| Statistical Press Release | Lisboa, 20th October 2010 | Dissemination of historical time‐series for the Portuguese Escudo1 Banco de Portugal was created by a royal decree on 19 November 1846, as an issuing bank, entrusted with the “exclusive power to issue banknotes or bearer bonds in mainland Portugal”. After more than 160 years, during which three distinct monetary currencies have been adopted (real, escudo and euro), Banco de Portugal continues to guarantee the issue and putting into circulation of the national economy’s legal tender currency. It currently holds this function under the framework and operating regulations set out for the national central banks of the Eurosystem and the European System of Central Banks (ESCB), under the provisions of the Article 6 (1) of the Organic Law of the Banco de Portugal: “Under the provisions of Article 106 of the Treaty which institutes the European Community, Banco de Portugal issues banknotes, which are legal tender and have discharging power”. Under the provisions of Article 20 of the Organic Law “Banco de Portugal is the exchange rate authority of the Portuguese Republic” and, pursuant to the Article 13, “It is incumbent on Banco de Portugal the collection and compilation of monetary, financial, foreign exchange and balance of payments statistics, in particular within the scope of its co‐operation with the ECB”. In this framework, the Banco de Portugal has decided to collect all the information about the Escudo, available in various media, mostly on paper, and to make available to the public historical time‐series of the Escudo accompanied by metadata that contributes to a better understanding of its evolution since the late nineteenth century until the adoption of the euro by Portugal on 1 January 1999.

• The Evolution of Public Expenditure: Portugal in the Ii Euro Area Context* 21
THE EVOLUTION OF PUBLIC EXPENDITURE: PORTUGAL IN THE II EURO AREA CONTEXT* 21 Jorge Correia da Cunha** | Cláudia Braz** Articles Abstract The objective of this article is to present the main aspects of the evolution of public expenditure in Portugal from 1995 to 2011. Developments in the current composition of the euro area are used as a benchmark. Primary expenditure in Portugal increased substantially up to 2010, particularly in the period 1995 - 2005. In terms of the economic classifi cation of expenditure, social benefi ts in cash, mostly pension expenditure, and, to a lesser extent, social benefi ts in kind and intermediate consumption were the main contributors to the strong growth in spending. The total expenditure to GDP ratio, however, was, throughout the period, below the euro area average and has shown a similar pattern of evolution in the recent years, when correcting for the impact of temporary measures and special factors in Portugal. However, Portugal as a euro area member state, despite its negligible increase in GDP per capita, recorded one of the highest increases in public spending as a percentage of GDP in the period under analysis. In 2011, its level of total public expenditure to GDP ratio was higher than in many other euro area countries, including several ones with substantially higher GDP per capita. This relationship is also refl ected in the four main types of expenditure by functional classifi cation (defence and security and public order, health, education and social protection). Portugal converged to the euro area average functional structure. A simple evaluation of effi ciency in the health sector shows a substantial improvement in health status indicators in Portugal between 1995 and 2010.

• Public Banking in Pandemic Times: Portugal's Caixa
Chapter 15 Victoria Stadheim PUBLIC BANKING IN PANDEMIC TIMES: PORTUGAL’S CAIXA GERAL DE DEPÓSITOS t is widely acknowledged that public banks have the potential to play an anti-cyclical role in times of economic crisis. As lending by private banks dries up, public banks step in. The Iworld is currently confronting a twin crisis: a pandemic that has generated a profound recession. Within this public health and economic crisis, what role do state-owned banks play? This chap- ter examines how Caixa Geral de Depósitos (CGD) has responded to the crisis in Portugal. It shows that the CGD acted swiftly when faced with a pandemic. It launched its own initiatives and it played a role within the Portuguese Government’s response. Some of the most important measures were the debt moratoria, various credit lines and a series of steps to facilitate the digitalization of finance. These measures helped to accommodate the lockdown and to me- diate its economic effects on families and businesses. Despite this, the bank’s initiatives need to be understood within the competitive – and indeed profit seeking – logic in which the CGD operates. Fur- ther research is required to investigate the extent to which CGD’s response differed from that of the private banks. 311 Victoria Stadheim INTRODUCTION Portugal has a brief but relatively recent history of a large state pres- ence in the banking sector. Almost the entire financial system was nationalized in the mid-1970s, but by the mid-1990s, most of it had returned to private ownership (Antão et al. 2009, 432; Rosa 2014, 180).

• Sovereign Debt Reduction Through Privatization: the Case of Portugal Lukas Nüse⇤
Sovereign debt reduction through privatization: The case of Portugal Lukas Nüse⇤ 1Introduction As in many other countries, the Portuguese national debt sharply increased following the outbreak of the 2008 financial crisis. Despite accounting for only 71.7 percent of gross domestic product (GDP) in 2008, public debt reached 111.1 percent of GDP by 2011. Interest rates on Portuguese government bonds rose at the same time. From 3.88 percent at the start of 2008, rates on ten-year Portuguese government bonds rose to 9.19 percent by the end of April 2011. On April 7, 2011, the Portuguese government applied for financial assistance from EFSM and EFSF funds, followed subsequently by the International Monetary Fund (IMF). Lenders agreed to provide the Portuguese state with a total of 78 billion euro over the next three years. Included in the terms of the loans, among other conditions, was the privatization of numerous enterprises with state-held shares. Revenues from privatization were supposed to reduce the debt burden to a tolerable level. Thus, the interest burden on the state budget should have decreased, thereby allowing the high budgetary deficit to reach a manageable level. This raises the question of how privatization can help achieve these objectives and under which circumstances the privatization of a state enterprise is judicious. Also to be depicted are the reasons for which the Portuguese government selected certain state enterprises for sale. This paper is structured as follows: the first section gives an overview of enterprises which have been privatized thus far, followed by a summary of the state of research on the topic of privatization. The main body attempts to use the theoretical knowledge about privatization and its effect on public debt, in order to assess the usefulness of the individual privatization instances within the framework of the Portuguese bailout package.

• Portugal: the Impossible Revolution?
Portugal: The Impossible Revolution? Phil Mailer of Solidarity's excellent history and analysis of the Portuguese Revolution from 1974-1976. :> Buy Portugal: The Impossible Revolution? now Introduction This is an uncooked slice of history. It is the story of what happened in Portugal between April 25, 1974 and November 25, 1975 - as seen and felt by a deeply committed participant. It depicts the hopes, the tremendous enthusiasm, the boundless energy, the total commitment, the released power, even the revolutionary innocence of thousands of ordinary people taking a hand in the remoulding of their lives. And It does so against the background of an economic and social reality which placed limits on what could be done. This tension dominates the whole narrative. Phil's book is not only a perceptive account of real events. It is an attempt at a new type of historiography. The official statements of the MFA and of the political parties, and the pronouncements of politicians, are relegated to appendices. The text proper explodes with life, the life of people seeking - in many contradictory ways - to write a chapter of their own history. Characters and events literally hustle one another off the pages. Images remain, pell-mell, like an afterglow. The intoxication and euphoria of the first few weeks. Politics in the first person. The crowds in the streets. Civilians clambering over tanks and armoured cars. The atmosphere of the great days: May Day and September 28, 1974; March 11, 1975. Strikes and occupations. The declarations of people in bitter struggle which, in their concern for fundamentals, seemed to echo the thunder of the Communist Manifesto.

• Evaluating Efficiency in the Portuguese Health and Education Sectors
1 Evaluating efficiency in the Portuguese health and education sectors Miguel St. Aubyn1 ISEG – UTL [email protected] February 2002 1 The author wishes to thank the referees, and Prof. Manuela Arcanjo, Prof. Gouveia Pinto and Dr. Manuel Teixeira for their very useful suggestions. They are not in any way responsible for anything written in this paper. 2 1. Introduction Portuguese public expenditure weight on GDP has grown recently and attained levels that are close to the European Union average. According to the European Commission AMECO database, these figures were, 46.2 and 46.5 percent, respectively, in 2001. Growth in public expenditure since 1995 resulted, in a functional classification, from growth in the social functions. They grew 4.9 percent in real terms per year, the economic functions having declined (-4.4 percent per year). Among the social functions, the more important in 2001 were "education" and "health" (5.4 and 4.8 percent of GDP, respectively). These were precisely the items that grew at a higher rate in the last 6 years (5.5 and 4.8 percent, respectively)2. Growth of expenditure on education and health has been accompanied by growth in public employment in those sectors. From 1997 to 2000, the percentage of new subscribers to the Caixa Geral de Aposentações related to these sectors varied between 44,1 and 53,6 percent3. The quantities of public provision of health and education have a direct impact on welfare and are important for the prospects of growth of the Portuguese economy4. The efficiency in spending on health and education becomes a relevant topic because there is no necessary connection between spending levels and provision levels.
