    Post-Socialist Diaspora Policies: Is There a Central-European Diaspora Policy Path?1

    Eszter Kovács Post-Socialist Diaspora Policies: Is There a Central-European Diaspora Policy Path?1 Abstract: The paper raises the question whether there is a certain diaspora policy model that is typical for Central European states. Based on the findings, the paper argues that although post-socialist states have very similar paths in relating to and engaging their diaspora communi- ties abroad, these policies are shaped by diverse political contexts, considerations, and expecta- tions, as well as by different experiences in the diaspora – homeland relations. More specifically, the research identifies four points where a detailed qualitative analysis points out differences in these states’ diaspora policies behind the similar structures: the effects of special/benefit/status laws, the politicization of external voting rights, the symbolic aspects of diaspora policy, and the level of awareness of the new (post-2000, labor migrant) diaspora. Diaspora politics, engagement practices, and homeland – diaspora relations have been acquiring increasing attention within diaspora studies. In recent years, there has been a proliferation of theoretical approaches on diaspora policy typologies, both from deduc- tive and from inductive perspectives.2 This paper attempts to contribute to the existing scholarly work on diaspora policy models, by offering critical evaluation on diaspora policy models in the Central European context. The earliest materials cover the period 1945 to 1947 when Nagy was leader of the Hungarian Smallholders' Party, and later Prime Minister of Hungary. Of special interest are first-hand accounts and commentaries on the circumstances surrounding his resignation in 1947. Materials from the years 1948-1954 concern Nagy's leadership of emigre organizations Including the Hungarian National Council, the Committee for a Free Europe, the Assembly of Captive European Nations and the International Peasant Union. Correspondence files contain one letter each from presidents Harry S. Truman, Richard M. Nixon, and Jimmy Carter, also voluminous correspondence with Hungarian emigre politicians Pal Auer, Gyorgy Bessenyey, Bela Fabian, Pal Fabry, Karoly Peyer, Bela Varga and others. Research directly related to licensing applications belongs to other programmes by the authorities and those responsi- ble for nuclear waste management. KYT2018 research programme was conducted 2015–2018. The starting point for public research programs on nuclear safety is that they create the conditions for maintaining the knowledge required for the continued safe and economic use of nuclear power, developing new know how and participating in international collaboration.

Since many of these publications have been written in German, and most German publications are not included in major, English language abstracting services, Anthropological Abstracts (AA) offers an opportunity and convenient source of information for anthropologists who do not read German to become aware of anthropological publications in German- speaking countries. Included are journal articles, monographs, anthologies, exhibition catalogs, yearbooks, etc., published in German. Occasionally, publications in English, or French, are included as well if the publisher is less well-known and when it is likely that the publication will not be noted abroad. The present printed volume of Anthropological Abstracts (AA) (2.2003) includes no. www-4 of the internet version (www.anthropology-online.de ’ Anthropological Abstracts ’ no. 4.2003); the printed version has about 30% additional material, however. Starting from the present volume the layout (size of script etc.) has been changed to ensure better readability.     Kathrin Dräger, Mirjam Schmuck, Germany 319 The German Surname Atlas Project ± Computer-Based Surname Geography Kathrin Dräger Mirjam Schmuck Germany Abstract The German Surname Atlas (Deutscher Familiennamenatlas, DFA) project is presented below. The surname maps are based on German fixed network telephone lines (in 2005) with German postal districts as graticules. In our project, we use this data to explore the areal variation in lexical (e.g., Schröder/Schneider µtailor¶) as well as phonological (e.g., Hauser/Häuser/Heuser) and morphological (e.g., patronyms such as Petersen/Peters/Peter) aspects of German surnames. German surnames emerged quite early on and preserve linguistic material which is up to 900 years old. This enables us to draw conclusions from today¶s areal distribution, e.g., on medieval dialect variation, writing traditions and cultural life. Containing not only German surnames but also foreign names, our huge database opens up possibilities for new areas of research, such as surnames and migration. Due to the close contact with Slavonic languages (original Slavonic population in the east, former eastern territories, migration), original Slavonic surnames make up the largest part of the foreign names (e.g., ±ski 16,386 types/293,474 tokens). Various adaptations from Slavonic to German and vice versa occurred. These included graphical (e.g., Dobschinski < Dobrzynski) as well as morphological adaptations (hybrid forms: e.g., Fuhrmanski) and folk-etymological reinterpretations (e.g., Rehsack < Czech Reåak). *** 1. The German surname system In the German speech area, people generally started to use an addition to their given names from the eleventh to the sixteenth century, some even later.
