Do you support the Trust continuing to negotiate to reach a settlement with the Crown of the historical Treaty grievances of Whakatōhea? If no to question 1: 2. Do you wish to see the current Treaty negotiations stopped so: a. That a mandate process be re-run from the start? OR b. That the Waitangi Tribunal can carry out an inquiry into the historical grievances of Whakatōhea? 8 Our Trust’s views • Committed to reach an enduring settlement for Whakatōhea • Believe we represent the views of the majority of Whakatōhea • Agree with reconfirming Hapū and Iwi support • Support the Crown engaging with Mokomoko whanau • Support the Crown engaging with the Kahika whānau 9 Ngā Whakamārama: Proposed Voting Process What does this look like? 10 Response to the Recommendation • Whakatōhea hapū should have opportunity to decide how to proceed in more transparent way. • WPSCT proposed a voting process to test the ‘pulse of the people’ and reconfirm support amongst all our hapū. • This approach is supported by the Crown. 11 Proposed Voting Process 2 July 2018 Pre-Settlement negotiations while the vote is underway, but that technical work within the scope of the AIP could continue. • The Crown will also continue to communicate with Whakatohea Presettlement Claims Trust on     Shape of the Whakatohea Settlement & PSGE November 2020 What we’ll cover Parallel Process Shape of the Settlement Shape of the PSGE Next Steps Parallel Process: WIN-WIN for Whakatohea Whakatohea gets a Settlement & a Waitangi Tribunal Hearing On the 30th September 2019, Hon Andrew Little confirmed a parallel process which allows the Waitangi Tribunal District Inquiry to continue after Settlement (1st time ever) This was made possible by; ✓ Claimants pushing for a Mandate Inquiry ✓ Whakatohea voting to continue negotiations as well as supporting a District Inquiry ✓ WPCT negotiating with the Crown for Whakatohea to get both Ministers visit – 15th July 2020 Waitangi Tribunal - Progress WAI 1750 District Inquiry Whakatōhea is part of the WAI1750 North-Eastern Bay of Plenty District Inquiry. The Inquiry includes over 100 claims including those from Whakatōhea, Ngāi Tai, and Te Whānau a Apānui. A Judicial Conference was held on 23 July 2020. The Judge intends to begin this inquiry by hearing issues on Raupatu. Hearings will not commence until the research that the Tribunal has commissioned is complete, likely March 2021, so no hearings before Sept 2021.
