My family has been at beautiful Lake Tarawera for five generations and has seen the impact of ever increasing development, visitors and commercial ventures on and around the lake. Sewerage reticulation is a facet of improving lake water quality, but time and money may be better allocated toward minimizing the larger percentage of water quality issues coming from other directions. In accordance with the Lake Tarawera Sewerage Steering Committee, I am not prepared to pay up front for any sewerage scheme should plans progress. Further funding options for the scheme should be explored to ensure that disproportionate funds are not required of Tarawera ratepayers. -

This report covers the period July 2001 to December 2004. An activity involving the disturbance of the bed of a river is controlled by section 13 of the Resource Management Act 1991 (RMA) and therefore requires consent. However, gravel extraction is normally undertaken away from waters edge so as to avoid any sediment contamination of the watercourse. In the Bay of Plenty region, the areas of high gravel concentrations are in the eastern Bay of Plenty rivers. In fact all of the resource consents for gravel extraction are for rivers located within the eastern Bay of Plenty. Individuals and companies who require large volumes of gravel for construction works and building foundations hold resource consents for such activities. Environment Bay of Plenty’s Operations and Rural Services Department also hold resource consents which enable them to remove gravel to prevent erosion and the exacerbation of flooding caused by build-up of the riverbed. -

“COUNCILS PARTNERING FOR VALUE AND SERVICE” Procurement Policy (9) Procurement Policy Page 1 of 6 Introduction BOPLASS Ltd is a Council Controlled Organisation owned by the Environment Bay of Plenty (Bay of Plenty Regional Council), Rotorua District Council, Western Bay of Plenty District Council, Kawerau District Council, Tauranga City Council, Opotiki District Council, Whakatane District Council, Taupo District Council and Gisborne District Council and has been established to investigate, develop and deliver shared services, joint procurement and communications where and when that can be done more effectively for any combinations of some or all of the councils. The expected benefits that can be achieved through shared services are: x improved levels and quality of service x a co-ordinated and consistent approach to the provision of services x reductions in the cost of support and administrative services x opportunities to develop new initiatives x economies of scale resulting from a single entity representing many councils in procurement. These benefits and opportunities can apply to all councils irrespective of location or size. This policy applies to products and Services purchased on behalf of the shareholding councils and other organisations wishing to participate in particular procurement initiatives. It encompasses the relevant aspects of the strategic documents that have been approved by the Directors of BOPLASS Ltd and include: BOPLASS Ltd Statement of Intent Strategy and Action Plan and Other policy decisions of the Directors. In approving the Policy the Directors have noted the unique position that the company is in and that as a company it operates at the margins of Local Government. -

A supplementary finding-aid to the archives relating to Maori Schools held in the Auckland Regional Office of Archives New Zealand MAORI SCHOOL RECORDS, 1879-1969 Archives New Zealand Auckland holds records relating to approximately 449 Maori Schools, which were transferred by the Department of Education. These schools cover the whole of New Zealand. In 1969 the Maori Schools were integrated into the State System. Since then some of the former Maori schools have transferred their records to Archives New Zealand Auckland. Building and Site Files (series 1001) For most schools we hold a Building and Site file. These usually give information on: • the acquisition of land, specifications for the school or teacher’s residence, sometimes a plan. • letters and petitions to the Education Department requesting a school, providing lists of families’ names and ages of children in the local community who would attend a school. (Sometimes the school was never built, or it was some years before the Department agreed to the establishment of a school in the area). The files may also contain other information such as: • initial Inspector’s reports on the pupils and the teacher, and standard of buildings and grounds; • correspondence from the teachers, Education Department and members of the school committee or community; • pre-1920 lists of students’ names may be included. There are no Building and Site files for Church/private Maori schools as those organisations usually erected, paid for and maintained the buildings themselves. Admission Registers (series 1004) provide details such as: - Name of pupil - Date enrolled - Date of birth - Name of parent or guardian - Address - Previous school attended - Years/classes attended - Last date of attendance - Next school or destination Attendance Returns (series 1001 and 1006) provide: - Name of pupil - Age in years and months - Sometimes number of days attended at time of Return Log Books (series 1003) Written by the Head Teacher/Sole Teacher this daily diary includes important events and various activities held at the school. -

UPDATE ON THE ROTORUA LAKES NUTRIENT MANAGEMENT PLAN IMPLEMENTATION Stephen Lamb BOP Regional Council, Tauranga Lake Rotorua is the largest lake in the Rotorua district. It is highly valued by iwi and community – and is of national importance. Lake Rotorua was returned to Te Arawa via the 2004 Deed of Settlement and the lakebed is vested in Te Arawa. The management of the Lakes is shared between the partners to the Rotorua Lakes Strategy Group (Te Arawa Lakes Trust, Bay of Plenty Regional Council and Rotorua Lakes Council). The Lake Rotorua catchment is dominated by pastoral farming and forestry. The catchment includes around 9,000 hectares of indigenous vegetation. Dairy farming occurs on about a quarter of the pastoral farming land in the catchment, with drystock landuse occupying the balance. Forestry occupies around 43% of land within the catchment. The water quality for Lake Rotorua has been the subject of concern for a number of decades. The water quality of the 1960s was identified as a suitable and achievable target for the lake by the community. This has been endorsed through the Bay of Plenty’s Operative Regional Water and Land Plan which established a target Trophic Level Index (TLI) for the Lake of 4.2. The Lake is co-limited by nitrogen and phosphorus and management of both these nutrients is required to achieve the TLI. -

Version 8.0 August 2017 PROPOSED Plan Change 10: Lake Rotorua Nutrient Management COUNCIL DECISIONS Report and Recommendations of the Hearing Commissioners August 2017 Bay of Plenty Regional Council PO Box 364 Whakatāne 3158 New Zealand The Bay of Plenty Regional Council appointed an Independent Hearing Panel to complete the hearing process for Proposed Plan Change 10 under section 34A of the Resource Management Act (“the Act”). The Independent Hearing Panel was given delegated authority under Sections 42A, 41B and 41C of the Act to hear and consider all submissions and evidence received on Proposed Plan Change 10, in their entirety and to make a report on those matters and recommend decisions for the Regional Direction and Delivery Committee to consider. The report and recommendations were considered by the Regional Direction and Delivery Committee on the 2 August 2017. A unanimous vote was received to accept the report, its appendices and the recommendations from the Independent Hearing Panel and to adopt these as Council’s decisions and resolved to notify its decisions on Proposed Plan Change 10 accordingly. The Regional Direction and Delivery Committee agreed to the following resolutions: That the Regional Direction and Delivery Committee under its delegated authority: 1 Receives the report, Proposed Plan Change 10: Lake Rotorua Nutrient Management - Recommendations received from the Independent Hearing Panel. 2 Receives the report and recommendations of the Independent Hearing Panel on Proposed Plan Change 10 to the Bay of Plenty Regional Water and Land Plan as set out in the document “Report and Recommendations of the Hearing Commissioners” and Appendices 1 to 7. -

Shape of the Whakatohea Settlement & PSGE November 2020 What we’ll cover Parallel Process Shape of the Settlement Shape of the PSGE Next Steps Parallel Process: WIN-WIN for Whakatohea Whakatohea gets a Settlement & a Waitangi Tribunal Hearing On the 30th September 2019, Hon Andrew Little confirmed a parallel process which allows the Waitangi Tribunal District Inquiry to continue after Settlement (1st time ever) This was made possible by; ✓ Claimants pushing for a Mandate Inquiry ✓ Whakatohea voting to continue negotiations as well as supporting a District Inquiry ✓ WPCT negotiating with the Crown for Whakatohea to get both Ministers visit – 15th July 2020 Waitangi Tribunal - Progress WAI 1750 District Inquiry Whakatōhea is part of the WAI1750 North-Eastern Bay of Plenty District Inquiry. The Inquiry includes over 100 claims including those from Whakatōhea, Ngāi Tai, and Te Whānau a Apānui. A Judicial Conference was held on 23 July 2020. The Judge intends to begin this inquiry by hearing issues on Raupatu. Hearings will not commence until the research that the Tribunal has commissioned is complete, likely March 2021, so no hearings before Sept 2021.
