From there we fled to Bangadi, but we were confronted with the same problem, as the LRA was attacking us. We fled from there to Niangara. Because of insecurity we fled to Baga. In an attack there, two of my children were killed, and one was kidnapped. He is still gone. Two family members of my husband were killed. We then fled to Dungu, where we arrived in July 2010. On the way, we were abused too much by the soldiers. We were abused because the child of my brother does not understand Lingala, only Bazande. They were therefore claiming we were LRA spies! We had to pay too much for this. We lost most of our possessions. Once in Dungu, we were first sleeping under a tree. Then someone offered his hut. It was too small with all the kids, we slept with twelve in one hut. We then got another offer, to sleep in a house at a church. The house was, however, collapsing and the owner chased us. He did not want us there. We then heard that some displaced had started a camp, and that we could get a plot there. When we had settled there, it turned out we had settled outside of the borders of the camp, and we were forced to leave. All the time, we could not dig and we had no access to food.

Based on both historical and recent conflict analysis, it finds recent and concrete triggers of the ongoing crisis, nonetheless rooted in protracted tension over land, livelihood and territory, often framed in ethnic binaries. Situated in a geopolitically strategic – but contested – area and shaped by eastern Congo’s broader security challenges, the Djugu crisis quickly escalated, with hundreds killed and half a million displaced. While the bulk of the violence seem to be driven by CODECO, an opaque mystico- armed movement, the government-led response rather com- plicated than attenuated violence. This report demonstrates that peace­ building in Djugu depends on deeper understanding of conflict dynamics and requires addressing political manipulation. Stabilisation efforts thus need to be embedded in broad strategies to address long­standing tension over land and identity.     DEMOCRATIC REPUBLIC OF THE CONGO October 2020 to May 2021 Food Security Outlook Growing season A marked by normal rainfall and declining participation KEY MESSAGES • Growing season A started on time in the eastern part of the country. While it is experiencing normal rainfall, the season is impacted by low household participation because of the pandemic and insecurity throughout the region. This situation suggests that there will be poor performance during the growing season, with lower than normal harvests expected. • The spread of COVID-19 in 21 of the country’s 26 provinces continues to affect populations’ livelihoods. Restrictive measures have been reduced since the health emergency was declared over in August 2020. As a result, certain borders have reopened and activities have gradually resumed across the country. According to the National Institute of Statistics (INS), however, nearly 39 percent of heads of household remain unable to carry out their activities due to the effects of the pandemic throughout the country. • At this time of year, despite the relative lull observed in the provinces of Ituri, Tanganyika, and Maniema, there are still many displaced households that have abandoned their livelihoods. According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), the third quarter of 2020 counted 92,137 displaced individuals with a 42 percent rate of return. This situation reinforces the expectation of low participation in the current growing season. • Considering the lull noted in certain eastern zones, during the peak of the 2020 lean season the food security situation could transition to Stressed (IPC Phase 2) in the more stable northern and central zones, including the provinces of Haut- Uele, Bas-Uele, and Tshopo and a portion of the Kasaï region.

    SECURITY S TU D I E S AFRICAN SECURITY ANALYSIS PROGRAMME SITUATION REPORT 25 April 2003 TENSION IN ITURI: AN UPDATE ON THE DEMOCRATIC REPUBLIC OF THE CONGO Henri Boshoff 2 TENSION IN ITURI: AN UPDATE ON THE DEMOCRATIC REPUBLIC OF THE CONGO Introduction: Renewed conflict in DRC’s Ituri Province Between 16 March and 3 April 2003, one thousand people, mostly belonging to the Hema ethnic group, were brutally murdered in the Ituri Province of the Democratic Republic of Congo (DRC). The massacre of hundreds of Hema at Drodro town and 14 surrounding villages on 3 April 2003 sent shockwaves across the world. The international community, in particular those countries and organisations actively involved in peacemaking and peacekeeping in the DRC, was left wondering whether this would irrevocably derail the Inter-Congolese peace process that was beginning to show some positive results after months of painstaking effort. Perhaps more significantly, the massacres in Ituri resurrected the spectre of war between Rwanda and Uganda in this region of the DRC. This latest outbreak of violence in the DRC began on 6 March 2003, when the Ugandan Peoples Defence Force (UPDF) attacked a number of positions held by the Union des Patriotes Congolais (UPC) in Ituri, capturing various towns and airfields in the province. Following the capture of Bunia, Bale and Fataki on 14 March 2003, the commander, Brig Gen Kale Kaihuru, announced that the operation was over, its objectives accomplished. In the process, some 3 500 soldiers and two senior commanders (Alex Munyalizi and Jerome Kakwavu) from the UPC had defected to the UPDF.
