D. Emergency Incidents Monitored 1. Region II a) On or about 10:00 AM, 08 May 2009, one (1) ferry boat owned by Brgy Captain Nicanor Taguba of Gagabutan, Rizal, bound to Cambabangan, Rizal, Cagayan, to attend patronal fiesta with twelve (12) passengers on board, capsized while crossing the Matalad River. Nine (9) passengers survived while three (3) are still missing identified as Carmen Acasio Anguluan (48 yrs /old), Vladimir Acasio Anguluan (7 yrs /old) and Mac Dave Talay Calibuso (5 yrs/old), all from Gagabutan East Rizal, Cagayan. The 501st Infantry Division (ID) headed by Col. Remegio de Vera, PNP personnel and some volunteers from Rizal, Cagayan conducted search and rescue operations. b) In Nueva Vizcaya, 31 barangays were flooded: Solano (16), Bagabag (5), Bayombong (4), Bambang (4), in Dupax del Norte (1) and in Dupax del Sur (1). c) Barangays San Pedro and Manglad in Maddela, Quirino were isolated due to flooding. e) The low-lying areas of Brgys Mabini and Batal in Santiago City, 2 barangays in Dupax del Norte and 4 barangays in Bambang were rendered underwater with 20 families evacuated at Bgy Mabasa Elementary School. 2. Region III a) The 4.5 meter length dike in Brgy Del Pilar , San Fernando City totally collapsed. E. Status of Lifelines 1. Roads and Bridges Condition a) Impassable roads and bridges in Regions II, III, IV-B and CAR (Tab E) 2. Power Interruption and Status of Restoration a) Power has been fully restored in Gamu, Isabela b) Some parts of Tuguegarao, Cagayan; and in Bagabag, Nueva Vizcaya; Mercedez in Isabela have no electricity as of this time 2 c) Status of power restoration in Regions I (La Union, Pangasinan), II (Isabela, Cagayan) and CAR (Apayao) as of 07:00 AM, 10 May 2009 (Tab F) III. Humanitarian Efforts The total cost of assistance extended to the affected population in Regions I, II, III and CAR is PhP 2,063,476.75 (Tab G). Breakdown is as follows: NDCC (950 sacks of rice) PhP 866,875.00 DSWD 697,870.00 LGUs 498,731.75 A. NDCC 1. Facilitated the release of 950 sacks of rice to PDCC Pangasinan: 300 Anda, 150 Bolinao, and 500 for the MDCCs Burgos, Bani, Agno and CDCC Alaminos City. B. National Electrification Administration (NEA) 1. Power in Central Pangasinan (CENPELCO) and Zambales I (ZAMECO I) was restored. 2. LUELCO in La Union is still under patrol. C. NGCP Power Lines 1. Major transmission lines are on normal operations currently waiting for customer distribution lines for loadings. Some sub-transmission lines that are still out are under patrol. Repair works and restoration are on-going. D. Philippine Coast Guard (PCG) 1. Normal operation of all inter-island ships has resumed as of 09 May 2009. E. DSWD Services and interventions 1. DSWD-CO activated all Disaster Management Teams (DMTs) in regional and provincial levels to provide technical assistance to the concerned local government units. 2. Pre-positioned sufficient standby funds, family food packs and stockpile of relief commodities composed of food and non food items to the field offices ready for augmentation amounting to PhP2,797,456.50 broken down as follows: stand-by funds (Php885,492.88); stockpile of relief commodity (food PhP1,053,932.92) and (non food (PhP 858,030.70); and family food packs 7,086 pieces. 3. Social Welfare and Development (SWAD) Teams in all regions affected are in close coordination with Provincial/City Social Welfare Development Offices (P/CSWDOs) to provide technical assistance on rapid assessment, report generation, management of evacuation centers, and relief distribution. F. Armed Forces of the Philippines 1. Elements of 24IB, PA with personnel from 106 PPMG, PNP conducted clearing and rescue operations in Bolinao, Pangasinan. 2. The 501st Brigade provided engineering intervention to clear obstruction at Asupilo - Kiangan, Ifugao boundary road. 3 3. On 081507 May 2009, two (2) UH-1H helicopters with CO, 502Bde and party conducted aerial survey and damage assessment in Isabela, Ifugao and Aurora Province. 4. On 081655 May 2009, Huey II helicopter picked-up 49 persons from typhoon-affected areas in Brgy Santiago Mercedes and Brgy Luna, all in Cauayan, Isabela. G. Department of Public Works and Highways 1. District Disaster Preparedness Teams (DPPT) have been deployed to critical sections to monitor/attend to any emergency/contingencies that may occur. Regular maintenance activities are on its normal operations. H. Department of Education (DepEd) 1. DepEd Engineers/Regional/Division Physical Facilities Coordinators were instructed to conduct continuous monitoring. I. RDCC/Local DCCs 1. Region I a) OCD 1 coordinated with DPWH and 513rd Engineer Brigade of PN for the provision of manpower and heavy equipment required for the immediate restoration of power in La Union. Elements of PA106th, PMG and DPWH have started road clearing operations in Bani and Bolinao. b) PNP Aringay and Agoo conducted road clearing operations but efforts were hampered by heavy rains and strong winds. c) PDCC Pangasinan dispatched 500 packs of relief goods for Bolinao Elementary School and Community Hospital. d) The 24th Infantry Division PA and 106th provincial Mobile Group of PNP in the stretch of Bolinao town hall area. 2. Region II a) OCD II alerted DPWH II, DA RFU II, PDCC Nueva Vizcaya Rescue 933, PDCC Cagayan Rescue 29, PNP PRO2 Naval Force were alerted for possible deployment. b) DPWH II and Engineering District of Nueva Vizcaya, in coordination with OCD II and PNP conducted clearing operations at the flashflood and landslide areas. c) CASAFP Heli conducted rescue operations for the 30 persons trapped at the rooftop at Brgy Santiago, Reina Mercedez. 3. Region III a) Sta. Cruz LGU provided PhP21,912.00 worth of relief goods to the affected population in said municipality. 4. CAR a) PRO-COR - PNP Lagawe, Kiangan, Hingyon and Asipulo in Ifugao assisted in the SAR operations. b) RDCC CAR conducted an emergency meeting and discussed issues and concerns related to management of the effects. c) PDCC Benguet and CDCC Baguio mobilized its engineering equipment to clear roads and fallen trees. 4 d) PDCC Ifugao mobilized its responders to undertake SAR and retrieval operations in the affected areas and conducted damage assessment in the landslide areas. e) Governor Baguilat, PDCC Ifugao requested the availability of K9 dogs from the 502nd Brigade to assist rescuers/responders in locating the missing persons in Lagawe landslide. f) The Provincial engineering personnel proceeded to Kiangan-Asipulo-Lagawe junction roads to assist SAR operations. g) The DPWH Ifugao District Office proceeded to Lamut-Banaue roads to conduct road-clearing operations. h) The 502nd Brigade provided snipping dogs to assist PDCC Ifugao in locating victims in Lagawe. i) PAF TOG 2 Isabela provided helicopter to transport sniffing dogs to Lagawe. Report No. 3 – Population, Land Area, and Population Density is among the series of publications that present the results of the POPCEN 2015. This publication provides information on the population size, land area, and population density by region, province, highly urbanized city, and city/municipality based on the data from population census conducted by the PSA in the years 2000, 2010, and 2015; and data on land area by city/municipality as of December 2013 that was provided by the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR). Also presented in this report is the percent change in the population density over the three census years. The population density shows the relationship of the population to the size of land where the population resides.

W Coral reefs About one-third of Bolinao’s 30 villages and 50,000 people Bolinao depend on fishing to make a living (McManus et al. 1992:43), Bolinao + Mangroves Manila and the Bolinao-Anda coral reef complex serves as the spawn- ing ground for 90 percent of Bolinao’s fish catch. More than Bolinao municipality 350 species of vertebrates, invertebrates, and plants are har- vested from the reef and appear in Bolinao’s markets each Lingayen year (Maragos et al. 1996:89). Gulf Imagine, then, the dismay among local residents, marine researchers, and NGOs who learned in 1993 that an interna- tional consortium intended to build what was claimed to be the world’s largest cement factory right on Bolinao’s coral reef-covered shoreline. The cement industry ranks among the three biggest polluters in the Philippines (Surbano 1998), LUZON and the plans for the Bolinao complex included a quarry, power plant, and wharf. It can take 3,500 pounds of raw mate- rials to produce 1 ton of finished cement; pollutants com- monly emitted from this energy-intensive industry include nao’s coral reef system. Researchers found that about 60 per- carbon dioxide, sulphur dioxide, nitrous oxide, and dust— cent of the region’s corals had been killed, mostly through about 360 pounds of particulates per ton of cement produced.

The methodology employed in the project combined the 2000 Family Income and Expenditure Survey (FIES), 2000 Labor Force Survey (LFS) and 2000 Census of Population and Housing (CPH) to estimate poverty incidence, poverty gap, and poverty severity for the provincial and municipal levels. We acknowledge with thanks the valuable assistance provided by the Project Consultants, Dr. Stephen Haslett and Dr. Geoffrey Jones of the Statistics Research and Consulting Centre, Massey University, New Zealand. Ms. Caridad Araujo, for the assistance in the preliminary preparations for the project; and Dr. Peter Lanjouw of the World Bank for the continued support.     PRESS RELEASE Highlights of the Region II (Cagayan Valley) Population 2020 Census of Population and Housing (2020 CPH) Date of Release: 20 August 2021 Reference No. 2021-317 • The population of Region II - Cagayan Valley as of 01 May 2020 is 3,685,744 based on the 2020 Census of Population and Housing (2020 CPH). This accounts for about 3.38 percent of the Philippine population in 2020. • The 2020 population of the region is higher by 234,334 from the population of 3.45 million in 2015, and 456,581 more than the population of 3.23 million in 2010. Moreover, it is higher by 872,585 compared with the population of 2.81 million in 2000. (Table 1) Table 1.     Ecosystems & Development Journal 4(2): 54-64 April 2014 ISSN 2012-3612 RESEARCH NOTE Communities’ Perception of a Proposed Mine-Mouth Coal-Fired Power Plant Project in Benito Soliven, Isabela, Philippines Dhino Gegesa, Jennifer Marie Amparo.a, Carla Edith Jimenaa, Maria Emilinda Mendozaa, Emilia Viscoa, Mary Jane Comiab, Jo Anne Franciscob, and Jill Maynelle Rutorb ABSTRACT This study was conducted to determine the communities’ perception of the proposed mine-mouth coal-fired power plant project in the two barangays of Dagupan and Villaluz, in Benito Soliven, Isabela, Philippines. Focus group discussions and key informant interviews were used to gather data from local leaders and representatives from different sectors of the two communities. Participants were asked to answer a questionnaire to determine their socio-demographic characteristics, awareness and perception of the proposed project. Results showed general awareness among the respondents about the coal-fired power plant project, with only 12% of respondents from Dagupan and 9% from Villaluz claiming unawareness. That most respondents were aware of the project can be attributed to the information, education, and communication (IEC) campaign done by the Philippine National Oil Company-Exploration Commission (PNOC-EC). However, majority of respondents (53%) in Dagupan and close to half (44%) in Villaluz perceived that the project will have a negative effect on agriculture in the area. Other sectors that are seen to be negatively affected in both barangays included livelihood/economic at 41% and 40% respectively for Villaluz and Dagupan, social interactions at 44% and 36%, environmental at 47% and 31%, and resettlement at 41% and 36%. Project proponents have to dispel these negative perceptions to fully implement the project.

Forest Protection and Law Enforcement With the continuing efforts of the Provincial Government through the leadership of Hon. Faustino G. Dy III as Chairman of the Isabela Environment Protection - Task Force (ISEP-TF), the alarming dilemma on economic salvation and environmental imbalance is address to ensure protection, conservation, wise utilization and development of the remaining resources through the issuance and enforcement of Executive Order No 03 series of 2014 that strengthened the ISEP-TF.
