The Accountable Authority under Section 46 of the Public Governance, Performance and Accountability Act 2013 is responsible for the preparation and content of this report in accordance with the Public Governance, Performance and Accountability Rule 2014. This report reviews the Northern Land Council’s performance and illustrates the commitment and achievement of the Council and our staff throughout the year. Savannas are the major biome of tropical regions, spanning 30% of the Earth’s land surface. Tree : grass ratios of savannas are inherently unstable and can be shifted easily by changes in fire, grazing, or climate. We synthesize the history and ecological impacts of the rapid expansion and eradication of an exotic large herbivore, the Asian water buffalo (Bubalus bubalus), on the mesic savannas of Kakadu National Park (KNP), a World Heritage Park located within the Alligator Rivers Region (ARR) of monsoonal north Australia. The study inverts the experience of the Serengeti savannas where grazing herds rapidly declined due to a rinderpest epidemic and then recovered upon disease control. Buffalo entered the ARR by the 1880s, but densities were low until the late 1950s when populations rapidly grew to carrying capacity within a decade. In the 1980s, numbers declined precipitously due to an eradication program.

    Building a Medicare Local as unique as the Territory itself Diane Walsh1, Andrew Bell1 1Northern Territory Medicare Local As I’m sure you will have all heard before… the Northern Territory is different…or at least that’s what we all like to think up there, so when presented with the opportunity to form a new primary health care organisation for the whole of the Territory, we started with the premise that a unique set of circumstances required a unique solution. In the Northern Territory Medicare Local, we believe we have created an organisation that will have the capacity to address the complex opportunities and challenges of our extraordinary region. The first and most obvious challenge is that it’s big. The NTML boundary covers a land area of more than 1.3 million km2, but the population is small. There are only five urban centres, with populations of 120,000 in the greater Darwin area, under 30,000 in Alice Springs 10,000 in the Katherine region, 5,000 in Nhulunbuy and 4,000 in Tennant Creek, plus a large number of remote and very remote communities varying in size from as small as 100 up to a few thousand. We are young, having the lowest median age in Australia...and we continue to maintain a population of more males than females. In comparison to the whole of Australia where the indigenous population is estimated to be less than three per cent, approximately 30% of the population is Aboriginal. Thirty per cent of the Aboriginal population live in areas officially classified as outer regional and remote.

E-mail: [email protected] Abstract – Three new species of Ctenotus Storr, 1964 (Reptilia: Sauria: Scinci- dae), C. halysis sp. nov., C. mesotes sp. nov. and C. vagus sp. nov. are described. Previously confused with C. decaneurus Storr, 1970 or C. alacer Storr, 1970, C. halysis sp. nov. and C. vagus sp. nov. are members of the C. atlas species com- plex. Ctenotus mesotes sp. nov. was previously confused with C. tantillus Storr, 1975 and is a member of the C. schomburgkii species complex. The new taxa are terrestrial, occurring in woodland habitats on sandy soils in the Kimberley region of Western Australia and are distinguished from congeners by combi- nations of body patterns, mensural and meristic characteristics. Comments are provided on the taxonomic status of C. yampiensis Storr, 1975 which is considered, as in the original description, a subspecies of C. decaneurus. Re- descriptions of C. d. decaneurus and C. d. yampiensis are provided. Here, we explore the emergence of phonological stratification using two alternative forced-choice (2afc) identification task experiments to test listener perception of stop voicing with contrasting minimal pairs modified along a 10-step continuum. We examine a unique language ecology consisting of three languages spo- ken in Northern Territory, Australia: Roper Kriol (an English-lexifier creole language), Gurindji (Pama-Nyungan), and Gurindji Kriol (a mixed language derived from Gurindji and Kriol). In addition, this study focuses on three distinct age groups: children (group i, 8>), preteens to middle-aged adults (group ii, 10–58), and older adults (group iii, 65+). Results reveal that both Kriol and Gurindji Kriol listeners in group ii contrast the labial series [p] and [b]. Contrarily, while alveolar [t] and velar [k] were consis- tently identifiable by the majority of participants (74%), their voiced counterparts ([d] and [g]) showed random response patterns by 61% of the participants.     UPPSALA UNIVERSITY master thesis The department for linguistics and philology spring term 2007 A grammatical sketch of Ngarla: A language of Western Australia Torbjörn Westerlund Supervisor: Anju Saxena Abstract In this thesis the basic grammatical structure of normal speech style of the Western Australian language Ngarla is described using example sentences taken from the Ngarla – English Dictionary (by Geytenbeek; unpublished). No previous description of the language exists, and since there are only five people who still speak it, it is of utmost importance that it is investigated and described. The analysis in this thesis has been made by Torbjörn Westerlund, and the focus lies on the morphology of the nominal word class. The preliminary results show that the language shares many grammatical traits with other Australian languages, e.g. the ergative/absolutive case marking pattern.
