16 Māori political and economic recognition in a diverse economy Maria Bargh Introduction The relationship between Māori and the state in Aotearoa/New Zealand has been radically reshaped in the past 20 years. In some respects, Māori tribal (iwi) enterprises now have more recognition from the Crown, primarily as economic actors, and more access to decision-making power than they have had since the 1820s, when iwi had complete tino rangatiratanga (sovereignty) in Aotearoa/New Zealand. In particular, many iwi enterprises that have completed Treaty of Waitangi settlements1 and have re-established a strong economic base are receiving greater recognition from Crown agencies. The Māori Party, formed in 2004, has been instrumental in assisting the Iwi Chairs’ Forum (a national grouping of the leaders of tribal enterprises) access ministers and key policymakers, symbolic of the manner in which economic recognition has also led to forms of political recognition. In other respects, however, the Crown persists with policies, predominantly neoliberal policies, that continue to restrict and marginalise Māori political and economic organisational forms and rights. This year being election year, there are some MPs who are no longer with us, and a host of newcomers and some better known returnees, who are not rated, but on whom we have commented regarding what we know of them, and what to expect from them. The only clear political upside is the likelihood that the combination of a 10 year brightline test and an end to mortgage interest deductibility will spook investors and stop recent house price inflation in its track. However, the consensus that rents will likely rise, criticism of the small infrastructure component of the package, the potential for Kāinga Ora to drive up land prices with its $2b capital boost, and negative Treasury and IRD advice on the measures, have reignited doubts about the government’s economic policymaking credentials. Paddling on one side of the canoe?: The changing nature of New Zealand’s development assistance programme NZADDs Working Paper1 Glenn Banks: [email protected] (corresponding author); Warwick E Murray: [email protected]; John Overton: [email protected]; Regina Scheyvens: [email protected] The direction and nature of New Zealand’s aid policy has undergone a near revolution under the National Party government elected in 2008. Prior to this, NZAID, a semi-autonomous unit of the Ministry of Foreign Affairs and Trade, had evolved to manage the aid budget in line with internationally-agreed principles on aid practice, reflecting concepts of partnership and shared responsibility, concepts analogous to the notion of paddling on both sides of the canoe. Under the new National Government, NZAID was reincorporated into the Ministry, its focus was shifted from poverty and diversified livelihoods to economic growth, and the aid programme has been aligned more closely with the country’s foreign policy interests. We suggest that this is tantamount to paddling the canoe on only one side. This paper interprets these shifts in the context of the restructuring in New Zealand international aid policy between 1970 and 2010. The article has three broad aims: Firstly, to provide an overview of shifting themes and geographies of New Zealand’s aid policy over the four decades of concern; secondly, to explore the relationship between the global aid regime and national practice commenting on the factors that lead to alignment in these two imperatives or otherwise; and thirdly, to analyse the influence of politics, and of key individuals within political parties, in setting the direction of aid policy.
