DIVERSITY INCLUSIVE PROGRAM MODEL ……………………………………...……71 ASSIMILATION ISSUES OF BHUTANESE REFUGEES AFTERMATH OF RESETTLEMENT IN U.S 7 ABSTRACT After years in Bhutanese refugee camps, over 90,000 Bhutanese refugees are being resettled around the world by the United Nations High Commissioner for Refugees (UNHCR). This study examines the relationship between religious coping and acculturation stress among newly- resettled Hindu Bhutanese refugees in the United States (US), the projected home of most Bhutanese refugees. The aims of this study were to: find out why the resettled Bhutanese especially the elderly Bhutanese refugees are not happy with resettlement process, investigates tons of challenges for the integration and assimilation because of cultural differences, find out about the pre-settlement hopes and expectations of the Bhutanese refugees, look at their short- term settlement outcomes, and to suggest implications of these findings to enable better support for the resettlement of Bhutanese refugees. The patterns of adjustment and resettlement behavior described below are applicable to the new refugees but in many cases the stresses and problems are greatly magnified. Resettlement, adjustment and assimilation is a complex and multifaceted process. There is a large volume of material on different aspects of the process so that, in contrast to the other stages of the refugee experience. One of the most notable goals for strengthening employment and financial self‐sufficiency, and finding and recommendations for assisting refugees are very crucial parts of the paper Nonetheless, there are some significant gaps in our knowledge about resettlement and those who work with the refugees are aware that resettlement poses an increased risk of complexity and vagueness. Some researchers believe that adequate preparation for resettlement decreases those risks. Themes identified as possible risk factors included cultural duality, language and acculturative barriers, low socioeconomic status, and low educational level. Thus this paper will be a useful tool for Public Welfares, Resettlement Agencies, Case Workers, Service Providers, Employers, Hospitals, Schools, Universities, Business Owners, Donors, and many more that are related to the Bhutanese communities. The findings of the Research Project as a whole will help to inform future pre-arrival and on-arrival settlement information and orientation identify areas of priority when resettling new ethnic communities. This paper will enable better support for the resettlement not only to the communities, but also to the refugees as well. ASSIMILATION ISSUES OF BHUTANESE REFUGEES AFTERMATH OF RESETTLEMENT IN U.S 8 CHAPTER 1 INTRODUCTION OF THE U.S. REFUGEE RESETTLEMENT PROGRAM A. OVERVIEW OF U.S. REFUGEE POLICY At the end of 2012, the estimated refugee population worldwide stood at 15.4 million, with 10.5 million receiving protection or assistance from the United Nations High Commissioner for Refugees (UNHCR, 2013). The United States actively supports efforts to provide protection, assistance, and durable solutions to these refugees, as these measures fulfill our humanitarian interests and further our foreign policy and national security interests. Under the authority of the Migration and Refugee Assistance Act of 1962, as amended, the United States contributes to the programs of UNHCR, the International Committee of the Red Cross (ICRC), the International Organization for Migration (IOM), the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), and other international and non-governmental organizations that provide protection and assistance to refugees, internally displaced persons (IDPs), victims of conflict, stateless persons, and other vulnerable migrants. These contributions are used to address the legal and physical protection needs of refugees and to furnish basic assistance such as water, sanitation, food, health care, shelter, education, and other services. The United States monitors these programs to ensure the most effective use of resources, maximizing humanitarian impact for the beneficiaries. The United States and UNHCR recognize that most refugees desire safe, voluntary return to their homeland as their preferred solution. During FY 2013, the United States continued to support voluntary repatriation programs around the world. Refugee repatriation operations brought refugees home to Afghanistan, Burundi, Cote d’Ivoire, the Democratic Republic of Congo (DRC), and Sri Lanka. These operations were carried out to protect returning refugees as well as to help them contribute to the stabilization, reconstruction, and development of their home countries. Where opportunities for return remain elusive, the United States and partners pursue self- sufficiency and temporary, indefinite, or permanent

    GURUNG, ANUJ, Ph. D., August 2019 POLITICAL SCIENCE ANATOMY OF RESETTLEMENT: MIXED-METHOD RESEARCH ON BHUTANESE REFUGEES (410 PP.) Dissertation Advisor: Landon E. Hancock This dissertation is a much-needed study of how resettlement impacts refugees. I found the ‘solution’ of resettlement to be promising for some refugees yet restrictive for others. Based on my analysis, Bhutanese refugees interpret their past and present differently in negotiating their place and identity in resettlement. In Akron, many have found stable jobs, started businesses, and are pursuing higher education aspirations. Opportunities in resettlement and their positive self-perception allows these individuals to expand and ‘own’ their new revised identities (e.g. Bhutanese-Nepali), in contrast to the primary socialized identity preferences (i.e. the Bhutanese label) of refugees who find themselves marginalized and dependent in their new environment. At a broader level, I have found the US resettlement policy to be exclusively invested in economic output of refugees with little regard for their socio-cultural adaptation. Given the diversity of refugee experiences and their reasons behind ‘choosing’ resettlement, resettlement policy merits further critical examination and likely a structural revision. Scholars of refugee and immigrant behavior, as well as interested policy makers will find this work highly pertinent. Thousands of Bhutanese refugees were forcibly displaced to Nepal and established refugee camps where they lived for decades. While in the camps, refugees encountered traumatic life events, including torture, imprisonment, and sexual violence. Starting in 2008 and continuing for years. Bhutanese/Nepali refugees were resettled in the Akron area and encounter a new set of acculturation stressors related to finding employment, learning English, and reestablishing a new set of social networks. Older adults may cling to the Nepali caste system to cope with the unique stressors during the integration process. For over 100 years, people of Nepali descent subscribed to Muluki Ain, which codified discrimination against lower castes and mandated every individual be assigned a caste. Further, members of the ethnic and religious minority were often placed in the lower castes.

What market segment has yet to be targeted? And last but not least, c) how much do dhaka fabric producers make? To answer the above mentioned questions, I conducted interviews with NGOs working with dhaka fabric and dhaka producers. I went on site visits to SABAH Nepal, a local store producing fashionable clothing with dhaka fabric, and to a power loom in Bhaktapur. In addition, I also conducted desk research on dhaka fabric to understand where it is made and to find out how dhaka fabric has been marketed abroad. As a result of conducting activities mentioned in the last paragraph, I found that often, the general business thought in Nepal is that, it is better to export than to produce for the local market. For this reason, there is much space still available to target the average Nepali consumer with dhaka fabric products. Such products can be all dhaka or just contain borders or portions of dhaka fabric. Such products can use either power loom or handloom dhaka, though the cheaper input is the power loom fabric. These findings imply that if you are an entrepreneur, produce for your local market.

  • Lifeline Backgrounder
    Lifeline Mrs. Quach arrived in the United States as a refugee from Vietnam in the 1980s and currently lives in Houston, Texas. While she has several Vietnamese neighbors and friends, she depends on Lifeline, the only federal program that lowers the monthly cost of phone and internet for qualifying low-income customers,i to stay in touch with family members living in other parts of the country. She explained, “I cannot afford to pay a monthly fee for the phone…The Lifeline program is important to me because it saves me money.” It also helps her stay connected to her culture, since she “usually [uses her] phone to listen to Vietnamese music.” The Impact of Lifeline Mrs. Quach’s experience attests to the important role Lifeline plays in expanding broadband internet connection for low-income Americans, especially low-income people of color. Established in 1985, Lifeline is one of four federal Universal Service programs that are funded through the Universal Service Fund and managed by the Universal Service Administrative Company, an independent, not-for-profit corporation designated by the Federal Communications Commission (FCC).ii In 2018, more than 9 million households were enrolled in the program.iii Customers of the federal Lifeline program can receive up to $9.25 toward their monthly bill.iv To qualify, an individual must demonstrate that their income is 135% or less than the federal poverty guidelines, which are based on their household size.v Alternatively, they can qualify if they or someone in their household, including a child or a dependent, participates in one of the following programs: Supplemental Nutrition Assistance Program (SNAP), Medicaid, Supplemental Security Income, Federal Public Housing Assistance, Veterans Pension and Survivors Benefit, or Tribal Programs.vi However, multiple people living in an eligible household can obtain only one discount for the household to use on phone or internet, or a bundled service (in other words, only one benefit per household).

The purpose of this quantitative research was to explore the within-group heterogeneity of sense of belonging among Asian American undergraduate students on campus. Specifically, I explored how institutional context, campus involvement, and students’ experiences with diversity and campus climate related to sense of belonging. I also examined if there were differences in sense of belonging across Asian American student ethnic groups and if there were differences in the variables that significantly related to each ethnic group’s sense of belonging. The theoretical framework used to ground this study was Astin’s (1993) “Input-Environment-Outcome” (I-E-O) college impact model. A critical quantitative paradigm was used. I analyzed data from the 2015 Multi- Institutional Study of Leadership (MSL) which included responses from 6,609 Asian American college students from over 90 higher education institutions. This study found that sense of belonging among Asian American college students varied by ethnicity. Korean American students’ sense of belonging was significantly lower than the overall sense of belonging level of All Asian Americans.
