Datuk Dr. Lucas Umbul minta Menteri Pelancongan, Seni dan Budaya menyatakan, berikutan daripada rancangan Kerajaan Negeri Sabah untuk mengenakan cukai pelancong bagi warga asing yang melawat Sabah, apakah pendirian kementerian dan jumlah kedatangan pelancong ke Sabah untuk tahun 2017-2018. Menteri Pelancongan, Seni dan Budaya [Tuan Mohamaddin bin Ketapi]: Terima kasih banyak Tuan Yang di-Pertua. Terlebih dahulu, izinkan saya mengucapkan setinggi-tinggi tahniah kepada semua Ahli Yang Berhormat yang dilantik ke Dewan yang mulia ini... [Tepuk] Bagi menjawab soalan Yang Berhormat Senator Datuk Dr. Lucas Umbul, untuk makluman Ahli Yang Berhormat Senator, undang-undang berkaitan cukai pelancongan telah dibuat oleh Kerajaan Persekutuan melalui Parlimen untuk dilaksanakan di seluruh Malaysia melalui pewartaan Akta Cukai Pelancongan 2017 [Akta 791] pada 21 Jun 2017. Ini kemudiannya diikuti dengan penguatkuasaan kutipan cukai pelancongan daripada pelancong asing dengan kadar RM10 sebilik setiap malam bermula Oktober 2017. Oleh yang demikian, tidak timbul isu kutipan cukai pelancongan oleh setiap negeri dan sebarang pengenaan caj atau fi oleh negeri adalah berasaskan kepada undang-undang atau enakmen negeri. Berdasarkan laporan statistik oleh Lembaga Pelancongan Sabah, pelawat antarabangsa dan domestik yang mengunjungi Sabah pada tahun 2017 adalah seramai 3,684,734 orang. Bagi tempoh Januari sehingga Jun 2018, seramai 1,891,951 orang pelawat telah mengunjungi Sabah. Sekian, terima kasih. Datuk Dr. Lucas Umbul: Terima kasih Yang Berhormat Menteri atas jawapan yang begitu jelas. Sekali lagi pada hari ini saya mengambil peluang untuk mengucapkan syabas dan tahniah kepada Yang Berhormat Menteri kerana dilantik sebagai Jemaah Menteri dalam Kerajaan Persekutuan yang baharu. Tahniah. Yang Berhormat Menteri, pelancongan merupakan satu industri yang penting dan lumayan bukan sahaja kepada negara tetapi juga kepada ekonomi setempat. Industri pelancongan menyumbang kira-kira RM80 bilion setahun kepada negara. Kita mengambil contoh, seorang pelancong dari negara China menghabiskan kira-kira USD900 di Malaysia tetapi bilangan pelancongan dari China masih rendah berbanding dengan Thailand yang menerima 10 juta pelancong pada tahun lepas dan kita hanya 2.6 juta pelancong China pada tahun 2017. Soalan saya kepada Yang Berhormat Menteri, apakah kekurangan atau mungkin cadangan untuk penambahbaikan kemudahan sektor pelancongan di Sabah, merangkumi daripada aspek promosi, dengan izin, event management, hotel-hotel sehinggalah kepada van pelancongan? Apakah bentuk kerjasama yang boleh dijalinkan oleh kerajaan baharu dengan kerajaan negeri bagi meningkatkan pelancongan pelancong asing untuk datang ke negeri Sabah? Sekian, terima kasih. Tuan Mohamaddin bin Ketapi: Bagi menjawab soalan tambahan Yang Berhormat Senator, industri pelancongan di antara negara Thailand dan Malaysia, jika kita ambil kedatangan pelancong daripada China ke kedua-dua negara ini, tentu sekali kalau kita lihat memang banyak datang, mungkin ke negara Thailand, tidak boleh kita nafikan. Mungkin sesuatu yang lebih menarik di Thailand, dan mungkin ada kekurangan juga di negara kita ini. 2 DN 28.8.2018 ■1010 Walau bagaimanapun, kita daripada semasa ke semasa akan membuat promosi tentang negara kita ini. Bukan sahaja di negara China, malahan di lain-lain negara. Di samping itu, kita akan nanti setakat ini kita akan membuat perundingan mengadakan direct flight, penerbangan terus daripada China ke Malaysia, Kota Kinabalu, Langkawi dan Kuala Lumpur dan sebagainya. Satu daripada usaha kita baru-baru ini iaitu mengadakan direct flight daripada Bangkok ke Kota Kinabalu. Dengan cara ini kita berharap pelancong-pelancong yang datang ke Thailand ini akan ke Malaysia juga. Keduanya, selaku Menteri Pelancongan di kerajaan pusat, memang berhasrat saya akan melawat ke setiap negeri dan berjumpa dengan Menteri-menteri, Exco-Exco Pelancongan selain daripada Yang Amat Berhormat Ketua-ketua Menteri dan Menteri Besar untuk membincangkan cara kita untuk mempertingkatkan kerjasama supaya kita boleh membawa ramai lagi pelancong ke negeri-negeri di dalam Malaysia ini. Selain daripada itu, mungkin saya tidak dapat mungkin menjawab secara terperinci seperti Yang Berhormat Datuk tanya sebentar tadi tetapi in syaa Allah saya akan nanti menjawab secara bertulis dan juga boleh memberi penerangan lebih lanjut kepada Yang Berhormat. Sekian, terima kasih. Datuk Sr. Haji Hanafi bin Haji Mamat: Terima kasih, Tuan Yang di-Pertua. Saya juga ingin merakamkan ucapan tahniah kepada Menteri Pelancongan yang baru. Saya ingin memaklumkan ataupun saya ingin memaklumkan mengenai dengan kedatangan pelancong ke negara kita, mungkin statistik ini statistik lama. Kemasukan pelancong ke negara kita adalah di antara 10 hingga 15 peratus tertinggi di dunia tetapi angka itu yang tertinggi ialah pelancong daripada Singapura dan Thailand dan ada beberapa negara atau pelancong negara lain yang kerap ke negara kita ialah daripada China dan India. Jadi soalan saya begini, salah satu sektor yang sedang kerajaan

    A JUDGE WITH MANY LANDMARK DECISIONS Emeritus Professor Datuk Dr Shad Saleem Faruqi Holder of the Tunku Abdul Rahman Chair, Faculty of Law, University of Malaya Justice Dato’ Mohd Hishamudin Mohd Yunus illuminated the judicial firmament for 23 years and retired from the Court of Appeal on Sept 9, 2017. He was an exemplar of judicial integrity, fearless independence and unwavering commitment to constitutional supremacy and human rights. He saw law as an embodiment of justice and not a mere heathen word for power. Whenever he could, he interpreted legal provisions in such a way as to promote fairness and equity. He was a distinguished member of a very small band of Malaysian jurists in the “post-Salleh Malaysian judiciary”1 who maintained fearless independence, resisted politicization and refused to allow executive policies and priorities to trump the law and the Constitution. He acted with even-handedness towards all persons, irrespective of race and religion or political affiliation. The dominant tendency in the superior courts of his time, of allowing race and religion to outweigh the Constitution, did not colour his judgments. His life was animated by the finest ideals of the Constitution. The law in his hands was interpreted creatively and equitably. How far his example and his judicial philosophy will be emulated by other judges remains to be seen. What we can hope for is that in the new Malaysia after GE14, there will be more judges like him who will honour their oath to preserve, protect and defend the Constitution. A SELECTION OF HIS PROMINENT JUDICIAL DECISIONS Personal liberty: Throughout his judicial career, Justice Hishamudin showed tenderness for fundamental liberties and exhibited a creative and activist streak in his interpretation of laws.

    Govt committed to channel police allocation - Dr Mahathir BERNAMA 25/03/2019 KUALA LUMPUR, March 25 (Bernama) -- Tun Dr Mahathir Mohamad has given his commitment that the government will continue to channel all allocations needed by the Royal Malaysia Police (RMP) even though it involves additional cost. The Prime Minister said this was to ensure the country's security force has the suitable and latest equipment. "The government is concerned about the needs of police to improve their capability especially now when their duties were getting more challenging,” he said in a message on the 212nd Police Day celebration here today. Dr Mahathir said based on current development and challenges, RMP is not only facing challenges in the context of conventional crimes but also threats of terrorists which are very different and this he said required security agencies especially police to be firm, strategic and effective. In this context, he said the government was satisfied with the level of professionalism and capabilities which saw security personnel such as RMP shouldering the responsibilities entrusted. This included combating the threats of Daesh militants in the country which he said saw 464 terrorists apprehended by police. “The government believes this was achieved because RMP and other security forces have the intelligence team capable of handling the complex issue involving the militant group,” he said. The Prime Minister also congratulated RMP for maintaining the excellent momentum in reducing the national crime index last year to only 88,662 cases compared to 100,611 cases earlier.

    Foreword Various initiatives have been designed and implemented at the ministerial level to enhance the innovation among students and graduates. At the university level, I hope International Integrated Engineering Summit IIES2014, Innovators X6 and Regional Techrural 2014 programs will provide the convenience of the innovations produced by students and graduates to be showcased at the international level. Through these programs, I believe that it will facilitate the creativity, products and workforce from rural areas. However, these products may require value-added in terms of processing, manufacturing or production that I believe the existence of such programs can make rural products became more competitive and able to penetrate the domestic and international markets. Universities and industries need to work together with experts in various fields to overcome limitations of some aspects, such as expertise and technological knowledge. This is where workshops, testing facilities, professional skills and research available in the institutions of higher learning can be utilized and offered. These efforts should be continued and enhanced the quality of education. Furthermore, hopefully it will be in line with globalization as the country is now underway to raise the country's name to the world. Therefore, technologies developed have to cover various areas of technologies in the fields of construction industry, manufacturing, production, transmission technology, electrical and electronics, food processing and packaging technology as well as others.
