EXECUTIVE SUMMARY 1. This Indigenous Peoples Plan (IPP) reiterates the specific plan for addressing the indigenous peoples (IP)’ concerns/issues on the proposed rehabilitation of Malucsad-Guinaang- Puapo Farm-to-Market-Road (FMR) which is one of the subprojects under the Integrated Natural Resources and Environmental Management Project (INREMP). The proposed subproject is located in three barangays, namely Dangtalan, Malucsad and Guina-ang, Pasil, Kalinga Province. The proposed road rehabilitation has a total length of four (4) kilometers with a design width of four (4) meters, and 0.83 - 1 m shoulder and 0.67 m curb and gutter. The subproject will be implemented by the Municipal Local Government Unit (LGU) of Pasil. 2. The proposed subproject is located within the ancestral domain. The recognition of the area as Certificate of Ancestral Domain Title (CADT) is on-going, the provincial office of the National Commission on Indigenous People (NCIP) in Kalinga issued a certificate stating that the beneficiary barangays are within the identified ancestral domain of Pasil, Kalinga including Guina-ang ancestral domain and Dangtalan ancestral domain. 3. The subproject is classified as Category B for IPs based on the ADB Safeguard Policy Statement (SPS) 2009, given that the subproject has limited negative and positive impacts on the Pasil Tribe that will be affected. 4. The subproject will improve the mobility of the rural community and their access to social services. The IP famers use the road to transport their farm products and they pass through the road to the commercial center, Municipal, Provincial and National offices. 5. A public consultation meeting with barangay officials, IP residents, and the Municipal LGU of Pasil was held on April 26, 2018. Another public consultation meeting was conducted on November 14, 2018 (cluster type for Barangay Dangtalan, Malucsad and Guina-ang) with the participation of IPs living in the three barangays,
