Helicopter Operations:

The decision to continue helicopter operations until the end of November has been taken and two MI- 171s will continue to serve the relief efforts. Over the coming

week, the helicopters will be based from

the newly established Logistics Cluster hubs

in Laoag and Wallace Airbase in San

Fernando La Union; with limited sorties also from the hub in Baguio. As of November 15, UNHAS has flown 300 rotations for the Logistics Cluster carrying food, non-food MI-171 helicopter arriving in Tadian, Mountain Province items and medical cargo as well as medical and assessment teams to affected areas. LET:

Following the catastrophic flooding caused by Tropical Storm Ketsana and Typhoon Parma, a Logistics Emergency Team (LET) was activated in the Philippines, comprised of key team members from TNT, Agility and UPS who worked together to support the humanitarian sector with emergency response logistics. In particular, they have worked with the Logistics Cluster during the initial phase of the emergency through the provision of logistics specialist, assets, and transportation services. While some services offered under the agreement have now ceased, UPS have extended their support until the end of November and three trucks, one warehouse and a number of staff still remain available to the Logistics Cluster and inter-agency use.

Civil Military Coordination:

Civil Military Coordination is being managed through the National Disaster Coordinating Council (NDCC), lead government agency for the coordination of the relief response and chair of the Logistics Cluster with the support of the World Food Programme. The Armed Forces of Philippines (AFP) assets are being utilized to support the national Department of Social welfare and Development (DSWD), principally through the provision of staff and surface transport to facilitate operations and dispatches from the logistics hubs.

GIS:

The Logistics Cluster continues to provide mapping services to the humanitarian community. During the past week, updated Logistical Planning maps been released targeting the Benguet area as well as smaller maps focusing on flooded areas in the Lague De Bay area. The continuous assessment of road conditions and accessibility to remote communities in the north is ongoing.
