INTRODUCTION This report covers the period October 1, 2015–September 30, 2016, of the Moldova Partnerships for Sustainable Civil Society (MPSCS). MPSCS is a five-year project funded by the United States Agency for International Development (USAID) and implemented by FHI 360 and its partner, the European Center for Not-for-Profit Law (ECNL). The overall goal of MPSCS is to build a more professional and sustainable civil society sector that is responsive to constituent needs and influences policymaking, and to foster an enabling legal framework. MPSCS accomplishes this goal by meeting three objectives: Objective 1: CSOs More Effectively Represent their Constituencies Objective 2: Institutional Capacity of Strategic Partners Developed Objective 3: Enabling Environment More Conducive to Long-Term Sustainability of Civil Society Objective 1 Under Objective 1, MPSCS continued strengthening the capacities of 21 MPSCS Engage Program (EP) and Support Program (SP) partners to formulate policy recommendations, provide better services, and more efficiently represent their beneficiaries’ interests. In the reporting period these partners conducted 44 advocacy campaigns; developed recommendations to amend four draft laws (the Law on Access to Information, the 2% Law, the Law on Non-Commercial Organizations, and the Law on Social Entrepreneurship); and influenced the adoption of 27 decisions of the regional and local authorities that improved the situation of the elderly, children, and rural communities, and helped to solve citizens’ problems at the local level. Over the past two years, the Moldovan currency has depreciated significantly and MPSCS has registered over USD 500,000 as a budget surplus. Therefore, as approved by USAID, in April 2016, MPSCS provided our EP and SP partner CSOs the opportunity to propose additional activities in line with their program’s objectives, increase their grant awards by approximately MDL 450,000, and extend the period of performance of their grants until March 31, 2018. MPSCS worked with 18 beneficiary CSOs to expand their scopes of work and to revise their budgets. By October 1, 2016, USAID had provided concurrence for 14 of these project modifications. Resorting to skilful political manoeuvring and capitalising on his control over the Moldovan judiciary system, Vlad Plahotniuc, one of the leaders of the nominally pro-European Democra- tic Party and the richest person in the country, was able to bring about the arrest of his main political competitor, the former prime minister Vlad Filat, in October 2015. Then he pushed through the nomination of his trusted aide, Pavel Filip, for prime minister. In effect, Plahot- niuc has concentrated political and business influence in his own hands on a scale unseen so far in Moldova’s history since 1991. All this indicates that he already not only controls the judi- ciary, the anti-corruption institutions, the Constitutional Court and the economic structures, but has also subordinated the greater part of parliament and is rapidly tightening his grip on the section of the state apparatus which until recently was influenced by Filat. Plahotniuc, whose power and position depends directly on his control of the state apparatus and financial flows in Moldova, is not interested in a structural transformation of the country or in implementing any thorough reforms; this includes the Association Agreement with the EU. This means that as his significance grows, the symbolic actions so far taken with the aim of a structural transformation of the country will become even more superficial.

    The Russian Laundromat – a $70 billion money-laundering scheme facilitated by Moldovan political elites Authors: Sergiu Tofilat, Community WatchDog.MD Veaceslav Negruta, Transparency International Moldova Chisinau, June 2019 Abbreviations AML Anti-money laundering NAC National Anticorruption Center NBM National Bank of Moldova OPFML Office for Prevention and Fight against Money Laundering SCM Supreme Council of Magistracy SCS Supreme Council of Security Executive summary In 2014, public opinion worldwide was staggered by revelations of a massive money laundering scheme in Eastern Europe published by the investigative journalists from OCCRP and dubbed the “Russian Laundromat”1. During 2010-2014, billions of US dollars from Russian banks were laundered through Moldovan banks, using illicit court rulings on defaulted fake debts. The laundered funds were further transferred to a group of shell companies having accounts in Western banks. Although law enforcement officers from Moldova pretend to have tracked down $20 billion of suspicious money, publicly available evidence shows that the real amount of laundered funds amounted to as much as $70 billion. Not a single person from the Moldovan banking supervisory or prosecution authorities has been sentenced so far for allowing this to take place on their watch. Moreover, several individuals directly involved were recently promoted to the Constitutional Court. This research summarizes the arguments on how Moldovan supervisory and prosecution authorities, captured by and subordinated to certain political elites, knowingly turned a blind eye on suspicious activities, while the Parliament and the Constitutional Court approved legislative changes to facilitate the money laundering scheme. 1. How the money was moved from Russia to Moldova and onward The laundered Russian money may have come from unsecured bank loans, fictitious acquisitions related to government contracts, misappropriation of funds from the Russian treasury, tax evasion and smuggling.

    For economic or political reasons, journalism in Moldova is strongly marked by self-censorship and partisanship. A significant part of the population, especially those living in the villages, does not have access to a variety of information sources due to poverty. Profitable media still represent an exception rather than the rule. MoldoVA 166 MEDIA SUSTAINABILITY INDEX 2009 INTRODUCTION OVERALL SCORE: 1.81 M Parliamentary elections will take place at the beginning of 2009, which made 2008 a pre-election year. Although the Republic of Moldova has not managed to fulfill all of the EU-Moldova Action Plan commitments (which expired in February 2008), especially those concerning the independence of both the oldo Pmass media and judiciary, the Communist government has been trying to begin negotiations over a new agreement with the EU. This final agreement should lead to the establishment of more advanced relations compared to the current status of being simply an EU neighbor. On the other hand, steps have been taken to establish closer relations with Russia, which sought to improve its global image in the wake of its war with Georgia by addressing the Transnistria issue. Moldovan V authorities hoped that new Russian president Dmitri Medvedev would exert pressure upon Transnistria’s separatist leaders to accept the settlement project proposed by Chişinău. If this would have occurred, A the future parliamentary elections would have taken place throughout the entire territory of Moldova, including Transnistria. But this did not happen: Russia suggested that Moldova reconsider the settlement plan proposed in 2003 by Moscow, which stipulated, among other things, continuing deployment of Russian troops in Moldova in spite of commitments to withdraw them made at the 1999 OSCE summit.

DCCA66/2014 din 30.06.2014 cu privire la examinarea sesizării AO ”Femida” Publicat : 27.06.2014 în MONITORUL OFICIAL Nr. 169-173 art. 895 Data intrării în vigoare Pe data de 11.04.2014, la Consiliul Coordonator al Audiovizualului a parvenit o sesizare a AO ”Femida” în care se menţionează că posturile de televiziune ”Moldova 1”, ”PRO TV CHIŞINĂU”, ”Noroc” şi posturile de radio ”PRO FM”, ”Radio Noroc”, ”Radio Plai”, ”Vocea Basarabiei” şi ”Jurnal FM” au difuzat, în cadrul campaniei sociale ”Unirea Înseamnă”, mai multe spoturi video şi audio care promovează unirea Republicii Moldova cu România, cerînd sancţionarea acestora pentru nerespectarea prevederilor legislaţiei în vigoare. În conformitate cu prevederile art. 37 alin. (2) din Codul audiovizualului, Consiliul Coordonator al Audiovizualului a solicitat poziţia posturilor de televiziune şi de radio vizate referitor la cele stipulate în sesizarea AO ”Femida”. Astfel, ca răspuns la solicitarea CCA, posturile de televiziune ”Moldova 1”, ”PRO TV CHIŞINĂU”, ”Noroc” şi posturile de radio ”PRO FM”, ”Radio Noroc”, ”Radio Plai”, ”Vocea Basarabiei” au comunicat Consiliului despre faptul că demersul AO ”Femida” este unul declarativ, în care nu sunt indicate concret abaterile admise la difuzarea spoturilor, calificînd această sesizare ca fiind nefondată şi solicitînd respingerea acesteia. Totodată, este de specificat că postul de radio ”Jurnal FM” a refuzat prezentarea poziţiei vizavi de sesizarea în cauză, solicitată de CCA în mod repetat, prin scrisorile nr. 271 din 24.04.2014 şi nr. 294 din 14.05.2014, invocînd că ”nu a fost indicat temeiul legal şi scopul solicitării în modul stabilit de Codul audiovizualului”.
