POLITICAL PARTY FINANCE REFORM AND THE RISE OF DOMINANT PARTY IN EMERGING DEMOCRACIES: A CASE STUDY OF THAILAND By Thitikorn Sangkaew Submitted to Central European University - Private University Department of Political Science In partial fulfilment of the requirements for the degree of Master of Arts in Political Science Supervisor: Associate Professor Matthijs Bogaards CEU eTD Collection Vienna, Austria 2021 ABSTRACT The dominant party system is a prominent phenomenon in emerging democracies. One and the same party continues to govern the country for a certain period through several consecutive multi-party elections. Literature on this subject has tended to focus on one (set) of explanation(s) deduced from electoral model, but the way a certain party dominates electoral politics at the outset of democratization remains neglected. Alternatively, this thesis highlights the importance of the party finance model, arguing that it can complement the understanding of one-party dominance. To evaluate this argument, the thesis adopts a complementary theories approach of the congruence analysis as its strategy. A systematic empirical analysis of the Thai Rak Thai party in Thailand provides support for the argument of the thesis. The research findings reveal that the party finance regime can negatively influence the party system. Instead of generating equitable party competition and leveling the playing field, it favors major parties while reduces the likelihood that smaller parties are more institutionalized and competed in elections. Moreover, the party finance regulations are not able to mitigate undue influence arising from business conglomerates. Consequently, in combination with electoral rules and party regulations, the party finance regime paves the way for the rise and consolidation of one- party dominance. -

The World Factbook East & Southeast Asia :: Thailand Introduction :: Thailand Background: A unified Thai kingdom was established in the mid-14th century. Known as Siam until 1939, Thailand is the only Southeast Asian country never to have been taken over by a European power. A bloodless revolution in 1932 led to a constitutional monarchy. In alliance with Japan during World War II, Thailand became a US treaty ally in 1954 after sending troops to Korea and later fighting alongside the United States in Vietnam. Thailand since 2005 has experienced several rounds of political turmoil including a military coup in 2006 that ousted then Prime Minister THAKSIN Chinnawat, followed by large-scale street protests by competing political factions in 2008, 2009, and 2010. Demonstrations in 2010 culminated with clashes between security forces and pro-THAKSIN protesters, elements of which were armed, and resulted in at least 92 deaths and an estimated $1.5 billion in arson-related property losses. THAKSIN's youngest sister, YINGLAK Chinnawat, in 2011 led the Puea Thai Party to an electoral win and assumed control of the government. YINGLAK's leadership was almost immediately challenged by historic flooding in late 2011 that had large swathes of the country underwater and threatened to inundate Bangkok itself. Throughout 2012 the Puea Thai-led government struggled with the opposition Democrat Party to fulfill some of its main election promises, including constitutional reform and political reconciliation. THAILAND Date of Elections: 24 July 1988 Purpose of Elections Elections were held for all the seats in the House of Representatives following premature dissolution of this body on 29 April 1988. General elections had previously been held in July 1986. Characteristics of Parliament The bicameral Parliament of Thailand, the National Assembly, consists of a Senate and a House of Representatives. The Senate is composed of members appointed by the King from among qualified persons possessing knowledge and experience in various branches of learning or affairs considered useful to the administration of the State. The number of Senators is not to exceed three- fourths of the total number of Representatives. There are currently 267 Senators, all ap pointed for 6 years. The number of elected members of the House of Representatives is determined by the population of each of the country's changwats (provinces), with one Representative for every 150,000 inhabitants and one for every fraction over 75,000. Each province has at least one Representative. On this basis, there are currently 357 Representatives, all elected for 4 years. Electoral System Every person who is of Thai nationality by birth and who is not less than 20 years of age on the 1st of January of the election year is entitled to vote. Disenfranchized are the insane and the mentally infirm; the deaf, dumb and illiterate; Buddhist priests, novices, monks or clergy; and persons detained by a court warrant or a legal order. Electoral registers are compiled on the provincial level and revised annually. Voting is not compulsory. Persons of Thai nationality by birth who are at least 25 years old on election day may be candidates for the House of Representatives. -

Language list English Language of Material English, Thai Context Historical Note During the Red Shirt street protests at the Ratchaprasong intersection (Bangkok, Thailand) in April- May 2010, a sort of message-board was created where people could leave notes with messages to the Red Shirt leaders. On top of the message board a sign was posted ‘Say Hi to the Leaders’ (in English); the construction consisted of a wooden frame with plastic boards nailed onto it and a small wooden shelf beneath it to write on; pens and post-it notes were provided; the notes were attached to the plastic board with pins. It was situated (but maybe not all the time) against the tourist booth on the corner of Thanon Ratchadamri and Thanon Phloen Chit near the Gaysorn mall. All together there are 1098 messages in this collection, the total collection was bigger but some messages were lost during transport. Also, we don’t know the date when the board went up and if it has been emptied in between to show the messages to the leaders. The exact number of messages will never be known, but this collection gives an indication of the sentiments amongst the protesters. -
