GAMBLE MICHAEL WILKEN-ROBERTSON Department of Anthropology, San Diego State University, 5500 Campanile Drive, San Diego, CA 92182 The cultural landscape of the Kumeyaay living in the Tijuana River Watershed of Baja California embodies the sacred, symbolic, economic, and mythological views of a people who have lived in the region for centuries. Recent research on this region that integrates ethnographic, ethnohistorical, and (to a lesser degree) archaeological information reveals a landscape that is alive and imbued with power, sustenance, and legend—a dynamic construct that reflects both changing Kumeyaay relationships with the land and the group’s continuity with the past. Sacred sites, peaks, transformed rocks, magic boulders, and other geographic features associated with oral traditions populate the landscape. Ecosystems and areas of historic significance represent direct links with generations of ancestors and are still layered with meaning in the minds of descendants. Durante el invierno de 1998, se observó una intensa erosión de las playas de la localidad como resultado de un régimen de oleaje muy energético asociado al evento de El Niño (ENSO) en combinación con altos niveles de marea. La severidad de estas condiciones causó inundaciones y destrucción de varias residencias ubicadas en la posplaya y las capacidades recreacionales y de protección de la playa disminuyeron significativamente. Mediante la comparación de los perfiles de playa se observó que el máximo volumen de arena removido de la playa subaérea fue de 66.9x10-3 m3/m/día y un retroceso promedio de la berma de 2.3 m/día. El desplazamiento máximo hacia tierra de la berma durante el período en estudio fue de 66 m. La altura del perfil final fue de hasta 3.5 m más bajo que el inicial, por lo que es posible que se requiera de un período más prolongado de oleaje bajo para que se restaure la altura del perfil inicial. Es necesario evaluar el papel que juega el dinámico depósito de grava que se observa en la parte norte del área estudiada.

    1 RESUMEN HISTORICO Playas de Rosarito, Baja California, México Fundada el 14 de Mayo de 1885 El Cronista vitalicio honorífico de la ciudad de Playas de Rosarito, B.C. Conrado Acevedo Cárdenas, escribió en coordinación con el Lic. Juvenal Arias Pérez y el Profesor Mario Reyes Meléndez, presidente y asesor respectivamente de la Sociedad de Historia de Playas de Rosarito, este RESUMEN HISTORICO, con el propósito de distribuirse ampliamente, particularmente entre estudiantes, con la finalidad de fortalecer el sentido de identidad y pertenencia de los rosaritenses, sabiéndonos herederos de una gran riqueza étnica, misional, cívica y turística centenaria, conscientes de que solo se ama, preserva y engrandece lo que se reconoce, respeta y se sabe valioso. Tradicionalmente para su estudio se acostumbra dividir la historia de Rosarito en ocho etapas, que se complementan entre sí: Indígena, Misional, Agrícola-Ganadera, Turística, Ejidal, Urbana, Comercial e Industrial y Municipal. A la llegada de los Españoles a la California en 1533, se encontraron distintos grupos de indígenas seminómadas, miembros del complejo arqueológico yumano. Los Kumiai, iban durante el verano al lugar que llamaban Uacatay que significa “casas grandes”, donde se encuentra ahora la ciudad de Rosarito y aún pueden encontrarse puntas de flechas, concheros, molcajetes, mazos y morteros. Durante el invierno se remontaban a su campamento en San José de la Zorra, donde perduran unos pocos nativos en condiciones socio económicas críticas y en proceso de extinción étnica, tras el despojo de sus tierras. La etapa Misional nace en la región en 1772, con el concordato (convenio) entre los frailes franciscanos y dominicos, quedando a cargo de los primeros la obra misional en la Alta California, de San Diego a San Francisco, en tanto que los dominicos se hicieron cargo de toda la península.

    4.17 Water Supply 4.17 WATER SUPPLY This section evaluates the potential impacts to the regional water supply associated with implementation of the 2050 RTP/SCS. The information presented was compiled from multiple sources, including the San Diego County Water Authority (SDCWA) and Metropolitan Water District (MWD) planning documents, and City of San Diego Water Department and Caltrans staff. Information was compiled from data in the Metropolitan Water District (MWD) 2010 Integrated Water Resources Plan Update (MWD 2010) and 2009 Annual Report, the San Diego County Water Authority (SDCWA) 2005 Urban Water Management Plan (UWMP) (SDCWA 2007), the SDCWA Draft 2010 UWMP (SDCWA 2010), 2003 Regional Water Facilities Master Plan (SDCWA 2002), and urban water management plans of local water districts and agencies. Ongoing water planning efforts by the State Department of Water Resources were also reviewed. 4.17.1 EXISTING CONDITIONS There are a multitude of independent districts and agencies that share the responsibility for the planning and management of the potable water delivery system throughout the San Diego region. The following section describes the water supply in the region by examining potable water supply and distribution in four categories: (1) MWD; (2) SDCWA and SDCWA Member Water Districts; (3) Special Districts and San Diego County-Operated Water Systems outside the SDCWA service area (groundwater dependent users); and (4) Borrego Valley Aquifer. Borrego Valley Aquifer is included in this discussion because this water supply source has a well-documented groundwater overdraft condition. An overdraft condition occurs when, year after year, groundwater extraction exceeds the amount of groundwater that is recharged back into the aquifer.
