The Experimental Record is for tracking the parentage of cats not yet recognized in TICA for the Stud Book or Foundation Registries. Tracking of these proposed breeds will provide a precise chronicle of the proposed breed's progress and development. Records will include analysis of any genetic problems inherent in a particular breeding program thus proving or disproving its future acceptance as a viable, healthy breed” Also add to certificate: “This breed and breed name are not recognized or approved by TICA”. (Hart) 4 2015 TICA WINTER 10 5 6 7 8 9 10 11 Amend Show Rules23.6.7.1 - Late Entries after closing dates (Bourreau) Rationale : In some countries like Russia, Italy, France, Belgium and perhaps in other countries some shows are organized by different Feline Associations under the same roof. At the moment following the rule above it is not possible to accept late entries for people who want to discover and enjoy TICA shows. It would be a great opportunity for TICA if we can accept these entries the days of the show in the format of simultaneous judgments of different associations. I propose the following amendment in order to give opportunities to increase our number of membership. Rules Committee notes: On further clarification, we understand that in certain countries (e.g. France) the list with details of the cats entered must be provided to an official veterinarian 2 weeks before the show. Because the show is then closed under TICA rules, entries from cats entered in non- TICA shows held on the same date and in the same venue cannot be entered. Exhibitors from other associations seeing TICA for the first time on day 1 sometimes ask to enter the TICA show on Day 2 because they like the TICA format. Amendment : In the event that a show committee has declined any entry pursuant to 23.6.7, no further entries may be accepted for any reason whatsoever. When a same roof welcomes simultaneous shows from different associations, late entries received the day of the show are allowed for cats already registered in the other shows. Nevertheless, additional pages of the catalog have to be delivered to the exhibitors before the beginning of the judgments. Rules Committee Comments: The committee feels that, at this time, it is too early to submit a full rule amendment but have identified both pros and cons and some questions. This could be discussed at the Spring meeting, with a view to submitting a formal amendment at the Annual in time for the membership ballot. There is also a view that the situation could be managed within the existing rules by not closing the show, yet not accepting new entries before the show day itself under Show Rule 23.6.6. A) As I understand this, it is only referring to 23.6.7 which has to do with accepting entries after the closing date, not after the show is full (which is addressed in 23.6.1). So if the show management has turned down an entry because it was submitted after the closing date, he wants to allow exception to those requesting entry on the same day of the show, as long as that cat is also entered in another show at the same time at that same venue. 12 B) The problem with it then is that you have already turned away entries, that's not going to fly with TICA exhibitors. Once you turn someone away, you can't put someone else in. I see what he's getting at but this is really going to change the scope of things in Europe. Who's to say that the entry clerk deliberately is turning away entries then all of a sudden lets in someone who is a big campaigner. I understand that things are different over there but this really pushes the limit. I also know that this will upset the North American exhibitors. In my own opinion, this is not a good rule proposal change. C) I understand what they are saying but why don't they simply leave the show open? That way they can take all late entries including ones on the day if they so wish? D) As I understand it, they cannot leave the show open (in France anyway) because details of all cats entered must be sent to the Government Veterinarian 2 weeks before show date. Additional cats are not permitted into the show within that 2 weeks because they would not then be on that list. Because the list of cats entered in the Traditional show is also supplied at the same time, then theoretically some of those cats could be added to the TICA show without causing problems with the authorities. But I think I see what you are getting at. The show need not be closed but they could refuse *new* entries under Show Rule 23.6.6 (in France anyway) once they are in the 2 week period. Than any cat in the Traditional show could still be accepted as a late entry. E) The initial amendment is in response to a situation in France -- we need to draft it in such a way that it addresses France but is general enough to be imposed across the whole of TICA. F) We have limits on how many times a cat may be judged in a day -- do we need to factor something like that into the proposed rule? G) We have rules for the TICA show on how many times a cat is judged on the weekend however I don't think we can legislate for what other shows do in the same venue. H) Not trying to be negative because I support the move but I do think we need to consider both aspects carefully before deciding they aren't regulated. For example, yes we have rules that govern how many times a cat is judged in a *TICA* weekend but not how many times it is judged in a weekend that includes other organizations. Plus I think if a club declares a show closed and rejects regular entries but then accepts them from another organization's show that we have a potential legal issue so we at least need to discuss it -- as an exhibitor I would not be happy if you turned my entry down but then accepted another because it was entered in a non-TICA show.
