’s Representative and copy the Contracting Officer in writing and receive approval.

3.5.2.2 Any scheduled temporary vacancies of key personnel must be approved by the Contracting Officer 14 days in advance.

3.6 Kick-Off Meeting. Upon issuance of a task order, the Contractor shall contact the COR no later than five business days after the date of award to schedule the Kick-Off Meeting.

3.7 Progress Meetings: Upon issuance of a task order, the Contractor shall participate in progress meetings as requested by the Contracting Officer to discuss management and execution of the contract. Meetings may be in person or via teleconference as the Contracting Officer deems necessary.

3.8 Deliverables Upon issuance of a task order:

3.8.1 Contract Management. The contractor shall provide at minimum the following to aid in management of the contract.

3.8.1.1 Minutes of each meeting. Meeting minutes shall include, at a minimum, a list of attendees, a description of the items discussed, and a list of the action items with the person/code responsible for the action identified.

3.8.1.2 Monthly Financial Reports. The Contractor shall provide reports including a summary of funds expended by labor category, planned budget, actual costs, and estimated costs.

3.8.1.3 Monthly Activity Report. The report shall describe all work performed by Contractor employees to include the following:

3.8.1.3.1 Number of actions performed during the reporting period.

3.8.1.3.2 Travel conducted and planned.

3.8.1.3.3 Feedback received from customers.

3.8.1.3.4 Status of previous issues.

3.8.1.3.5 Contractor concerns.

3.8.1.3.6 Any updates to the Plan of Actions and Milestones (PoAM)

3.8.1.3.7 Listing of items delivered during the reporting period.

3.8.1.3.8 Updated staffing Plan.

3.8.1.3.9 Report of repeated commonality failures

3.8.1.3.10 Parts Inventory to include:

3.8.1.3.10.1 Parts on hand at beginning of month.

3.8.1.3.10.2 Parts received during the month.

3.8.1.3.10.3 Parts expended during the month.

3.8.1.3.10.3.1 Include which project the part was used for.

3.8.1.3.10.3.2 Parts on hand at end of month.

3.8.1.3.10.3.3 Serial numbers as applicable.

3.8.1.3.10.3.4 Value of each item.

3.8.2 Monthly reports shall be delivered to the COR no later than the 7TH day of each month detailing the activities of the prior month and shall be in a format approved by the Contracting Officer.

3.8.3 All deliverables, including data used to complete this task shall become the sole property of the U.S. Coast Guard. Contractor shall provide to the COR all deliverables for approval. After review, should any edits/changes be required each deliverable shall be returned to the contractor for incorporation of changes. Contractor has five (5) working days to resubmit the final deliverable/s to the COR.

3.8.4 Tech Rep.

3.8.4.1 The Contractor shall provide the services of a certified Tech Rep as required, who is familiar with Cummins Diesel Engines, ZF Transmissions, Hamilton Jet, Furuno, David Clark , Motorola, Micom 3T, Shakespear, Gentex, and Trimble electronics to accomplish the following tasks on site:

3.8.4.2 Assist with proper repair methods, and ensure compliance with manufacturer's procedures and standards during disassembly, inspection, repair, modification, calibration, and reassembly of the equipment/system.

4.0 QUALITY ASSURANCE

4.1 The Contractor shall establish and maintain a quality assurance program to ensure that all tasks are completed in accordance with the contract’s Statement of Work. The Quality Assurance Plan shall be submitted as part of the Contractor’s proposal. 4.2 The Quality Assurance Plan shall be tailored to the requirements of this contract. A quality system that has been approved in accordance with ISO 9001 standard and accepted by a certified ISO 9000 registrar is an acceptable alternative. In either case, the Contractor shall submit all required processes, instructions, licenses, certificates, standards and other information the KO/COR requires ensuring compliance with this requirement. The Contractor is responsible for auditing and certifying that all consultants, subcontractors and suppliers are in compliance with these requirements. 4.3 The Contractor shall ensure Quality Assurance Inspections and Tests are accomplished in accordance with approved Coast Guard Drawings, Technical Manuals, Maintenance Procedure Cards and applicable Government and commercial standards and specifications called out in this SOW and each individual Work Item. Each task shall have quality assurance check sheets developed and submitted to the COR as part of the Post Maintenance Report. The checklists shall contain: Date of action, action(s) taken, including MPC numbers as applicable, QA review and sign off of each action, results of any test or inspections, digital pictures, and signature of the Representative.

5.0 GOVERNMENT FURNISHED EQUIPMENT (GFE)

5.1 Any Government furnished equipment provided may only be used in support of this contract and if not utilized shall be returned at the completion of the contract.

5.2 The Contractor shall ensure sufficient quantities of material and equipment are maintained on hand to support the requirements of this contract.

5.3 The Contractor shall provide a complete inventory of GFE to the COR on a monthly basis as part of the Monthly Report as per section 3.8.1.3.10. Inventory shall consist of an itemized list indicating part number, quantity on hand, serial numbers as required, value of each item and location of each item.

5.4 Contractor shall establish inventory high and low limits for each item based on usage and adjust levels as required.

5.5 Requests for GFE shall be submitted on the Boat Acceptance Report at the beginning of each availability. Requests for additional GFE shall be submitted through the CG Representative to the COR.

6.0 CONTRACTOR FURNISHED EQUIPMENT (CFE)

6.1 The Contractor shall provide all material and equipment not provided by the Government to meet the requirements of this contract.

6.2 The Contractor shall ensure sufficient quantities of material and equipment are maintained on hand to support the requirements of this contract.

6.3 The Contractor shall provide a complete inventory of CFE used in the execution of this contract to the COR on a monthly basis. Inventory shall consist of an itemized list indicating part number, quantity on hand, serial numbers as required, value of each item and location of each item as per section 3.8.1.3.10 .

7.0 SECURITY

7.1 The work shall not be classified. No security clearance is required to perform the duties prescribed in Section 3.

7.2 Release of information generated for the USCG shall not be allowed without prior written consent of the Contracting Officer.

7.3 The contractor shall be responsible for the management of all security clearances and personnel shall be required to sign non-disclosure agreements with the Government as well as with other government vendors.

7.4 Contractor employee/s working on-site at Government facilities shall wear a company issued identification badge. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display their badge in plain view above the waist at all times.

7.5 Contractor employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, etc) when visiting or working at Government facilities. The Contractor shall ensure contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States, the Department of Homeland Security (DHS) or the United States Coast Guard.

7.6 The Government may, at its sole discretion, direct the Contractor to remove any Contractor employee from USCG, DHS, and DOD facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required in this Statement of Work. The Government will provide the Contractor with an immediate written explanation of the request to remove the employee through the Contracting Officer. 8.0 TRAVEL 8.1 Occasional periods of travel may be required in the performance of this contract. All travel expenses incurred by the contractor shall be reimbursed in accordance with the methods specified in FAR 31.205-46, “Travel Costs,” provided the method used results in a reasonable charge. All travel must receive written approval in advance from the Contracting Officer and funds must be obligated prior to travel occurring to avoid an Anti Deficiency Act Violation. Contractor must submit ALL receipts for travel reimbursements. 9.0 PERIOD OF PERFORMANCE

9.1 The Period of Performance for this contract is one base year with the option of four one-year options.

10.0 CONTRACTING OFFICER REPRESENTATIVE INFORMATION

10.1 The Contracting Officer will designate Government personnel to act as the Contracting Officer’s Representative (COR) to perform functions under the contract such as review and/or inspection and acceptance of services and other functions of a technical nature. The Contracting Officer will provide a written notice of such designation to the Contractor. The designation letter will set forth the authorities and limitations of the COR under the contract. It shall emphasize that only the Contracting Officer has the authority to modify the terms of the contract/order. The COR is the point of contact through which the contractor can relay questions and problems of a technical nature to the Contracting Officer. If the contractor is unsure whether an effort is outside the scope of the contract, the contractor shall promptly notify the Contracting Officer in writing.

DEFINITIONS AND ACRONYMS

“BAR”: Boat Acceptance Report – Initial report submitted to the Contracting Officer’s Representative (COR), either in written or electronic format that includes but is not limited to:  Materiel Inspection Checklist.  Operational Test Checklist.  Kit inventory sheets.  Cost to complete the items on the MDL.  Cost to complete any maintenance needed beyond the MDL.  Cost to complete repairs to correct discrepancies found during inspection or operational test.  Cost to purchase parts/tools required to replenish kits or boat outfit items.

“CFE“: Contractor-furnished equipment.

“CFR”: Condition-Found Report - Report submitted to the Contracting Officer’s Representative, either in written or electronic format, describing the condition(s) found while performing a task specified in the work item, such as an inspection.

“CIR”: Critical Inspection Report. - Report submitted to the COR within the first 25 percent of the availability contract period, either in written or electronic format, describing the condition(s) found while performing a task specified in the work item, such as an inspection.

Clear and Bright: Visual test performed on fuel utilizing a clear and colorless glass jar. Good quality fuel will be clear and bright. The term clear refers to the absence of visible particulate matter in the sample. The term bright refers to the absence of visible suspended water in the sample. As the amount of suspended water in the fuel increases, the sample becomes hazy or cloudy.

“Coast Guard Representative/CG Representative”: All work items within the contract will be assigned to a Coast Guard Representative, who is appointed by the Contracting Officer. The Representative’s duties are to the assigned work items, to keep informed of how work is progressing, and to ensure that the specifications are being followed. The Representative will witness all tests, measurements and inspections as required and conduct a site visit at a minimum of once every two weeks. The Representative will report to the COR.

“COR”: Contracting Officer’s Representative – the person delegated by the KO as the representative for matters concerning performance of work; this includes correctness, timeliness, and quality of the Contractor’s work.

“KO”: Contracting Officer

Discrepancies:

Disabling Discrepancy: The boat is not serviceable. Disabling casualties are those that make the boat not serviceable. If a disabling casualty is identified, the boat shall not get underway until the casualty is corrected. The boat shall immediately be placed into “Charlie” status and considered Non-Mission Capable (NMC) until repaired and op tested.

Restrictive Discrepancy: The boat cannot perform all missions safely. Restrictive discrepancies are those which restrict the operations of the boat such that it can perform some missions, but not

all missions safely. If a restrictive discrepancy is identified, the boat shall immediately be placed in “Charlie” status and considered Partially Mission Capable (PMC). A PMC boat shall not get underway until the discrepancy is corrected or a waiver has been received.

Major Discrepancy: The boat can perform all missions but some degradation in effectiveness or readiness should be expected. Major discrepancies are those that degrade the effectiveness of the boat to perform one or more missions. The boat remains Fully Mission Capable (FMC) with the presence of a major discrepancy; however the discrepancy shall be documented and corrected as soon as possible.

Minor Discrepancy: The boat is not affected nor impaired, however it does not fully comply with standards. Minor discrepancies do not affect the operational readiness of the boat. However, a boat with minor discrepancies does not meet standardization criteria established for the boat. The boat remains Fully Mission Capable (FMC) with the presence of a minor discrepancy; however the discrepancy shall be documented and corrected as soon as possible.

ELEX: Having to do with the boats navigation or communications systems (i.e.: Radio, Chart Plotter, Radar, GPS etc).

“Hazardous Material (HM)”: Chemicals defined by 29 CFR 1915.1200 or 49 CFR, Parts 100 through 199.

“Hazardous Substance”: Substances defined under the Clean Water Act (33 USC. 1251 – 1376) and CERCLA (42 USC 9601 to 9675).

“Hazardous Waste (HW)”: Substances which are defined as hazardous, in accordance with 40 CFR Part 261.

“Hotwork”: Any activity involving riveting, welding, burning, the use of power-actuated tools or similar fire-producing operations. Grinding, drilling, abrasive blasting, or similar spark-producing operations are also considered hot work, except when such operations are isolated physically from any atmosphere containing more than 10 percent of the Lower Explosive Limit (LEL) of a flammable or combustible substance.

HM&E: Hull, Mechanical and Electrical-Having to do with the boats hull or installed systems (i.e.: Engine, Jet Drive, Appendages, Nav Lights etc). Does not include “ELEX.”

Maintenance:

Preventive Maintenance: Preventive maintenance outlines minimum maintenance requirements and procedures for HM&E, damage control, electronic and ordnance equipment aboard cutters and standard boats. Procedures are prescribed for inspecting, cleaning, and reconditioning machinery and equipment, to counter the effects of age and environment. Accomplishment of preventive maintenance will increase machinery reliability and availability.

Corrective Maintenance (CM): CM is the performance of scheduled and unscheduled tasks designed to restore equipment after failure has occurred. In most cases, a failure will have a detrimental effect on the unit’s mission capabilities, the unit’s operating environment, or the safety of the unit’s personnel.

Organizational Level Maintenance: O-Level maintenance is maintenance that is performed by the crews of operational units when those crews have the training to conduct the maintenance, the equipment to conduct the maintenance, and the authority to conduct the maintenance.

Depot Level Maintenance: D-Level maintenance is all other maintenance that is not O-Level. Thus, when a unit does not have the authority to conduct the maintenance, then the maintenance is by default D-Level.

“MDL”: Maintenance Due List – this is a comprehensive list of all depot and organizational- level maintenance due on a platform.

“MPC”: Maintenance Procedure Card – these cards precisely define the actual steps for performing the maintenance tasks in the MRL.

“MRL”: Maintenance Requirement List – this is a list of all required maintenance activities for the platform. It includes all naval, ordnance, and electronics systems requirements under any periodicity.

“OEM”: Original Equipment Manufacturer

Pre-Delivery Report: Report submitted to the Contracting Officer’s Representative, either in written or electronic format, within 24 hours prior to boat’s departure from the contractor’s facility for a delivery. The report includes but is not limited to:  Applicable Delivery Order Number  Hull number of boat being delivered  Destination (location and cutter)  Date  Boat Status o Fuel Level o Status of Outfit  Boat Record o Last Completed Material Inspection o Last Completed Operational Test Checklist o Casualty Spare Parts Kit Inventory o Special Tools Kit Inventory o Maintenance Parts Kit Inventory

Post Delivery Report: Report submitted to the Contracting Officer’s Representative, either in written or electronic format within 24 hours of a boat being delivered to a CG unit. This report includes but is not limited to:  Material Inspection Checklist completed by cutter and Contractor’s representative.  Operational Test Checklist completed by cutter and Contractor’s representative.  Signed copy of transfer documentation for boat and trailer

“PMR”: Post Maintenance Report - Report submitted to the Contracting Officer’s Representative, either in written or electronic format within 3 business days of the completion of all maintenance authorized by the KO, including the operational test. This report includes but is not limited to:  A list of all completed maintenance.  Completed operational test checklist.  All completed MPCs.

 Breakdown of contractor hours by MPC and labor type.  Breakdown of parts utilized by MPC/CFR.  Summary of all CFRs.  Total cost of repair availability itemized by MPC/CFR.

“RFI”: Ready for Issue – Requirements that must be met for a boat to be considered RFI are as follows:  All scheduled maintenance completed and up to date including any quarterly or higher items that will come due within the requested duration with the cutter.  All equipment fully operational and tested.  Clean and dry. o Free of loose debris o No standing liquid in the bilge o Free of tools o Free of protective coverings  Free of any disabling or restrictive discrepancies as listed in the Material Checklist and Operational Test Checklist.  Fuel at 95% capacity all other fluids at appropriate fill level. (Unless otherwise directed.)  Boat has been successfully op-tested.  Boat covered with reusable fitted cover.

“TCTO”: Time Compliance Technical Order – TCTOs are used to document a physical change to a boat, or a special, urgent, or repeated inspection, requiring compliance within specified time limits.

WORK ITEM 1: Material Inspection

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to complete an inspection when a Cutter Boat arrives at the Contracted Pooling Facility.

1.2 Government-furnished property.  CB-OTH-III/IV  Boat Trailer

2. REFERENCES  None

3. REQUIREMENTS

3.1 Procedure details. The Contractor shall initiate the following procedures each time a cutter boat arrives at the Contracted Pooling Facility. The Contractor shall complete a thorough material inspection of the boat and trailer in accordance with provided Inspection Checklists. The results from this inspection shall be reported in the Boat Acceptance Report (BAR) (Paragraph 3.1.5), along with other maintenance or repair items to be completed, such as those listed on the Maintenance Due List (MDL) and any other known discrepancies or requested work items to be completed, as directed by the COR.

3.1.1 The Coast Guard will generate and provide an updated MDL to the Contractor within 2 business days of the boat’s arrival at the Contracted Pooling Facility.

3.1.2 The MDL will list all scheduled maintenance procedures that are to be completed during the boat’s availability period.

3.1.3 Material inspection. The Contractor shall inspect the CB-OTH in the presence of the CG Representative in accordance with the Material Inspection Checklist and report the findings on the BAR. The inspection checklist covers but is not limited to the following areas:  Hull  Deck  Bilge Area  Propulsion Spaces  Electronics  Boat Trailer

3.1.4 Kit and Outfit inspection. The Contractor shall inspect any kits that are part of the official boat outfit, in accordance with provided checklists, and list any missing or damaged items.

3.1.5 Boat Acceptance Report. The Contractor shall provide the completed Material Inspection Checklist, Operational Test Checklist and kit inventory sheets on the Boat Acceptance Report to the CG representative, who will forward the report to the COR, within 5 business days of boat’s

arrival at the Contractor’s facility, unless additional time is agreed to by COR. The BAR shall provide an itemized breakdown to include but not limited to:  Materiel Inspection Checklist.  Operational Test Checklist.  Cost to complete the items on the MDL.  Cost to complete any maintenance needed beyond the MDL.  Cost to complete repairs to correct discrepancies found during inspection or operational test.  Cost to purchase parts/tools required to replenish kits or boat outfit items. NOTE SFLC-SBPL approval is needed prior to all work and parts purchases. SFLC-SBPL will order any needed GFE items as necessary.

3.2 Maintenance and Repairs. Upon review and approval of the BAR by the Contracting Officer (KO), the Contractor shall complete all maintenance and repairs as specified and restock all kits as required.

3.2.1 MPC covers sheets. The Contractor shall provide completed MPC cover sheets for all maintenance procedures accomplished during the boat’s repair availability and repair completion reports in the Post Maintenance Report (paragraph 3.2.2) to the CG Representative who will forward to the COR. An alternative checklist may be provided to document the completion of all MPCs in lieu of the MPC cover sheets and at the COR’s discretion. NOTE The SFLC-SBPL will inspect the boat and complete the CB-OTH Material Inspection Checklist with the contractor present once all maintenance is completed.

3.2.2 Post Maintenance Report. The Contractor shall provide a Post Maintenance Report (PMR) to the CG representative who will forward the report to the COR within 4 business days of the boat being placed in RFI status. The PMR shall include but is not limited to the following:  Completed post-maintenance Operational Test Checklist.  All completed MPCs.  Breakdown of contractor hours by MPC and labor type.  Breakdown of parts utilized by MPC/CFR.  Summary of all CFRs.  Total cost of repair availability itemized by MPC/CFR.

3.3 RFI boat storage. Upon satisfactory completion of all requirements the Contractor shall place the boat in an RFI storage status in accordance with Work Item 5.

WORK ITEM 2: Operational Test

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to an operational test of the CB-OTH at the Contracted Pooling Facility.

1.2 Government-furnished property.  CB-OTH-III/IV  Boat Trailer

3. REQUIREMENTS

3.1 Procedure details. The Contractor shall initiate the following procedure when a cutter boat arrives at the Contracted Pooling Facility. Following a material inspection, the Contractor shall complete an operational test of the boat. After all maintenance and repairs have been completed, another Operational Test shall be completed prior to determining the boat is RFI.

3.1.1 Initial Operational Test. The Contractor shall operationally test the CB-OTH in the presence of the Coast Guard Representative in accordance with the corresponding Operational Test Checklist and the following procedures. Report all findings on the BAR.

3.1.1.1 Contractor shall notify the CG representative of the pending operational test at least 24 hours in advance.

3.1.1.2 At the designated date and time, the Contractor shall conduct an operational test of all systems, including underway trials/test, unless prohibited due to a disabling casualty in accordance with the CB-OTH Operational Test Checklist procedures.

3.1.1.3 The Contractor’s boat operator shall be required, at a minimum; to have a current certification from a Coast Guard approved Boating Safety . This certification shall be submitted with the Contractor’s proposal. The Contractor is responsible for meeting all State requirements for boat operations. The CG does not require the boat operator to have 'special' permits/licenses. It is the Contractor’s responsibility to verify the boat is operated in accordance with all applicable laws.

3.1.2 Boat Acceptance Report. The Contractor shall provide the completed Operational Test Checklist as part of the Boat Acceptance Report to the CG representative, who will forward the report to the COR. NOTE If no maintenance or repairs were completed, the second full operational test may be waived at the discretion of the COR.

3.1.3 Post-Maintenance Operational Test. The Contractor shall operationally test the CB-OTH in the presence of the Coast Guard Representative IAW the Operational Test Checklist and the following procedures. Report all findings in the Post Maintenance report.

3.1.3.1 Contractor shall notify the CG Representative of the pending operational test at least 24 hours in advance.

3.1.3.2 The Contractor shall conduct an operational test of all systems, including underway trials/test, in accordance with the CB-OTH Operational Test Checklist procedures.

3.1.3.3 The Contractor’s boat operator shall be qualified as in paragraph 3.1.1.3.

3.1.3.4 Submit a CFR for any discrepancies found that require additional funding to correct.

1.1 Intent. This work item describes the requirements for the Contractor to perform scheduled maintenance services for the CB-OTH boat and trailer.

3. REQUIREMENTS

3.1 Planned maintenance. The Contractor shall complete all scheduled maintenance on each boat and trailer at the Contractor’s facility. Maintenance to be completed shall include all calendar and hourly-based maintenance as indicated by the Maintenance Due List (MDL) and Maintenance Requirements List (MRL) for each boat.

3.1.1 Labor and material. The Contractor shall provide all labor and material, except for specified Government Furnished Material (GFM), to complete each task at the stated interval identified in Table 1 and 2 below and per the Maintenance Procedure Cards (MPCs).

3.1.2 Contractor furnished parts. The Contractor shall use Original Equipment Manufacturer (OEM) parts provided by the Government. Aftermarket parts are not authorized for use in completion of any maintenance or repairs on the CB-OTH and trailer unless specifically approved by the COR. All parts used shall be listed on the Post Maintenance Report.

3.2 MPC and MRL changes. The Coast Guard reserves the right to make changes to allow for equipment updates, configuration changes or modifications to maintenance requirements as needed. The Contractor will be provided with any changes and required implementation dates as they become available.

WORK ITEM 4: Conditional Maintenance

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to perform conditional maintenance services for the CB-OTH boat and trailer. This may include conditional maintenance, hull repairs, component or system overhauls, TCTOs, welding, and other required services and repairs to restore an asset to full mission capability.

1.2 Government-furnished property.  CB-OTH-III/IV  Boat Trailer

2. REFERENCES None

3. REQUIREMENTS

3.1 Corrective maintenance. The Contractor shall perform corrective maintenance services for the CB-OTH-IV boat and trailer as needed. Corrective maintenance is designed to restore equipment after failure has occurred. The Contractor shall renew, replace, or repair any system, part, component or structure on the boat or trailer.

3.1.1 Labor and material. The Contractor shall provide all labor and material, except for specified Government Furnished Material (GFM). If the items correspond with a Conditional MPC listed in Tables 3 and 4 below. If the maintenance or repair item does not correspond with an MPC, the contractor shall propose a price for labor and materials to complete that maintenance or repair item.

3.1.1.1 Contractor furnished material. The Contractor shall use Original Equipment Manufacturer (OEM) parts provided by the Government. Aftermarket parts are not authorized for use in completion of any maintenance or repairs on the CB-OTH and trailer unless specifically approved by the COR. All parts used shall be listed on the Post Maintenance Report.

3.1.1.2 The Contractor shall notify the SFLC-SBPL immediately if a repair cannot be completed due to the lack of required parts whether CFM or GFM.

3.2 Repair classification. The Contractor shall complete corrective maintenance as follows:  Major casualty repairs are those repairs that will take longer than 21 business days to complete. Repairs generally include hull damage requiring renewal of plating or structural members, boat overhaul after capsizing, fire, flooding and collision requiring multiple system repairs or renewal.  Non-major repairs are those repairs that do not fall into one of the major categories. Non major repairs shall be completed NLT 21 business days after the BAR is approved by the KO.

3.3 Defueling and Refueling. The Contractor may be required to defuel or refuel the CB-OTH

III/IV vessels

3.3.1 Defueling. The CB-OTH IV has port and starboard fuel tanks. Fuel capacity (95%) is 108 gallons. The CB-OTH IV may have less than 108 gallons onboard. The CB-OTH III has a fuel capacity (95%) is 80.75 gallons. CB-OTH III may have less than 80.75 gallons onboard

3.3.2 Disposal. Dispose of all removed fuel in accordance with all State and Federal regulations.

3.1 Boat Storage Facility. The Contractor shall provide covered and ventilated facilities that are protected from the elements for the storage and maintenance of up to 15 CB-OTH III/IV boats, trailers, associated parts inventory, kits and tools.

3.1.1 Facility requirements.  The Contractor’s facility shall have controlled and limited access to authorized contractor employees and authorized Coast Guard personnel only.  Each building or storage location utilized for this contract shall have the same security, coverage and climate requirements. The Contractor shall provide a facility security plan to the KO as part of the proposal for all facilities and locations utilized under this contract.  At a minimum, the Contractor’s storage for electronic inventory and GFE shall be climate controlled with heating, ventilation and air conditioning available.  Other work may be performed at the same facility but Coast Guard boats must be segregated and secured during storage.  Boats may be co-mingled with boats not associated with this contract while actively being worked on by authorized personnel. Upon completion of daily work they shall be returned to a secure segregated storage location.  Provide boat storage and boat maintenance locations. Shorter distances between locations are preferred to reduce costs and excessive travel.  Provide parts inventory storage location. Shorter distances between the maintenance location and storage location are preferred to reduce costs and excessive travel.  Parts inventory storage shall be segregated with access limited to only authorized contractor or CG personnel.

3.2.3 Electrical shore power. The contractor shall provide electrical shore power to each vessel in storage as listed in Table I – Vessel Shore Tie Electrical Requirements and in accordance with the applicable sections of paragraph 3.3.5 (Electrical Power) of SFLC Std Spec 8635.

3.2.3.1 The Contractor shall provide the required flexible electrical cable and mating plug for each boat in the contractor’s facility as required.

3.2.3.2 If the COR establishes that there is no need for continuous electrical shore power while boat is in the contractor facility, the contractor shall at a minimum ensure that the following requirements are maintained.  Contractor shall provide electrical shore power anytime the ambient air temperature is expected to fall below 35 degrees Fahrenheit (for engine block heaters).  Contractor shall ensure that the boat’s batteries maintain the required charge.

3.3 Environmental Protection. The Contractor shall develop and submit a hazardous waste management plan in accordance with SFLC Std Spec 0000, Appendix A (Requirements for Environmental Protection).

3.3.1 Known hazards. The Contractor shall handle and dispose of petroleum products and hazardous waste in accordance with all Federal, state, and local regulations applicable to handling and disposal of said waste. Known hazards include but are not limited to:  Petroleum products.  Anti-freeze.  Batteries.

3.4 RFI boat weekly inspects. The Contractor shall inspect boats that are not being actively maintenance or repaired weekly to ensure all systems are maintained in an operational status.  Test runs the engine.  Test all electronics  Load Test Batteries

4. NOTES

4.1 Facility Inspection. Government reserves the right to inspect Contractors facility at any time during the performance of the contract.

WORK ITEM 6: Transportation and Shipping

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to provide transportation and shipping of CB-OTH boats, trailers, kits, parts and supplies to and from a designated Cutter and/or location.

1.2 Government-furnished property.  CB-OTH-III/IV  Boat Trailer

2. REFERENCES None.

3. REQUIREMENTS

3.1 Pre-Delivery Report. The Contractor shall provide a Pre-Delivery Report that includes but is not limited to the following:  Applicable Delivery Order Number  Hull number of boat being delivered  Destination (location and cutter)  Date of scheduled delivery  Boat Status o Fuel Level o Status of Outfit  Boat Record o Last Completed Material Inspection o Last Completed Operational Test Checklist o List of Maintenance Completed during Availability o Special Tools Kit Inventory  Transfer Documentation NOTE All boats shall be transported on a boat trailer. This does not preclude transporting the boat and trailer combination on a flat bed or other vehicle.

3.1.1 Delivery to Cutter. Upon notification from the COR, the Contractor shall deliver the Ready for Issue (RFI) boat and trailer to the Cutter. See Table 1 for anticipated delivery locations. The boat will be considered delivered when all of the following conditions have been met:  All scheduled maintenance completed and up to date including any quarterly or higher items that will come due within the requested duration with the cutter.

 All equipment fully operational and tested.  Clean and dry. o Free of loose debris o No standing liquid in the bilge o Free of tools o Free of protective coverings  Free of any disabling or restrictive discrepancies as listed in the Material Checklist and Operational Test Checklist.  Fuel at 95% capacity all other fluids at appropriate fill level. (Unless otherwise directed.)  Boat delivered covered with reusable fitted cover.  Boat and trailer are on the ground. This may be waived at the direction of the receiving CG unit.  Boat has been successfully op-tested by receiving CG unit.

3.1.2 Additional delivery items. The Contractor shall deliver the boat with the following documents and items:  CB-OTH Materiel Inspection Checklist.  CB-OTH Operational Test Checklist.  Complete boat outfit.  Updated and complete hard copy of the boat record.  Special Tools Kit, tamper sealed with inventory attached. Kit includes special tools needed to accomplish scheduled or unscheduled maintenance.

NOTE SFLC-SBPL will schedule required crane services to move boat to and from cutter and boat trailer for boat delivery and pick-up as needed. Equipment required to move boat and trailer combination between the ground and the contractor’s mode of transport is the responsibility of the contractor.

3.2 Delivery time requirements. The Contractor shall deliver an RFI CB-OTH and associated kits to the requesting Cutter, at a designated location, within the timeframes listed below:

3.2.1 Urgent Deliveries. The RFI boat shall depart the Contractor’s facility within 24 hours of notification (including holidays and weekends) and be delivered to the required location in as short a time as possible with respect to all Federal, state and local transportation laws.

3.2.2 Routine Delivery. The Contractor shall deliver an RFI boat and associated kits by time arranged by the CG representative on the designated delivery date, to a designated location as specified by the COR. The Contractor will be notified NLT 7 days prior to the scheduled delivery date.

3.2.3 Delayed delivery. In the event Contractor misses a required delivery date the Contractor shall immediately notify the COR to arrange an alternate delivery date or location as needed. Contractor shall be responsible for all expenses associated with a delivery to an alternate location or different delivery date if it is determined that the Contractor was at fault for the original missed delivery.

3.3 Delivery inspection. The Contractor shall conduct a joint inspection and operational test of the RFI boat and trailer with the cutter representative upon delivery of the boat to verify no damage has occurred during transport.

3.3.1 Damage notification. The Contractor shall notify the COR immediately of any damage to the boat or trailer, noting the severity, location and any affected equipment.

3.3.1.1 Discrepancies noted on the delivery inspection shall be corrected prior to cutter acceptance of the boat, unless otherwise agreed to by the COR.

3.3.1.2 Contractor will complete DHS Form 700-21 Material Inspection and Receiving Report and ensure the form is signed by a representative from the cutter ranked E-7 or higher. The signed DHS-700-21 will be submitted with the Post Delivery Report.

3.3.2 Contractor present at the boat delivery will be familiar with all HM&E and ELEX systems onboard the CB-OTH and will bring enough tools and parts necessary to correct common discrepancies and complete minor repairs discovered at the time of delivery.

3.3.3 Delivery penalty. Boats delivered to cutters with more than 3 discrepancies on the delivery material or operational inspections will earn a penalty payment to the contractor not to exceed 5% of the total cost of the boat’s maintenance period.

3.4 Post Delivery Report. The Contractor shall provide a Post-Delivery Report that includes the following:  Material Inspection Checklist completed by cutter and Contractor’s representative.  Operational Test Checklist completed by cutter and Contractor’s representative.  Signed copy of transfer documentation NOTE Trailer will normally be returned to Contractor’s storage facility; however it may occasionally remain at the delivery location. This will be specified in the delivery notification.

3.5 Boat pick-up requirements. Upon notification from the COR, the Contractor shall proceed to the designated location with trailer (if not retained by cutter) and pick-up a CB-OTH boat, trailer (if cutter retained) and kits within the timeframes listed below:

3.5.1 Urgent Pick-up. The Contractor shall depart the facility within 24 hours of notification (including holidays and weekends) and arrive at the required location in as short a time as possible with respect to all Federal, state and local transportation laws. Urgent pick-ups will normally be associated with an urgent delivery.

3.5.2 Routine Pick-up. The Contractor shall pick-up a CB-OTH and associated kits at time arranged by the CG representative on the designated pick-up date, from a designated location as specified by the COR. The Contractor will be notified NLT 7 days prior to the scheduled pick-up date.

3.5.3 Delayed Pick-up. In the event Contractor misses a required pick-up date the Contractor shall immediately notify the COR to arrange an alternate pick-up date or location as needed. Contractor shall be responsible for all expenses associated with a pick-up to an alternate location or different pick-up date if it is determined that the Contractor was at fault for the original missed pick-up.

3.6 Pick-up inspection. The Contractor shall conduct an inspection of the boat, trailer and kits at the time of the time of pick up to ensure safe transportation back to the contractor’s facility. completion of the BAR once they are all at the contractor’s facility with a cutter representative upon pick up of the boat, trailer and kits.  Contractor shall provide a DHS-700-21 Material Inspection and Receiving Report for the Cutter’s representative and the Contractor’s representative to sign. Contractor shall ensure the form is signed by a representative from the cutter ranked E-7 or higher. One copy will remain with the cutter and one will be submitted with the BAR.

3.7 Cold Weather Shipments. Prior to shipments where the air temperature, during any part of the planned delivery route, is forecasted to be below 40 degrees Fahrenheit, the boat shall be winterized by draining the salt water cooling system IAW all manufacturer’s technical publications.

3.8 Shipping. The Contractor shall schedule and ship parts, tools and kits as required to Cutters as directed by the KO. Deliveries shall commence within 24 hours of notification to the designated location for arrival within the designated timeframe.

4. NOTES

4.1 Locations. Delivery and pick-up locations areas directed within the continental United States..

4.2 Damages. All damages incurred during shipping to and from the government’s designated location will be repaired at the Contractor’s expense. Additionally, if a second boat delivery, parts or repairs are required due to damages incurred during transport, the Contractor shall notify the COR and deliver the second boat via fastest possible means at the Contractor’s expense.

4.3 Governments reservation. The Government reserves the right to make independent shipping arrangements as deemed necessary by the KO and may remove a boat from the Contractor’s facility at any time for any reason. The Government may, in certain occasions request a proposal from the Contractor for transportation services other than those included in this specification.

WORK ITEM 7: Technical Services

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to at times, be required to travel both nationally and internationally to help troubleshoot and perform corrective maintenance on deployed assets.

1.2 Government-furnished property.  None

2. REFERENCES None

3. REQUIREMENTS

3.1 The Contractor shall, when requested, travel nationally and internationally to complete troubleshooting and corrective repairs of deployed CB-OTHs as directed by the COR.

3.1.1 Deployable repairs. The Contractor shall conduct corrective maintenance on deployed boats as required by the SFLC-SBPL and approved by the KO.

3.1.2 Travel arrangements. The Contractor may be required to travel nationally and internationally in the performance of this contract. The Contractor shall be responsible for all arrangements required for travel. This includes but is not limited to passports, visas, immunizations, medical examinations and any other travel requirements.

3.1.3 Operational Test – post repair. After completion of work, the Contractor shall conduct an operational test in the presence of the Coast Guard Representative and demonstrate all items or boat devices that have been disturbed, used, repaired, altered, or installed to be in satisfactory operating condition. Submit findings on the Post Maintenance Report.
