Coast Guard Polar Icebreaker Modernization Coast Guard Polar Security Cutter (Polar Icebreaker) Program: Background and Issues for Congress Updated September 15, 2021 Congressional Research Service https://crsreports.congress.gov RL34391 Coast Guard Polar Security Cutter (Polar Icebreaker) Program Summary The Coast Guard Polar Security Cutter (PSC) program is a program to acquire three new PSCs (i.e., heavy polar icebreakers), to be followed years from now by the acquisition of up to three new Arctic Security Cutters (ASCs) (i.e., medium polar icebreakers). The PSC program has received a total of $1,754.6 million (i.e., about $1.8 billion) in procurement funding through FY2021, including $300 million that was provided through the Navy’s shipbuilding account in FY2017 and FY2018. With the funding the program has received through FY2021, the first two PSCs are now fully funded. The Coast Guard’s proposed FY2022 budget requests $170.0 million in procurement funding for the PSC program, which would be used for, among other things, procuring long leadtime materials (LLTM) for the third PSC. The Navy and Coast Guard in 2020 estimated the total procurement costs of the PSCs in then- year dollars as $1,038 million (i.e., about $1.0 billion) for the first ship, $794 million for the second ship, and $841 million for the third ship, for a combined estimated cost of $2,673 million (i.e., about $2.7 billion). Within those figures, the shipbuilder’s portion of the total procurement cost is $746 million for the first ship, $544 million for the second ship, and $535 million for the third ship, for a combined estimated shipbuilder’s cost of $1,825 million (i.e., about $1.8 billion). On April 23, 2019, the Coast Guard-Navy Integrated Program Office for the PSC program awarded a $745.9 million fixed-price, incentive-firm contract for the detail design and construction (DD&C) of the first PSC to VT Halter Marine of Pascagoula, MS, a shipyard owned by Singapore Technologies (ST) Engineering. VT Halter was the leader of one of three industry teams that competed for the DD&C contract. The first PSC is scheduled to begin construction in 2021 and be delivered in 2024, though the DD&C contract includes financial incentives for earlier delivery. The DD&C contract includes options for building the second and third PSCs. If these options are exercised, the total value of the contract would increase to $1,942.8 million (i.e., about $1.9 billion). The figures of $745.9 million and $1,942.8 million cover only the shipbuilder’s costs; they do not include the cost of government-furnished equipment (GFE), which is equipment for the ships that the government purchases and then provides to the shipbuilder for incorporation into the ship, post-delivery costs, costs for Navy-specific equipment, or government program- management costs. The operational U.S. polar icebreaking fleet currently consists of one heavy polar icebreaker, Polar Star, and one medium polar icebreaker, Healy. In addition to Polar Star, the Coast Guard has a second heavy polar icebreaker, Polar Sea. Polar Sea, however, suffered an engine casualty in June 2010 and has been nonoperational since then. Polar Star and Polar Sea entered service in 1976 and 1978, respectively, and are now well beyond their originally intended 30-year service lives. The Coast Guard plans to extend the service life of Polar Star until the delivery of at least the second PSC. The Coast Guard is using Polar Sea as a source of spare parts for keeping Polar Star operational. He then formed a new company called the Southwest Fur Trading Company; his territory was from Montreal on the east to Minnesota on the west including all of the Northern Great Lakes. He had three boats built: Welcome, Felicity and Archange. Welcome is believed to be the first vessel he had constructed for his fur trade. Felicity and Archange were named after his daughter and wife. The origin of Welcome’s name is not known. He had two wives, a European wife in Detroit and an Indian wife up in the Straits. His wife in Detroit knew about the Indian wife and had accepted this and in turn she also made sure that all the children of his Indian wife received schooling. Felicity married a man by the name of Brush (Brush Street in Detroit is named after him).

(She was moved to Baltimore, Maryland in the summer of 1955.) During that century this sailing sloop-of-war, sometimes termed a “corvette,” was nationally significant for its ante-bellum service, particularly for its role in the effort to end the foreign slave trade. It is also nationally significant as a major resource in the mid-19th century United States Navy representing a technological turning point in the history of U.S. naval architecture. In addition, the USS Constellation is significant for its Civil War activities, its late 19th century missions, and for its unique contribution to international relations both at the close of the 19th century and during World War II. At one time it was believed that Constellation was a 1797 ship contemporary to the frigate Constitution moored in Boston. This led to a long-standing controversy over the actual identity of the Constellation. Maritime scholars long ago reached consensus that the vessel currently moored in Baltimore is the 1850s U.S. navy sloop-of-war, not the earlier 1797 frigate. Introduction Over the past decade various Latin American countries have developed reflec- 1 tions and experiences that are relevant to the missions of armies in the context of the current and future challenges confronting the security and defence sectors.     PROPELLER OPERATION AND MALFUNCTIONS BASIC FAMILIARIZATION FOR FLIGHT CREWS INTRODUCTION The following is basic material to help pilots understand how the propellers on turbine engines work, and how they sometimes fail. Some of these failures and malfunctions cannot be duplicated well in the simulator, which can cause recognition difficulties when they happen in actual operation. This text is not meant to replace other instructional texts. However, completion of the material can provide pilots with additional understanding of turbopropeller operation and the handling of malfunctions. GENERAL PROPELLER PRINCIPLES Propeller and engine system designs vary widely. They range from wood propellers on reciprocating engines to fully reversing and feathering constant- speed propellers on turbine engines. Each of these propulsion systems has the similar basic function of producing thrust to propel the airplane, but with different control and operational requirements. Since the full range of combinations is too broad to cover fully in this summary, it will focus on a typical system for transport category airplanes - the constant speed, feathering and reversing propellers on turbine engines. Major propeller components The propeller consists of several blades held in place by a central hub. The propeller hub holds the blades in place and is connected to the engine through a propeller drive shaft and a gearbox. There is also a control system for the propeller, which will be discussed later. Modern propellers on large turboprop airplanes typically have 4 to 6 blades. Other components typically include: The spinner, which creates aerodynamic streamlining over the propeller hub. The bulkhead, which allows the spinner to be attached to the rest of the propeller.

    1 Submission to the Special Rapporteur on the human rights of migrants: pushback practices and their impact on the human rights of migrants by Mare Liberum Mare Liberum is a Berlin based non-profit-association, that monitors the human rights situation in the Aegean Sea with its own ships - mainly of the coast of the Greek island of Lesvos. As independent observers, we conduct research to document and publish our findings about the current situation at the European border. Since March 2020, Mare Liberum has witnessed a dramatic increase in human rights violations in the Aegean, both at sea and on land. Collective expulsions, commonly known as ‘pushbacks’, which are defined under ECHR Protocol N. 4 (Article 4), have been the most common violation we have witnessed in 2020. From March 2020 until the end of December 2020 alone, we counted 321 pushbacks in the Aegean Sea, in which 9,798 people were pushed back. Pushbacks by the Hellenic Coast Guard and other European actors, as well as pullbacks by the Turkish Coast Guard are not a new phenomenon in the Aegean Sea. However, the numbers were significantly lower and it was standard procedure for the Hellenic Coast Guard to rescue boats in distress and bring them to land where they would register as asylum seekers. End of February 2020 the political situation changed dramatically when Erdogan decided to open the borders and to terminate the EU-Turkey deal of 2016 as a political move to create pressure on the EU. Instead of preventing refugees from crossing the Aegean – as it was agreed upon in the widely criticised EU-Turkey deal - reports suggested that people on the move were forced towards the land and sea borders by Turkish authorities to provoke a large number of crossings.

Within 300 nm of a named hurricane, typhoon or tropical storm, or within 200 nm of U.S. or Canadian waters, also report the weather at 0300, 0900, 1500, and 2100 UTC.
