These research and development activities include: surveys of status, needs, and priorities; specialized research and studies; development of instructional and research materials; research in language teaching methods; development of proficiency tests; and curricula approaches to foreign languages, area studies, and other aspects of international education, particularly with regard to non-western parts of the world. The bibliography, which provides a record of funded research completed by December 1991, is divided into two sections: general reports (including studies and surveys, conferences, linguistic studies, research in language teaching methods, and testing) and specialized materials (commonly taught languages, less commonly taught languages, and foreign area studies). Entries provide basic bibliographic information and author or publisher address. These research and development activities include surveysof status, needs, and priorities; specialized research and studies; and the development ofinstructional and research materials, teaching methods; the development of proficiency tests, andcurricular approaches to foreign language, area studies, and other aspects ofinternational education, particularly with regard to the non- Western parts of the world. Section 606. Research; Studies; Annual Reportof Title VI authorizes the Secretary of Education to "... directly, or through grants or contracts, conductresearch and studies ... including "(1) studies and surveys to determine needs forincreased or improved instruction in foreign language, area studies, or other internationalfields, including the demand for foreign language, area, and other international specialistsin government, education, and the private sector; "(2) studies and surveys to assess the utilizationof graduates of programs supported under this title by governmental, educational, andprivate sector organizations and other studies assessing the outcomes and effectiveness of programs sosupported; "(3) comparative studies of the effectiveness ofstrategies to provide international capabilities at institutions of higher education; "(4) research on more effective methods ofproviding instruction and achieving competency in foreign languages; "(5) the development and publication of specializedmaterials for use in foreign language, area, and other international fields, or fortraining foreign language, area, and other international specialists; and "(6) the application of performance tests andstandards across all areas of foreign language instruction and classroom use." It is hoped that this bibliography will beuseful to scholars, curriculum specialists, and of program planners concerned with theresearch, materials development and recommendations experts in many aspects of international studies,particularly the teaching and learning of foreign languages and the availability of instructionalmaterials for both foreign language and area studies. It will be of special value to supervisorsand teachers of foreign languages at various levels of instruction, particularly at thepostsecondary level, and to those concerned with research in second language acquisition. It willalso be helpful to Government agencies and educational institutions and organizations concernedwith a wide variety of research and training programs in international studies. LIST 10 is cumulative and supersedes previouseditions. It provides a record of funded research completed by December 1991. A few reportscompleted in 1992 which arrived before final editing have also been included. In order tofacilitate access to the items listed, each entry in this Bibliography ends with a notation inparenthesis indicating the major source(s) for the item. Shortened notations are explained in the"Key to Abbreviated Notations." The entry providers the author's or publisher's address. Most of the reports and instructional materialsproduced under this program after 1965, as well as some completed earlier, have beenincluded in the ERIC (Educational Resources Information Center) system. ERIC is an educationaldatabase and network of clearinghouses funded by the Department of Education, Office ofEducational Research and Improvement that collects, processes and disseminates printmaterials relevant to all areas of education. The ERIC 1 rr Clearinghouse on Languages and Linguistics hasresponsibility for materials and reports produced under Title W. Each document that is added to the ERICsystem is assigned an accession number (a six- digit number preceded by ED,e.g., ED 003 953), and its addition to ERIC is announced in the monthly publication Resources in Education(RIE). Copies of most items announced in RIEare made available, in microfiche and hard (paper)copy, from the ERIC Document Reproduction Service (EDRS). For those items not availabledirectly from EDRS, RIE notes othersources of availability under the proper ED (accession)number. The user's attention is also directedto the Index, which follows the bibliography. It contains cross-references to authors, theiraffiliations, languages, types of text materials, research topics, and geographicalareas. Nicholas Poppe, through his investigations, contributed significantly to the development of Buriat Mongolian1 linguistic studies in the twentieth century. In this article we will try to describe the contribution Nicholas Poppe made in Buriat Mongolian linguistics, giving a description of the basic work he conducted. Background In 1983 the enduring and well-established scholar of Mongolian, Nicholas Poppe, published his Reminiscences in English, describing his life and research in detail.2 Later, in 1996, Russian researcher V. M. Alpatov wrote a biography of Nicholas Poppe in Russian.   • Korean Reunification: the Dream and the Reality
    KOREAN REUNIFICATION: THE DREAM AND THE REALITY CHARLES S. LEE Conventional wisdom, both Korean and non-Korean, assumis the division of this strategicpeninsula to be temporary. Officially, the Korean War still has not ended but is in a state of armistice. Popular belief also accepts as true that the greatest obstacles to Korean reunification are the East-West rivalry and the balance of power in the North Pacific. Charles S..Lee, however, argues that domestic conditions in North and South Korea actually present the more serious hurdle - a hurdle unlikely to be disposed of too quickly. INTRODUCTION Talk of reunifying the Korean peninsula once again is grabbing headlines. Catalyzed by the South Korean student movement's search for a new issue, the months surrounding the 1988 Summer Olympic Games in Seoul featured a flurry of unofficial and official initiatives on reunification. The students were quick to seize this emotionally charged issue as their new rallying cry, for the nation's recent democratic reforms (including a direct and seemingly fair presidential election in 1987) effectively deprived them of their raison d'etre. By June last year, thousands of them were on the march to the border village 6f Pahmunjom for a "summit" meeting with their North Korean counterparts. Not to be upstaged, the South Korean government blocked the marchers with tear gas, and on July 7, announced a sweeping set of proposals for improving North-South relations, including the opening of trade between the two Koreas. Capping last summer's events was South Korean President Roh Tae Woo's October speech at the UN General Assembly, in which he called for his own summit meeting with North Korean President Kim II Sung.
