With Bake-Off back on and Strictly about to start, it feels as if the summer is over and we’re well into autumn; perhaps we also suddenly realise the end of the year is coming up fast and we start thinking ahead towards Christmas, especially if we’re into home baking as October is often the month to make the Christmas cake, pudding and mincemeat.

Within the church we remember a saint on most days of the year. There are 4 particular saints whom we remember in October that you might have heard of:- 4 Oct – Francis of Assisi, the founder of the Franciscans 6 Oct – William Tyndale, who translated the Bible into English for the first time 15 Oct – Teresa of Avila, a Carmelite nun whose writings include a prayer/poem you may be familiar with - Christ has no body but yours, no hands, no feet on earth but yours. Yours are the eyes with which he looks Compassion on this world. Yours are the feet with which he walks to do good. Yours are the hands, with which he blesses all the world. Yours are the hands, yours are the feet, yours are the eyes, you are his body. 18 Oct – Luke, the evangelist and who is believed to have written the Gospel of Luke and the Acts of the Apostles.

The Bible tells us that saints are not just those holy people in history, but people who are living now who worship and serve God as revealed through Jesus Christ. We plan to ensure that the underground cabling is fit for purpose and install drive-over LED units, which will be more cost effective and which will give out much more light, making the car park safer for all users. The cost is estimated to be £5,000 to £6,000 and whilst some of that will come from grants, we need your help!

Enford Camera Club Enford Camera Club is meeting on th Thursday 4 October at 8pm in Enford Village Hall *We will be holding our AGM and discussing our plans for the year.

MORE VOLUNTEERS NEEDED IN WILTSHIRE TO LISTEN TO CHILDREN READ IN PRIMARY SCHOOLS

Can you spare an hour or two a week to listen to children read in a primary school? The reading charity Schoolreaders is looking for volunteers to carry out this important role.

Reading time for many children at home and at school is often insufficient and one in four children are now leaving primary school unable to read to the required standard. This can have a lifelong consequence. No qualifications are necessary, just a good command of spoken and written English.

Schoolreaders is flexible and matches your availability to the closest local school needing this help. Our volunteers find the scheme incredibly rewarding, knowing that a few hours helping a child learn to read each week can have such a great impact on their life chances.

ENFORD PARISH COUNCIL (For future meetings see p6) th Abridged Draft Minutes of the meeting of 18 September 2018 18/087 Police Matters and Neighbourhood Watch There was nothing relevant to Enford to report from the latest Police newsletter. Cllr Waight reported that a 40ft trailer of his which had been used to block entry to a field had been set alight by, he believes, hare coursers. The Fire Services were called and it took some while to put the fire out. Meanwhile entry had been gained to another field and fences and batteries had been stolen. Cllr Roberts noted that at the previous night’s meeting of the Tidworth Area Board a Colonel had spoken of the huge expense to the Army of bringing the forces back to the UK, creating housing etc but it appears there is no money for ‘policing’ activities on the Plain. Cllr Hiskett explained that there had been two rural policemen, employed by the MoD, who were responsible for policing Salisbury Plain, but the posts had been removed in funding cuts. He stated that service personnel did not have a ‘warrant’ to police the Plain. W Cllr Ian Blair-Pilling will take up the overall point of funding for policing and possible MOD Police with the Army and Wiltshire Council. The Clerk was asked to contact Jeff Payne regarding the situation of MOD Police. 18/088MOD/Army Matters WO2 Jeff Payne was unable to attend but sent in the following list of incidents recorded from 1st to 31st August on the Plain. Accidents: 3 – all incidents involving Cadets Near misses: 26 – (vehicles x24, Cycles x1, Air x 1) Fly tipping: 17 in total Environmental:8 – all of which were fires Criminal Damage: 4 in total Complaints: 5 – (Military Training x 4 and Noise x1) Live Stock: 6 – all of which were regarding cattle that had got loose. 18/089 Unitary Council Matters Boundary Commission Consultation: The first half of the Wiltshire Council review has been completed and where there had previously been 99 Councillors the review has reduced this to 98. The second stage has to be completed by October. There has been a huge growth in local towns and therefore there could be a shift of certain areas covered by each Councillor. Wiltshire Council has focussed on the amount of houses (up to 2021) in any division/ward with the equality figure set at 4,291 to be represented by a Councillor. In the Netheravon, (Enford), Chutes and Collingbournes which W Cllr Blair-Pilling currently represents there is a lower equality housing figure of 3,900. The Boundary Commission’s Consultation review can be found on the Wiltshire Council website. The Boundary Commission are having workshops with all Area Boards. Tidworth and Amesbury Area Boards have a surplus (i.e. more than the 4,291 equality figure), however Pewsey Area Board is below the 4,291 equality figure. It is possible any boundary changes may ‘shrink’ the area which could mean that Netheravon, Fittleton and Enford (1500 houses/voters) could be pushed out of the Tidworth Area but the question is, where to the villages go? A discussion was had as to whether Enford felt more drawn to the ‘north’ or the ‘south’ of the area. Cllr Blair-Pilling said that Netheravon and Fittleton felt more drawn to the south. Cllr Roberts suggested the villages stay together as a first choice. As rural villages, town-based Area Boards do not necessarily cover the requirements of a rural community and therefore the villages should remain together. Nothing has been determined as yet but it is a matter that will be dealt with in the future – possibly out of our local control. Cllr Harbottle asked if this is to do with the Parliamentary Review. W Cllr Blair-Pilling said it is not but that those decisions can affect the 2021 county review. The Jubilee Commemorations: W Cllr Blair-Pilling passed round a softback copy of the book to be released on Remembrance Sunday, it is about to go to the printers and said that the website “Our Soldiers” was almost ready. He stressed that Enford are just as involved in this project as Fittleton and Netheravon. He had previously released a precis of the events which will be going on to the Netheravon Newsletter and Cllr Roberts will adapt this for Enford’s newsletter. The book and website launch will be on Saturday 10th November in Phoenix Hall, Netheravon. Limited copies of the ‘present’ the book. W Cllr Blair-Pilling has said he would attend briefly to give a short talk about the book. The book will have an initial print run of 100 copies. Netheravon will take 75 and Enford 25. 16 www.enfordnewsletter.org October 2018

Jane Young will be in charge of books sales. At £25.00 per book this should raise £2,500.00 which will cover the initial print run cost of £2,000 and allow money to be donated (to the British Legion) at the same time. He has asked that people are not greedy and buy two copies to start with, rather order however many copies are wanted which will cover the cost of the second print run. W Cllr Blair-Pilling has said the costs incurred with this project have been £900 – this has been proportionately divided between the parishes concerned and Enford would contribute £300. Cllr Hiskett proposed agreement to this spend and Cllr Cliffe-Roberts seconded the proposal with all other Cllrs in agreement. W Cllr Blair-Pilling went on to mention the Poppies being made in commemoration – this is a topic on which the Clerk is liaising with Mary Towle (Netheravon Clerk). He also wanted to stress that this is a local event, a history of our communities, it is not a county-wide competition or PR exercise. Before W Cllr Blair-Pilling left the meeting Cllr Harbottle raised a matter of the storm drain at the top of Enford Hill. He had reported this to Wiltshire Council who said that it was un-important and they were not going to fix it. However they have spent time and money on repairing potholes at the far end of Water Lane which is generally only used by farm vehicles. Cllr Harbottle feels this is inappropriate and W Cllr Blair-Pilling will take this up with the Highways Department. W Cllr Blair-Pilling then left the meeting. 18/093 Matters Arising i.The Jubilee Commemorations – book launch, website, poppies etc. Details of the book launch are now clearer from the above item 18/089. The Clerk has been in touch with Mary Towle regarding the Poppies. The names of those fallen will have to be attached to the poppies on arrival. They do not come with brackets and so the Council will need to find ways of attaching them for display. During a brief discussion it was agreed that they could be displayed (possibly on the bridge) along Enford Hill and the Lytchgate itself. The Remembrance Day service will be held at the Lytchgate. Further discussion and arrangements are needed for the poppies. On the matter of planting trees in commemoration, the Council had previously declined the idea due to lack of space. However, it is possible that Netheravon may have too many and if one tree is available, this could be planted in the Community Garden with a commemorative plaque. The Clerk will find out more and report back. ii.Speed Indicator Device (SID), Application for a Grant. The Area Board were initially offering a grant of £1,500 towards the purchase of a SID but over the Summer have reduced this to £1,000. The Parish Council’s application, submitted in on 25th June, was considered and approved at an Area Board meeting held on Monday 17th September. The Clerk will obtain the grant and the purchase will proceed. iii.The Playpark – repairs and inspection. Cllr Roberts and Cllr Hiskett have spent time installing the replacement swings and again replacing the gate latch prior to the annual safety inspection. The swings were the only piece of equipment that carried the manufacturer’s name and so no other equipment has been repaired. The safety inspector visits every September and sends in his report. Not knowing the date of his arrival, the replacement parts order was copied to his office as proof of impending repair and this was accepted. After a brief discussion of the Playpark it was thought that an equipment update was a more pressing problem than the previously planned extension. 18/097 The Parish Hall Cllr Cliffe-Roberts reported that Wiltshire Council have changed their decision on the type of application form for demolition consent and therefore the application needs to be re-submitted. He has also been asked to attach a Heritage Statement. The Conservation Officer has received a copy of the Building Survey and is due to inspect it shortly. It is hoped that permission will soon be given. The Demoliton tender was sent out during the Summer to four companies. Only three replied and the PHMC discussed these at their meeting on 10th September. The contract for the demolition has been awarded and will hopefully take place in November. A successful Clearance Sale was held on 15th September raising over £300 for the Parish Hall funds. Cllr Cliffe-Roberts also reminded everyone of the Public Meeting due to be held on 27th September in the Village Hall at 7.00pm. The PHMC will put forward various viable ideas for the future use of the site – it will not be sold – and are inviting the village to attend and put forward any ideas they may have. All these will then be discussed further in an attempt to find the best solution which will benefit the whole village as the Hall was originally intended to do. 17 www.enfordnewsletter.org October 2018

Commemoration of the Centenary of the Great War Armistice

Each year at our Remembrance service, you have heard the names of those who left to fight, but never returned to our villages. Many names are familiar as they continue down the generations. Wayne Price, who lives in Netheravon, has spent years researching and writing his account of all those young men who left from our parishes of Netheravon, Fittleton and Enford as well as the soldiers from the Dominions who came to fight but died here and remain with us. Enford PC as well as Netheravon and Fittleton have sponsored the publication of his book titled “Village Soldiers”.

His book also sets the scene as our villages changed 100 years ago from quiet rural estates and farms to being at the centre of the Nation’s land and air preparations. The Netheravon, Fittleton and Haxton Jubilee Committee have created a map-based website using modern and historic maps and photographs drawing on Wayne’s accounts to reflect the changes. In the coming weeks the children of All Saints’ Primary School will be adding their contributions.

Wayne’s book ‘Village Soldiers’ and the website will be launched on the 10th of November at an evening reception in Netheravon’s Phoenix Hall. This event is open to everyone from our community so please put the date in your diary. Further details will be in the next Newsletter and on Facebook.

In the coming weeks Enford Parish Council will be placing large poppies around the centre of the village and as a lasting commemoration will be planting a tree, with plaque, in the Enford Jubilee Garden.

Remembrance Sunday will start with the Act of Remembrance service and wreath laying at our Memorial Lychgate, All Saints Church Enford. Afterwards at the Annual Curry Lunch in Enford Village Hall, Wayne’s book will be introduced with a short video clip and will be available to purchase at £25 a copy. The Enford Community Fund Funding is available to help projects/events in the Parish of Enford (which includes East and West Chisenbury, Coombe, Fiffield and Littlecott).

Applications for awards must be made to the treasurer, Amanda Farrow, by email or letter, no later than the first day of the award month (March and September). [email protected] or 537 East Chisenbury.

The following guidelines will be followed in allocating funds: 1. Awards will be considered every 6 months in March and September. 2. Awards will be made for individual projects and are not designed to allow awardees to become reliant on the award on an annual/regular basis. 3. Awards will be made to causes that benefit the community and not specific individuals. 4. No awards will exceed £1,000. 5. For any award to be made, there must be agreement by at least 75% of the Committee.
