Change in the OSCE Region 1 Executive Summary The 2003 Strategy Document (Maastricht Strategy) of the Organisation for Security and Co- operation in Europe (OSCE) calls upon the Office of the OSCE Co-ordinator of Economic and Environmental Activities (OCEEA) to contribute to OSCE activities related to early warning and conflict prevention. This shall be done by monitoring economic and environmental challenges and threats to security and stability and collaborating with relevant international organisations. The 2007 Madrid Ministerial Declaration on Environment and Security acknowledges that climate change is a long-term challenge. In addition, the Declaration outlines that the OSCE, as a regional security organisation under Chapter VIII of the UN Charter, has a complementary role within its mandate and its specific region to address these challenges outside of the United Nations (UN) level climate negotiations. At the 2009 chairmanship conference in Bucharest, the OCEEA announced a new extra-budgetary project focusing on the security implications of climate change. Its goal is to produce scenarios on the impacts of climate change on security and identify how the OSCE could contribute to mitigating potential challenges. The OCEEA and the European Environment Agency (EEA) will jointly implement the project. This report – commissioned by the OCEEA in the context of this project – is a scoping study on potential security implications of climate change. It has four main aims: • Reviewing the state of the debate in current research on climate change and security. In addition, assessing the role of scenarios in policy planning and identifying the characteristics of scenarios related to climate change and security. • Identifying potential

The effects of us changing Sthe climate are going to be severe: In many regions, water will be scarcer, storms and floods more damaging, and droughts more dire. From heat waves in California to famines in the Horn of Africa – we are already seeing a preview of what is to come.     Global Warring: How Environmental, Economic and Political Crises Will Redraw the World Map Cleo Paskal Associate Fellow at Chatham House Royal Institute of International Affairs, London 6pm-7.30pm, Thursday 1 April 2010 On the first of April the Auckland branch of the New Zealand Institute of International Affairs was treated to a seminar given by Cleo Paskal, an associate fellow at Chatham House, titled: “Global Warring: How Environmental, Economic and Political Crises Will Redraw the World Map.” Paskal began her talk by outlining that what we may have thought were „constants‟ in geo-politics are now becoming „variables‟. There is now more variability than ever across geo-politics and geo-economics, due to increasing environmental change. Areas that have been stable for a very long time now appear to be vulnerable. Terminology Paskal made a clear distinction between environmental change and climate change. Environmental change includes a variety of factors, of which climate change is a part. It can have, and is having, economic and political security impacts in both the developing and developed worlds. Smaller triggers are now able to have a much larger impact than before, and the earth may be reaching its capacity in terms of human consumption. From a security perspective, climate change is an important component. Yet other factors have to be included so that all vulnerabilities can be managed. Paskal provided the example of the havoc wreaked by Hurricane Katrina on New Orleans. The hurricane itself was no larger than previous ones, yet the damage it caused was unprecedented due to poor town planning and other human errors.

    Articles Choices That Matter: Three Propositions on the Individual, Private Property, and Anthropogenic Climate Change Paul Babie* ABSTRACT This essay argues that the interaction of the concept of private property with anthropogenic climate change offers an opportunity for individuals to re-think the way they relate to the world in which they live. To do so, it offers three “propositions” concerning private property and its role in human caused climate change. The first proposition suggests that climate change reveals private property as two relationships: “social-legal” and “physical-spatial-temporal.” The consequences and outcomes of choices permitted by the social-legal relationship that constitutes private property affect other people, producing a connection between those who make the choices about goods and resources and those others who suffer the consequences. This essay calls this resulting physical-spatial-temporal relationship the “climate change relationship.” The second proposition posits that the real enemy in the climate change relationship is not so much the concept of private property but its “idea.” The regulation typically associated with * Adelaide Law School, The University of Adelaide, Australia. Introduction PACE-NET is a three-year INCO-NET Coordination Action, supported by the European Commission (DG RTD-INCO), whose main goal is to strengthen bi-regional sustainable dialogue on Science and Technology between Europe and the Pacific. Thus, over the past three years, the PACE-NET consortium has been actively involved in linking up Pacific and European researchers and key stakeholders – this was done through the organisation of bi- regional conferences where those were invited to discuss possible areas of common interest. The first bi-regional platform that was organised in Brisbane, Australia in July 2011, focussed on the ‘Efficiency of instruments to foster bi-regional cooperation’, whereas the second platform in Brussels, Belgium (March 2012) focussed on a high-level dialogue on “Strengthening Pacific-European Collaboration in Research, Development and Innovation”. Finally the the third key stakeholder conference will be convened in Suva, Fiji (March 2013) and will allow the Dissemination of Project results and networking towards implementation and future actions.
