Re- Mahathirisation refers to the increase in attachment towards the legacy of Malaysia's fourth Prime Minister, Dr. Mahathir Mohamad (1981–2003). Transpiring not long after Mahathir's relinquishment of official power, the process was seen as approaching a peak with BN-UMNO's campaign for the 13th General Elections (GE13) of May 2013. It was orchestrated especially by conservative elements in UMNO disillusioned with the political liberalisation began by his successor Abdullah Ahmad Badawi (2003–2009) and continued by Najib Razak. In line with an understanding of conservatism as characterised by resistance against radical change and by admiration of past values, re- Mahathirisation was employed by the BN-UMNO regime during the GE13 hustings to court the large pool of conservative-minded Malay voters. The successful dislodging of Abdullah Badawi from the party-cum-national leadership in 2009 signified a powerful return of Mahathirism to the foreground of UMNO and national politics. Although Najib Razak has pursued Abdullah's political liberalisation initiatives, he felt compelled to tolerate a rising public presence of Mahathir. -

While not necessarily at odds, these dual commitments nonetheless provide legal and symbolic resources for activists to advance contending visions for their states and societies. Using the case study of Malaysia, Constituting Religion examines how these legal arrangements enable litigation and feed the construction of a “rights-versus-rites binary” in law, politics, and the popular imagination. By drawing on extensive primary source material and tracing controversial cases from the court of law to the court of public opinion, this study theorizes the “judicialization of religion” and examines the radiating effects of courts on popular legal and religious consciousness. The book docu- ments how legal institutions catalyze ideological struggles that stand to redefine the nation and its politics. Probing the links between legal pluralism, social movements, secularism, and political Islamism, Constituting Religion sheds new light on the con- fluence of law, religion, politics, and society. A JUDGE WITH MANY LANDMARK DECISIONS Emeritus Professor Datuk Dr Shad Saleem Faruqi Holder of the Tunku Abdul Rahman Chair, Faculty of Law, University of Malaya Justice Dato’ Mohd Hishamudin Mohd Yunus illuminated the judicial firmament for 23 years and retired from the Court of Appeal on Sept 9, 2017. He was an exemplar of judicial integrity, fearless independence and unwavering commitment to constitutional supremacy and human rights. He saw law as an embodiment of justice and not a mere heathen word for power. Whenever he could, he interpreted legal provisions in such a way as to promote fairness and equity. He was a distinguished member of a very small band of Malaysian jurists in the “post-Salleh Malaysian judiciary”1 who maintained fearless independence, resisted politicization and refused to allow executive policies and priorities to trump the law and the Constitution. He acted with even-handedness towards all persons, irrespective of race and religion or political affiliation. The dominant tendency in the superior courts of his time, of allowing race and religion to outweigh the Constitution, did not colour his judgments. His life was animated by the finest ideals of the Constitution. The law in his hands was interpreted creatively and equitably. How far his example and his judicial philosophy will be emulated by other judges remains to be seen. What we can hope for is that in the new Malaysia after GE14, there will be more judges like him who will honour their oath to preserve, protect and defend the Constitution. A SELECTION OF HIS PROMINENT JUDICIAL DECISIONS Personal liberty: Throughout his judicial career, Justice Hishamudin showed tenderness for fundamental liberties and exhibited a creative and activist streak in his interpretation of laws. -

D. Cornell University 2018 Approximately one third of the world’s states are competitive authoritarian regimes, where opposition parties compete against powerful incumbents that skew political and electoral institutions to their advantage. A key challenge for opposition parties in such regimes is to expand their electoral support and work with other opposition actors to win greater power. Under what conditions are they successful in building broad-based and coordinated challenges to authoritarian rulers? This dissertation argues that opposition success hinges on their strategic choices in elections and in office – and how they navigate key tradeoffs and dilemmas of expansion. Individual opposition parties face diverging incentives and costs to expand based on the identities and issues around which they initially build support. At the collective level, opposition parties often seek to coordinate their electoral challenges against the incumbent to build broader power. But when opposition parties work together, they face strong pressure to stick with their existing niche identities, since pursuing strategies of party broadening – changes to party image to appeal to new constituencies – risks encroaching on the electoral terrain and core constituencies of their coalition partners. As a result, parties frequently struggle to navigate conflicting incentives of individual and collective electoral strategies to win power. -

Govt committed to channel police allocation - Dr Mahathir BERNAMA 25/03/2019 KUALA LUMPUR, March 25 (Bernama) -- Tun Dr Mahathir Mohamad has given his commitment that the government will continue to channel all allocations needed by the Royal Malaysia Police (RMP) even though it involves additional cost. The Prime Minister said this was to ensure the country's security force has the suitable and latest equipment. "The government is concerned about the needs of police to improve their capability especially now when their duties were getting more challenging,” he said in a message on the 212nd Police Day celebration here today. Also present were Home Minister Tan Sri Muhyiddin Yassin, Chief Secretary to the Government Datuk Seri Ismail Bakar, Attorney General Tommy Thomas and the Inspector-General of Police Tan Sri Mohamad Fuzi Harun. Dr Mahathir said based on current development and challenges, RMP is not only facing challenges in the context of conventional crimes but also threats of terrorists which are very different and this he said required security agencies especially police to be firm, strategic and effective. In this context, he said the government was satisfied with the level of professionalism and capabilities which saw security personnel such as RMP shouldering the responsibilities entrusted. This included combating the threats of Daesh militants in the country which he said saw 464 terrorists apprehended by police. “The government believes this was achieved because RMP and other security forces have the intelligence team capable of handling the complex issue involving the militant group,” he said. The Prime Minister also congratulated RMP for maintaining the excellent momentum in reducing the national crime index last year to only 88,662 cases compared to 100,611 cases earlier.
