APCOF promotes the values which the establishment of civilian oversight seeks to achieve, namely: to assist in restoring public confidence; developing a culture of human rights; promoting integrity and transparency within the police; and good working relationships between the police and the community. While APCOF is active in the Vision and Mission field of policing, its work is located in the broader paradigm of promoting democratic governance and the rule of law. The cyclone caused loss of human lives and the destruction of assets including livestock and fishing boats, destroyed numerous settlements, service centers, roads, schools, communication and electrical installations. The most affected areas included, Dangorayo, Bandar Beyla, Garowe and Eyl districts. Other areas affected include the coastal villages in Bari region including Hafun, Iskushuban, Bargal, Qandala and Allula districts. With the support of IFRC and the start-up loan provided through the DREF operation, the Somali Red Crescent Society (SRCS) undertook a detailed assessment in the affected areas in Nugaal and Bari regions.

Most northern and central livelihood zones are Stressed (IPC Phase 2), while southern livelihood zones are Minimal (IPC Phase 1) or Stressed (IPC Phase 2). In October, humanitarian assistance continued to prevent worse outcomes in Guban Pastoral and northwestern Northern Inland Pastoral (NIP) livelihood zones, where Crisis! (IPC Phase 3!) and Stressed! (IPC Phase 2!) outcomes persist, respectively. Northwest Agropastoral and most IDP settlements are also in Crisis (IPC Phase 3). • Contrary to earlier forecasts, Deyr seasonal rainfall is now expected to be below-average despite the development of a weak El Niño. Overall, favorable soil moisture is anticipated to prevent large declines in Deyr crop production and rangeland resources, and current outcomes are likely to be sustained in most livelihood zones through May 2019. Intervention: FAO in fish eating promotion to fight hunger (4 min Video) KAP STUDY Background: • Between 18th May to 25th June 2011, FSNAU conducted a KAP study on fish consumption in 25 locations in Somalia. • In these sites, data was collected from the rural and urban communities residing in coastal, non- coastal and riverine areas. • The main purpose of the study was to gain a full understanding on the common practices, attitudes, beliefs on fish consumption in Somalia, and the level of knowledge the community has on the nutritive and health benefits of fish consumption. • This information formed the basis for developing relevant communication strategies promoting the consumption of fish in the country. Method • Focus Group Discussions (FGDs) and Key Informant Interviews (KIs) were the main data collection techniques used in the study. • Other qualitative methods of collecting data also applied in the context of triangulation were case studies, informal observations and proportion piling. • A total of twelve teams, each team consisting of one supervisor (FSNAU field staff), one moderator and one enumerator conducted the data collection activities. • The trainings on data collection techniques and methodologies for the teams were conducted in Hargeisa and Garowe towns. KAP STUDY Findings • Fish is generally consumed in the urban, coastal and riverine communities • Fresh fish consumption is most popular among the coastal and riverine populations, where it’s generally more readily accessible • The pastoral population on the contrary do not consume fish often, they mainly consume red meat.

Although food assistance is mitigating the magnitude of the acutely food insecure population, available evidence indicates at least 1.6 million people across Somalia still have food consumption gaps or are using negative coping strategies indicative of Crisis (IPC Phase) or Emergency (IPC Phase 4). • Driven by waning La Niña conditions, a below-average gu rainfall season is forecast from April to June. A second consecutive season of below- average rainfall, coupled with the ongoing desert locust upsurge, is anticipated to lead to progressively widespread Crisis (IPC Phase 3) outcomes through September. Additionally, economic recovery from the impacts of the COVID-19 pandemic is occurring gradually and several key sources of income, including livestock exports, remain below normal levels. An estimated 2.7 million people are expected to be in Crisis (IPC Phase 3) or Emergency (IPC Phase 4). This projection does not take planned humanitarian food assistance into account due to limited information on confirmed funding and district-level targeting.
