Rester Gulf States Marine Fisheries Commission Gulf States Marine Fisheries Commission September 2003 Introduction This is the third in a series of updates to the Gulf States Marine Fisheries Commission’s Annotated Bibliography of Fishing Impacts on Habitat originally produced in February 2000. The Commission’s Habitat Subcommittee felt that the gathering of pertinent literature should continue. The third update contains 52 new articles since the publication of the last update. The update uses the same criteria that the original bibliography and first and second updates used to compile articles. It attempts to compile a listing of papers and reports that address the many effects and impacts that fishing can have on habitat and the marine environment. The bibliography is not limited to scientific literature only. It includes technical reports, state and federal agency reports, college theses, conference and meeting proceedings, popular articles, and other forms of nonscientific literature. This was done in an attempt to gather as much information on fishing impacts as possible. Researchers will be able to decide for themselves whether they feel the included information is valuable. Fishing, both recreational and commercial, can have many varying impacts on habitat and the marine environment. Whether a fisher prop scars seagrass, drops an anchor on a coral reef, or drags a trawl across the bottom, each act can alter habitat and affect fish populations. -

Upper Red Lake 04-0035-01 BELTRAMI COUNTY Lake Water Quality Summary Upper Red Lake is located to the west of Waskish, MN in Beltrami County. The western half of the basin is located within the Red Lake Reservation. Upper and Lower Red Lake together is the largest inland water body in Minnesota. Upper Red Lake covers 119,274 acres and has a maximum depth of 15 feet (Table 1). Upper Red Lake has 41 inlets and one outlet, which classify it as a drainage lake (Figure 1). Water exits Upper Red Lake to Lower Red Lake and enters the Red Lake River, which flows west to the Red River. Water quality data have been collected on Upper Red Lake since 1990 (Tables 2-3). These data show that the lake is eutrophic (59), which is characteristic of dense aquatic plant growth and algae blooms in late summer. The Upper Red Lake walleye fishery is one of the most valuable resources to the local and state economy of all the lakes in Minnesota. Upper Red Lake is monitored extensively by the Red Lake Department of Natural Resources. This long-term data set is beneficial in future planning for this economically and ecologically valuable water resource. The Upper Red Lake Area Association is active in outreach, tourism promotion, and area events. Its mission is “To promote and enhance the Upper Red Lake Area, and the economic, commercial, and social interested of its inhabitants.” Table 1. Risk assessment is the management approach or framework of choice in many disciplines, including health care and research, engineering design, and particularly the insurance sector which relies on the best available forward projections of natural hazards and accidents. The marine manage- ment community, which includes researchers, practitioners, and resource managers responsible for individual targeted stocks, aquaculture activ- ities, and the marine environment in general, has been slower to take up quantitative risk assessment approaches. Whilst there are prominent examples where risk assessment and management approaches have been applied, they are relatively few. This article theme set presents examples of such and identifies tools and approaches that can be applied to coastal and oceanic marine systems worldwide. The methods developed and the lessons learned from these studies can be used to guide researchers, practitioners, and resource managers. -
