Consiliul Coordonator Al Audiovizualului Republica Moldova CONSILIUL COORDONATOR AL AUDIOVIZUALULUI DECIZIE Nr. DCCA66/2014 din 30.06.2014 cu privire la examinarea sesizării AO ”Femida” Publicat : 27.06.2014 în MONITORUL OFICIAL Nr. 169-173 art. 895 Data intrării în vigoare Pe data de 11.04.2014, la Consiliul Coordonator al Audiovizualului a parvenit o sesizare a AO ”Femida” în care se menţionează că posturile de televiziune ”Moldova 1”, ”PRO TV CHIŞINĂU”, ”Noroc” şi posturile de radio ”PRO FM”, ”Radio Noroc”, ”Radio Plai”, ”Vocea Basarabiei” şi ”Jurnal FM” au difuzat, în cadrul campaniei sociale ”Unirea Înseamnă”, mai multe spoturi video şi audio care promovează unirea Republicii Moldova cu România, cerînd sancţionarea acestora pentru nerespectarea prevederilor legislaţiei în vigoare. În conformitate cu prevederile art. 37 alin. (2) din Codul audiovizualului, Consiliul Coordonator al Audiovizualului a solicitat poziţia posturilor de televiziune şi de radio vizate referitor la cele stipulate în sesizarea AO ”Femida”. Astfel, ca răspuns la solicitarea CCA, posturile de televiziune ”Moldova 1”, ”PRO TV CHIŞINĂU”, ”Noroc” şi posturile de radio ”PRO FM”, ”Radio Noroc”, ”Radio Plai”, ”Vocea Basarabiei” au comunicat Consiliului despre faptul că demersul AO ”Femida” este unul declarativ, în care nu sunt indicate concret abaterile admise la difuzarea spoturilor, calificînd această sesizare ca fiind nefondată şi solicitînd respingerea acesteia. Totodată, este de specificat că postul de radio ”Jurnal FM” a refuzat prezentarea poziţiei vizavi de sesizarea în cauză, solicitată de CCA în mod repetat, prin scrisorile nr. 271 din 24.04.2014 şi nr. 294 din 14.05.2014, invocînd că ”nu a fost indicat temeiul legal şi scopul solicitării în modul stabilit de Codul audiovizualului”. În conformitate cu prevederile art. 37 alin. (3) lit. a) din Codul audiovizualului, Consiliul Coordonator al Audiovizualului a monitorizat spoturile video şi audio ”Unirea înseamnă” şi a constatat faptul că în cadrul spotului ”Unirea înseamnă” sunt prezentate avantajele unirii, care vizează domenii de larg interes precum agricultura, sistemul de sănătate, infrastructura sau veniturile populaţiei. De menţionat că în cadrul spotului ”Unirea înseamnă”, autorii nu sunt specificaţi. Astfel, la difuzarea spoturilor publicitare în cadrul campaniei ”Unirea înseamnă”, Direcţia monitorizare nu a atestat derogări de la legislaţia audiovizuală. Reieşind din cele relatate mai sus, posturile de televiziune ”Moldova 1”, ”PRO TV CHIŞINĂU”, ”Noroc” şi posturile de radio ”PRO FM”, ”Radio Noroc”, ”Radio Plai”, ”Vocea Basarabiei” şi ”Jurnal FM” nu au comis derogări de la legislaţia audiovizuală. În urma monitorizării secvenţelor serviciilor de programe ale posturilor TV şi radio menţionate în sesizarea AO ”Femida”, ca urmare a dezbaterilor publice, în baza prevederilor Codului audiovizualului nr. 260-XVI din 27.07.2006, Statutului CCA şi a Legii contenciosului administrativ nr. 793-XIV din 10.02.2000, Consiliul Coordonator al Audiovizualului DECIDE: Art. 1. A respinge sesizarea AO ”Femida” ca fiind nefondată. Art. 2. Controlul asupra executării prezentei decizii îl exercită Direcţia monitorizare TV. Art. 3. Prezenta decizie va fi publicată în Monitorul Oficial al Republicii Moldova şi pe pagina web a Consiliului Coordonator al Audiovizualului.     ELECTION OBSERVATION DELEGATION TO THE PARLIAMENTARY ELECTIONS IN REPUBLIC OF MOLDOVA (30 November 2014) Report by Igor ŠOLTES, Chair of the Delegation Annexes: A - List of Participants and Programme B - EP Delegation press statement C - Preliminary Findings and Conclusions Introduction On 18 September 2014, the Conference of Presidents authorised the sending of an Election Observation Delegation, composed of 7 Members, to observe the parliamentary elections in Moldova, scheduled for 30 November 2014. The participation of one of the members was canceled in last moment. Due to the impossibility to obtain a new accreditation for a replacing member, because of closed deadline for registration, the delegation was composed only of 6 members of the European Parliament. They represented five different EU countries and five different political groups according to the rotating d'Hondt system. The delegation included: Igor ŠOLTES (Head of delegation, Slovenia, Greens/EFA), Alberto CIRIO (Italy, EPP), Andi CRISTEA (Romania, S&D), Soraya POST (Sweden, S&D), Kristina WINBERG (Sweden, EFDD) and Konstantinos PAPADAKIS (Greece, NI). The Delegation conducted its activities in Moldova between 27 November and 2 December 2014. Following the usual practice in the OSCE area, the EP Delegation was integrated in the International Election Observation Mission (IEOM) organised by the ODIHR, and cooperated together with the Parliamentary Assemblies of the OSCE and the Council of Europe present on the ground. According to the preliminary findings and conclusions, which were as well endorsed by the European Parliament, the elections in Moldova were well administrated offering a wide choice of political alternatives, with an election campaign influenced by geo-political aspirations and marked by the late de-registration of one electoral contestants.

In the political tradition, contemporary Moldova alludes to the historic heritage of the Principality of Moldova, although this seems to be a huge simplification due to the diversity of the territorial range and the lack of the state and legal continuity between the then principality and Moldova of this day. In 1812,eastern part of the Principality of Moldova, as a result of peace treaty between the Russian Empire and the Ottoman Empire became the part of Russia. The areas situated between The Prut and Dniester River started to be called Bessarabia Governorate (Bessarabia) – the name probable coming from the medieval ruler of Wallachia. The Principality of Moldova, reduced to western part, allied with the Principality of Wallachia by a personal union in 1859 to finally form the United Romanian Principalities. Thus, modern Moldova is not only the sovereign RepublicUMCS of Moldova but also the name of the historic and geographic land in Romania. On March 27th, 1918, the local parliament called The Council of the State adopted the resolution on the basis of which Bessarabia became the part of the Kingdom of Romania. In 1924, the Soviet Union, which made the territorial claims towards Romania, formed the Moldovan Autonomous Socialist Soviet Republic being the component of The Ukrainian Socialist Soviet republic, on the areas which were not the part of the Principality of Moldova – to the east from the bordering Dniester River.

Un an din care aproape jumătate, SRR a funcționat fără un Consiliu de Administrație valid. Probabil, cel mai greu an pe care l-am avut de când sunt în serviciul public. Cu toate acestea, paradoxal, 2014 a fost cel mai bun an din 1994 încoace, SINTEZĂ 4-6 adică de când SRR funcționează în bază Legii 41. 1 În proiectul meu, 2014 a fost un an al consolidării serviciului public în ceea ce privește construcția 2 ACTIVITATEA ORGANELOR DE CONDUCERE 7-12 organizațională, stabilizarea grilelor de program și câștigul de calitate, păstrarea trendului ascendent al audiențelor și al credibilității, continuarea optimizării și efi cientizării cheltuielilor, dezvoltarea proiectelor 3 PRINCIPALII INDICATORI ECONOMICO-FINANCIARI 13-21 culturale și educative, intensifi carea activității internaționale și, totodată, pregătirea pentru următoarea etapă de dezvoltare a SRR. 4 ECONOMIC FINANCIAR 22-26 Raportul pe care îl veți parcurge cuprinde, comprimat și pragmatic, activitatea Radioului Public în 5 EDITORIAL 27-48 cuvinte, cifre, grafi ce, fotografi i și culori... Ele arată că în 2014 SRR a generat și susținut cele mai multe și mai consistente evenimente culturale și educative, și-a consolidat poziția de lider de audiență, a avut cel 6 MARKETING ŞI COMUNICARE 49-56 mai efi cient și profi tabil exercițiu fi nanciar din ultimii 20 de ani.
