About Dr Jayaprakash Narayan Dr. Jayaprakash Narayan is a leading Member of the Andhra Pradesh Legislative Assembly and President of the Lok Satta Party. As a practitioner and champion of clean politics and citizen-centered governance, he is a renowned national figure and a popular youth icon. He is a physician by training who went into the Indian Administrative Service in the aftermath of the Emergency and failure of the Janata Experiment. He was a topper in the IAS exam. During the 16 years of distinguished public service in various capacities, he acquired a formidable reputation in the State of Andhra Pradesh. Some of his major accomplishments while in government • As Joint Collector, he worked for the speedy rehabilitation of 8000 youth from displaced families of Visakhapatnam Steel Plant • As Collector of Prakasam District, he was instrumental in the creation of a record 2,00,000 acres of irrigation , the largest such program with direct participation of people • As Collector of East Godavari District, he spearheaded the reconstruction of drainage and irrigation network in Krishna and Godavari deltas. • He served as Secretary to both Governor and Chief Minister of Andhra Pradesh. • He worked on strengthening of the credit cooperatives and making them independent of government control. His other accomplishments include several major policy initiatives, including • empowerment of parents in schools • speedy justice through rural courts • economic reform and restructuring of AP • development of the Infocity in Hyderabad • the much-acclaimed law for self reliant cooperatives(1995) • empowerment of local governments and stakeholders In spite of an impressive personal achievement, Dr Narayan's experience in government convinced him that faulty governance process was the biggest hurdle to India and Indians achieving greater success. And what India needs today is a fundamental change in the rules of the game and not a periodic change of players. In order to translate his vision into practical reality, he resigned from Service (IAS) in 1996, and worked with like-minded colleagues for the formation of Lok Satta. Lok Satta has emerged as India’s leading civil society initiative for governance reforms. The movement is driving the electoral and governance reforms agenda of the country with several notable successes to its credit. Dr. Narayan has been felicitated with several laurels. These include: • Honored with the " Rotary Manav Seva Award 2002 " for his crusade against corruption • Awarded the " Yudhvir Memorial Award 2002 " for his outstanding contribution to the cause of good governance. • Awarded the “Dr.Rustam D.Ranji Rotary Award” by Rotary Club of India, September. • Awarded the “D. Ch. Tirupathi Raju Memorial Award 2004” in recognition of his relentless efforts to improve democratic governance, July. • Honored with prestigious "Dr.Pinnamaneni Sita Devi Foundation Award" , December. • Honored with the “Bharat Asmita Jana Jagran Shreshta” - a Bharat Asmita National Award by MIT School of Management, Pune in recognition of his contributions in the area of Public Awakening, February. • Felicitated by the Hyderabad Software Exporters Association, Hyderabad in recognition for his contribution to the growth of IT industry in Andhra Pradesh, February. Hundreds of other awards and citations were conferred upon him by citizens and leading organizations. Dr Jayaprakash Narayan has served on several important national panels that are widely acknowledged to have made decisive contributions to governance and democratic reforms in India. Notable among them are: • The National Advisory Council (NAC) to the Prime Minister of India, from July 2004-August 2006. His notable contributions include the drafting and subsequent enactment of the historic Right to Information (RTI) Act (2005) and the National Rural Health Mission (NRHM). • Vigilance Advisory Council constituted by the Central Vigilance Commission, November 2004 – Feb 2008. • The Second Administrative Reforms Commission constituted by the Government of India under the Chairmanship of the then Law Minister, September 2005 – August 2007. • Relief and Rehabilitation Oversight Group on Sardar Sarovar Project constituted by the Prime Minister of India (2006), under the chairmanship of VK Shunglu. The principles and recommendations harmoniously reconciled conflicting interests and have greatly shaped the contours of subsequent Relief and Rehabilitation (R&R) instruments for project affected peoples (PAPs) across India. He is currently serving as its President. In the summer of 2009 he was elected as a Member of the Legislative Assembly of Andhra Pradesh from Kukatpally Assembly Constituency in a watershed general election. His reputation across the State and the country is that of a passionate and committed ‘model legislator’. His landmark contributions are in areas of law-making, constituency development, public policy, citizen-centered governance and executive oversight. For instance, he piloted the landmark Prevention of Corruption (Amendment) Bill, 2009 for Andhra Pradesh to ensure swift investigation, prosecution and punishment including confiscation of assets in cases of corruption by public servants. He is the leading proponent of fundamental reforms in agriculture including market liberalization in agricultural produce, enhancement of agricultural incomes and rejuvenation of rural economy. His advocacy has resulted in several major outcomes; for instance, the Govt. of India lifted of restrictions on rice exports (which were in place despite record harvests and overflowing godowns) to ensure better incomes for distressed farmers. Anti-Corruption Institutions – Lokpal & Lokayukta: Through FDR, Dr. Narayan led the cause of constructive, collaborative and intensive research based efforts at the national level to bring together a broad and meaningful consensus on the required reforms to curb corruption and means to achieve them. This effort resulted in the landmark Round Table on Lokpal Institution held in New Delhi (April 24, 2011) that brought together the finest, most credible and leading jurists (including former Chief Justices of India and Supreme Court Judges, fmr Attorney General of India), civil society activists including members of Lok Pal Drafting Committee constituted by the Government of India, reform advocates and serving and former civil servants who served at the highest levels in government. This Round Table was held on the platform of Citizens for Public Accountability, with the collaboration of Transparency International India (TII), Center for Media Studies (CMS) and Lok Satta. His effort resulted in a landmark publication Comparative Statement on Lokpal that served as the basis for the Round Table Discussion. Subsequently, his proposals on evolving and establishing an independent and effective Lokpal-Lokayukta-District Ombudsman mechanism through a comprehensive union legislation have been taken up at the highest levels in the government and the Parliament. The Parliament of India’s Standing Committee on Personnel, Public Grievances, Law and Justice has invited Dr. Narayan to present his proposals on Lokpal institution and related reforms. Judicial Reforms: He is a long-standing and leading advocate for the creation of an All India Judicial Service (AIJS) and National Judicial Commission (NJC) towards ensuring quality and excellence in subordinate judiciary and enhancing accountability in the higher judiciary, C:\Documents and Settings\Shailendra\Local Settings\Temporary Internet Files\Content.IE5\CECL9XQL\About Dr Jayaprakash Narayan-Sep 14 2011.doc Page 3 of 4 respectively. In collaboration with eminent jurists Justice MN Venkatachaliah, Justice JS Verma (both former Chief Justices of India) and Justice VR Krishna Iyer (former Supreme Court Judge), he made sustained efforts and interacted extensively with senior national leaders in the government and major political parties on this issue.
