As we got the fi~al approval from the Austrian Government for fins..~cing the ur.ited Nations Office at Vienna {UNO"'v)/CM.E reconstructior. programme in Pakrac this week, we urgently need Mr. Kulic to speed up c~rr.ting out the iq,lementation of o~r projeet taking into con&i~eration that i,.fQre the coming winte: as many houses as possi~le must be rop-.ired.. (Attached ~ind a brief ~9po~t on the status of the proj~t.) since Ma~ch 'l993 we have negotiated the tmOV/CAREreconstruction proposal o.nd worKing conditions with the lecal authorities. THE RECENT RAISING OF TENSION IN SECTOR WEST REPORTED BY VARIOUS UNPROFOR AND ECMMSOURCES, COUPLED WITH THE WARNINGS WE RECEIVED BY BOTH SIDES (DEGORICJA AND GEN. NOVAKOVIC) SEEMS TO BE BASED ON THE BUILD UP OF FORCES AND THE RECENT SEQUENCE OF INCIDENTS. NOTABLY, IN SEPTEMBER THE ARREST OF THE UNOV SERB INTERPRETER BY THE CROATIAN POLICE IN PAKRAC, CROATIAN FLAG IN THE SCHOOL, THE EXPLOSION AT THE OKUCANI MEMORIAL CELEBRATION, THE AMBUSH TO 5 CROATIAN POLICEMEN, THE CASE OF ARGBATT PREVENTING SERBS TO CARRY LONG ARMS, THE ARREST OF 4 SERBS BY CROATIAN POLICE, THE EXPLOSIONS AT KUTINA CROATIAN BARRACKS. MOST SIGNIFICANT IS THE ARREST OF DZACULA (MAYOR OF PAKRAC) AND ECIMOVIC (FORMER "MINISTER OF INFORMATION") AND KULIC, HEADING THE SOCALLED MODERATE GROUP INVOLVED IN THE PEACE BUILDING PROJECTS, BY THE NEWLYAPPOINTED CHIEF OF POLICE FOR KRAJINA DURING MARTIC VISIT TO THE SECTOR, ALLEGEDLY BECAUSE OF DIRECT TALKS WITH THE CROATS. 2. A BUILD UP OF TROOPS ON CROATIAN SIDE BOTH IN SECTOR WEST AND IN SI SAK - PLASKI AREA IS REPORTED BY THE UNMO. CROATIA SEEMS TO INCREASE THE PRESSURE ON SECTOR WEST, BOTH LOCALLY AND AT HQ ZG LEVEL. ACCORDING TO SECTOR WEST THE MEDAK EVENTS COULD HAVE ENHANCED (AT LEAST INITIALLY) CROATIAN ARMY MORAL AND HARDENING OF THEIR ATTITUDE HAS BEEN NOTICED. HOWEVER, ACCORDING TO MIO THE CROATS DO NOT HAVE ENOUGH STRENGTH IN THE AREA TO UNDERTAKE A MASSIVE MILITARY ACTION. THE QUESTION IS WHAT KIND OF INTERVENTION THEY WOULD UNDERTAKE, AS A MEDAK-LIKE LIMITED INCURSION COULD BE POSSIBLE MILITARILY MORE LIKELY BY MOBILISING AT LEAST THE BRIGADES LOCATED IN KUTINA AND NOVA GRADISKA, RESPECTIVELY WEST AND EAST OF THE HIGHWAY. A KEY DISSUASIVE FACTOR IS THE WARNING MESSAGE RELAYED BY MLADIC DURING HIS 2 RECENT VISITS, NOTABLY THAT BOSNIAN SERBS WOULD BE READY TO INTERVENE FROM B.H. IN CASE THE HIGHWAY IS TARGETED BY CROATIAN ARMY. REPORTEDLY THEY WOULD HAVE THE CAPABILITY TO QUICKLY REDEPLOY SUBSTANCIAL FORCES TO SECTOR WEST AT THE MOMENT. 3. A DEEPER LOOK INTO THE RECENT DEVELOPMENTSSHOWS THAT THERE CAN BE SEVERAL ASSESSMENTS OF THE THE EVENTS ABOVE. THE INCREASED TENSION COULD BE PART OF THE PROCESS OF THE INTERNAL POWER STRUGGLE, CARACTERIZED BY THE STRENGTHENING OF MARTIC MILITIA "ORDER" ALL OVER KRAIJNA, OR AS INDIVIDUAL INITIATIVES ON THE WAVEOF THE EMOTIONS SPURRED BY THE MEDAKTURN OF EVENTS AND, FOR THE SERBS, THE CONFIDENCE GENERATED BY GENERAL MLADIC RECENT VISITS TO THE SECTOR. THE SERB-MARTIC LINE WAS TO PUT SECTOR WEST MORE UNDER THE KNIN CENTRAL CONTROL AND LINED UP WITH THE REST OF "RSK", SOMEHOWTO AVOID HAVING A "COSY" SECTOR. LOCALLY, A WAITING ATTITUDE IS NOTICED AND COULD BE INTERPRETED AS IF, WHILE STRENGTHENING THE DEFENCE POSITIONS, THEY FELT SOMEHOWWHAT THE DESTINY OF THIS AREA WOULD BE. .. 4. WITH REGARD TO CROATIA, THERE MIGHT BE A LONG TERM CROATIAN PLAN TARGETING THE HIGHWAY, RELATED TO THE OUTCOMESOF THE DEALS BETWEEN TUDJMAN AND MILOSEVIC ON THE FUTURE ALLOCATION OF THE SECTORS, BUT NOT NECESSARILY FOR IMMINENT ACTION. 5. CROATIAN WARNINGS OF ESCALATION AND THE ORCHESTRATION OF "FISHER CASE" COULD BE SEEN AS A WAYTO PUT PRESSURE ON UNPROFOR AND SCAPEGOAT THEIR OWNRESPONSABILITY, DIVERTING ATTENTION FROM MEDAKAREA. IN FACT, CROATIA HAS INCREASED THE PRESSURE ON THIS SECTOR SINCE THE SERBS HAD STARTED CARRYING LONG ARMS AND BUILDING TRENCHES ON THE CFL. (MAY-JUNE '93) IT SEEMS THAT THE DETERIORATION IS RELATED TO THE PROVOCATORYAND UNCOOPERATIVE ATTITUDE OF THE TWO SIDES RATHER THAN TO CHANGES IN UNPROFOR SECTOR WEST AS BOTH SIDES HAVE RECENTLY HINTED. 6. THE CROATIAN WARNINGS COULD BE A BIG BLUFF TO KEEP THE TENSION UP IN VIEW OF THE RENEWAL OF THE MANDATEAND TO DIVERT OUR ATTENTION FROM OTHER PROBLEMS/OBJECTIVES. HOWEVER, CONSIDERATION SHOULD BE GIVEN TO THE INTERNAL TURMOIL IN CROATIA IN VIEW OF THE SYMBOLIC MEANING OF THE HIGHWAYAND THE USE DONE IN THE PAST OF MILITARY ACTIONS FOR INTERNAL POLITICAL PURPOSES. THE OVERHEATEDEMOTIONAL CLIMATE DEVELOPED IN CROATIA, TOGETHER WITH THE POLARIZATION IN INTERNAL THE POLITICAL ARENA COULD INFLUENCE THE DECISION-MAKING PROCESS AND LEAD TO A MILITARY ACTION AIMED AT UNITING THE COUNTRY WITH A NEW WAVE OF NATIONALISM, RESTORE CONSENSUS IN THE LEADERSHIP AND DIVERT FROM BURNING INTERNAL PROBLEMS TUDJMAN IS FACING. IN FACT, IN THE EXACERBATEDCLIMATE OF RESENTMENT AGAINST UNPROFOR ORCHESTRATED BY THE AUTHORITIES THROUGH THE MEDIA, A CROATIAN ARMY ACTION MIGHT GAIN POPULAR SUPPORT. 7. ANOTHER DESTABILYSING FACTOR IS THE REDEPLOYMENTOF CANBATT WITH THE HEAVY EQUIPMENT OUT OF THE PREPARED POSITIONS ON THE HIGHWAY, WHICH HAS DOUBTLESS REDUCED UNPROFOR 'S CREDIBILITY, NOTABLY CONCERNING OUR CAPABILITY TO DISSUADE THE CROATS FROM MOVES TOWARDSTHE HIGHWAY, THAT WE HAD PUBLICLY ANNOUNCEDAFTER THE 22 OF JANUARY EVENTS. THE PERCEPTION OF AN UNPROFOR POWER VACUUMCOULD BE A DECISIVE ELEMENT FOR CROATIAN SIDE. 8. AGAINST THIS BACKGROUND, IT MIGHT BE USEFUL TO PURSUE THE PROPOSAL TO ESTABLISH A "BUFFER ZONE" (HQ FAX 4268, 23 SEPTEMBER), WHILE KEEPING THE POLITICAL PRESSURE ON THE SIDES AT ALL LEVELS TO EXERCISE RESTRAINT. In the afterr,oonof 23 September, in the presenceof the Military 1udge, his secretary, Mr. Platzer, Mr. Opoku, and the two UNOV intexpreters, a police general escorted Mr. Zjalic, handcuffed, into the judge's chambers. The handcuffs were later remQved. Simo Zjalic appeared to be well. Asked by the judge whether he had complaints abou: food, conditions, e:c, he said no. Under the circumstances this ans...,-erwas to be expected. We ~ed Mr. Zjalic of t.1leUN's ooncem about his detention and the efforts being made to sec-ure his release from detention. Mr . Zjalic e~pressed the hope lhat t.w "misunderstandini• would be resolved soon. 11-.ejudge also expresse-:ithe hope that these inve.sti.gationscould be concluded soon. It received 60% of the votes in elections in Sector West on 7 February 1993. If a new election were held today, this party would get the same percentage of votes and might even do a little better, according to Mr. Delac, Mayor of Pakrac. 2) ~ Is Croatian Social Liberal E,arty. This party received 20% of the votes in the February elections. HSLS leans slightly to the left of the political spectrum. 3) HSE_ rs the Croatian Party of Rights. It received 15% of the votes in the February elections. HSP political orientation is extremely to the right of the political spectrum. Its national leader is Mr. Dobroslav PARAGA. Mr. Paraga campaigned very hard in this area and was critical of UNPROFOR. Is the Croatian Peasants Party. It has a very small following in this area and leans to the right. Its leader is Mr. Drago STIPAC. 5) SW Is the Social Democratic Party. Its membership is made up exclusively of former communist party members, and is considered to be extremely to the left of the political spectrum, at least according to Mr. Delac. Its leader is Mr. Ivica RACAN. 6) Independents: This is a group of people who call themselves Independents. Some of its members are former HDZ members. HSS,SDP and Independents, taken together, received about 5% of the votes in the last election in February 1993 . .11lwL - Yusuf Khalaf civil Affairs Officer 24 September 1993 SECTORWEST , PJofileof Croatianlocal authoritiesand politicalleaders of DaruvarmunicipalitJ'. 1. Mr. Cegledi was elected to the po~1of tbe Mayor of Daruvar in Fehruary 1993 and took his office on 17 May 1993. Being a member of Croatian People's Party, he was elected on the list of candidates supponed by the local section of Group of Independent,; which mainly included factions of Croatian Democratic Union (HDZ) and Croatian People's Party (HNS), which were dissatisfied with the polk-y of locaJ leaden; of these parties in Daruvar municipality. In his election campaign Mr. Cegledi was also supported by Czech Union and Croatian Party of Right-. (HSP). According to Mr. Cegledi, he was elected "as a representative of local people who knew their need.c;." Mr. Cegledi is a local citizen. Before the war he worked ac; a professor of mathematics in the Daruvar high school. He did not participate in the 1991-1992 hostilities, but was an active member of a civil Croatian protect.ion group in Daruvar. Hi.,; son voluntarily joined the Croatian Army in 1991. According to Cegledi, the main task of UNPROFOR at the moment in Sec!l1r West is to organize efficient protection of the ceasefire line and security on the Croatian controlJe 2. Mainpolitical part]~ and woupsio Daruyar rnunidpalit;:: A. Accorcting to Cegledi, Groupof lndeix;ndentc;and Hl2Z are now the most popular parties io Daruvar. They receive practically equal suppmt of local Croatian citizens (around 30 per cent of adult population each). He assumes that if HDZ leaders in Zagreb change their policy (be avoided mentioning what kind of changes should, in his opinion, be marle) "positions of the local HDZ Se{.°'tiOn might become stronger than those of Independents, although the previous HDZ local leaders unwillingly made everything possible to destroy HDZ image in Daruvar by their actions". This actually helped Cegledi to win the election ~mpaign (be got six times more votes than the HDZ candidate)_ B. CroatianSocial-Liberal Party (HSLS) is also popular in the Daruvar municipality. Mr. Debic actively participated in the 1991-1992 hostilities, was one of the organizers of Croatian volunteers' battalion in the region. The Croatian authorities (Messrs. Tomas and Delac) last week gave their approval for such a meeting but the Serb side (Mr. Vitez) immediately went cold on the idea, which he himself had been pushing, following the 9 September Croatian attacks in Sector south. 2. At our meeting with the Serb leaders in Okucani on 3 September, Mr. Vitez said that Knin had decided to postpone all ontacts with the Croatians until the issue of Croatian aggression in Sector South has been settled. Meanwhile, a very significant development on the Serb side was the arrest on 21 September of Mr. Dzakula, former President of the Regional Council of Western Slavonia, who was ousted by the Knin faction in April 1993 and labelled by them as a traitor. 4. We understand that at around 0630 hours on 21 September, Mr. Dzakula's house was surrounded by about 18 members of a special unit of the "RSK Police" led by Mr. ~sta Zarkovic, who until recently was our chief interlocutor for the police on the Serb side _ of Sector West, and who we now understand is in charge of the whole · ,:- RSK" Police in Knin. Mr. Dzakula was taken to an undisclosed '-- ocation. Serb sources tell us that Mr. Mladen Ku lie, Former Vice President of the Regional Council of Western Slavonia, and Mr. Dusan Ecimovic, former Minister of Information of the "RSK", were also arrested. 5. The Knin authorities in Sector West have grown increasingly angry at Kr. Ozakula's so-called "moderate" activities in Sector West over the past six months, including his contacts with UNPROFOR, and his visits to see the croatian authorities in Zagreb assisted by UNPROFOR. They have clearly decided to do something decisive about this irritant. Civil Affairs and CivPol continue their work aimed at protection of human rights of ethnic minorities on both sides of the Sector. Issues of granting citizenship to local Serb citizens and to Croats who came to the Government-controlled territory from Bosnia (exchange of houses) were raised again with the Mayor of Grubisno Polje municipality. 7. CivPol visited the military prison in Zagreb on 17 September 1993, and found there one of the two Serbs kidnapped by the Croats on the Serb-controlled territory on 6 August 1993. Croatian officials had previously denied any knowledge of existence of these two kidnapped Serbs. This issue was raised during the meeting with the Croatian Coordinator for UNPROFOR in Sector West. Zagreb, September 22, 1993 22/09 '93 14:23 '5'453 453 GOSPODARSTVO iai002 ., HINA THE SIGNATORIES OF THE "DARUVARAGREEMENT" - ECIMOVIC, DA.KULAAND KULIC - AR.RESTEDIN OKUCANI NOVA GR.ADI.SKA, September 22 (Hina) The Okueani radio station announced yesterday that the Serbian authorities' police arrested Dusan Eeimovie, Veljko Dakula and Mladen Kulic in Okucani and took them to Knin, no reasons for these arrests were mentioned. Ecimovc, Dakula and Kulie were the signatories of the Daruvar agreement in March this year, in which agreement they have, as representatives of the Serbs from Western Slavonia, recognized Croatian sovereignty in Western Slavonia and, by acting so, they have taken part in the efforts to gradually normalize liv-ing in the occupied areas. Until then, they held high positions within the Serbian occupation authorities. Dakula was the Deputy Prime-minister and the Deputy President of the so-called Regional Council of Western Slavonia, and ECimovi~ was the Minister of Information. Following the signing of the Daruvar agreement, all of the Serbs in the Western S]avonia who have been for the negotiations with the Croatian authorities and for the peaceful solution of the problem, found themselves in a position where the extremist Serbs were not benevole.nt towards them any more, so that they were removed from the political scene. Ecimovic resigned, Dakula was recalled from all of his political duties. There were also some arrests at that time, some of the houses were brought down with explosi~es and other ways of terrorising those Serbs willing to recognize Croatia as their own state were enforced. The Civil Affairs employees of UNPROFOR have announced some for'thcoming talks between the Croatian civilian authorities' representatives and the Serbs from Western Slavonia, however, it has not been mentioned who would the representatives from Okutani be. In addition to the mentioned arrests, harassment of the civilian population in Okucani has been increased over the course of the last couple of days. All of the employees have to give a part of their salaries to the members of the Serbian army, and the firms, institutions, salesmen and the restaurant owners have to give some additional sums in order to buy clothes and shoes for the Serbian soldiers. Zagreb, September 22, 1993 '8'453 453 • HINA THE SIGNATORIES OF THE "DARUVAR AGREEMENT" - ECIMOVIC, DAXULAAND KULIC - ARRESTED IN OKUCA.Nl NOVA GR.ADISKA, Sept ember 22 (Hi na) The Okueani radio station announced yesterday that the Serbian authorities' police arrested Dusan Eeirnovie, Veljko Dakula and Mladen Kulic in Okucani and took them to Knin, no reasons for these arrests were mentioned. Ecimovc, Dakula and Kulie were the signatories of the Daruvar agreement in March this year, in which agreement they have, as representatives of the Serbs from Western Slavonia, recognized Croatian sovereignty in Western Slavonia and, by acting so, they have taken part in the efforts to gradually normalize living in the occupied areas. Until then, they held high positions within the Serbian occupation authorities. Dakula was the Deputy Prime-minister and the Deputy President of the so-called Regional Council of Western Slavonia, and E~imovi~ was the Minister of Information. Following the signing of the Daruvar agreement, all of the Serbs in the Western Slavonia who have been for the negotiations with the Croatian authorities and for the peaceful solution of the problem, found themselves in a position where the extremist Serbs were not bcnevol ent towards them any more, so that they were removed from the political scene. Ecimovic resigned, Dakula was recalled from all of his political duties. There were also some arrests at that time, some of the houses were brought down with explosives and other ways of terrorising those Serbs willing to recognize Croatia as their own state were enforced. The Civil Affairs emp 1 oyees of UNPROFOR have announced some forthcoming talks between the Croatian civilian author~ties' representatives and the Serbs from Western Slavonia, however, it has not been mentioned who would the representatives from Okueani be. In addition to the mentioned arrests, harassment of the civilian population in Okutani has been increased over the course of the last couple of days. All of the employees have to give a part of their salaries to the members of the Serbian army, and the firms, institutions, salesmen and the restaurant ovmers have to give some additional sums in order to buy clothes and shoes for the Serbian soldiers. Tension is steadily increasing in Sector West, for the reasons set out in CAC's situation report dated 19 Augu~i t 99r - 2. The Croatians and Serbs are attacking each other physically, and wjth propaganda, in this Sector. Equally disturbing is that they are both trying increasingly to shift the blame for their _own violent actions onto UNPROFOR, and are now harassing United Nations civilian ~1affas well as officially threatening further hann to local Civil Affairs staff. ; 3. The Croatian media tried to blame UNPROFOR (particularly ARGBAT) for failing to prevent the explosion which killed four Croats (includingthree army officers) at Kusonje. near Pakrac, on 8 September. UNPROFOR's Force Commander rejected this allegation at a press conference in Zagreb on 9 September, and made clear that the Croatian police had given UNPROFOR only 30 minutes warning of the event at which the explosion occurred, and had failed to carry out a proper search for mio.esat the site, as advised by UNPROFOR. 4. · furthermore, the Croatians have increased tension in the Sector over this past week by misleading UNPROFOR at high l~cl concerning whether or not 7...agrchis holding two Serbs who disappeared in Sector West on 6 August; and by arresting a United Nations interpreter in Pakrac on 1 September. ln addition, the Mayor of Daruvar on 9 September expressed to CivPol and Civil Affairs his •concern" that Croats might-re~!.ifte aga1nst UNPROFOR ~-tafffor the killings at Kusonje. - · 5. The above events have led to increased tension on the Serb side, whose authorities have now threatened to arrest United Nations Croatian staff if they cross to the Serb-controlled area.~. a threat which .is directly impeding our ability to assist both sides. 6. It appears pos."iblethat the Croatian authorities are deliberately aiming to destabilize the situation. and UNPROFOR's work, in Sector We.~. with the further possible aims of (a) bringing the army into the Sector and/or (b) securing a change in UNPROFOR's mandate. 7. Against this deteriorating background, Civil Affairs and CivPol have continued their work aimed at protecting·human rights of ethnic minorities on both sides of the Sector. The issue of granting Croatian citizenship to local Serb citizens was raised once again with the Mayor of Daruvar. The question of crossing the Ceasefire Line by local citizens· was raised with the Chiefs of local police in Grubisno Polje and Ok:ucani. Civil Affairs and UNHCR continued to provide humanitarian assistance for elderly and sick people in the Sector. At our regular weekly meeting with the Serb leaders in Okucani today, they (predictably) denied any involvernen~ in yesterday's killings. Col. Celeketic, Commander of the 11RSK" Army in Sector West, said: "I would like to have carried out that incident, because we are at war with the Croats. But we did not carry it out •••.• There are deep splits between various parts of the Croatian armed forces: it is clear that the Croatian special police were responsible for the explosion, and that they cynically sacrificed their own people. We shall not kill our o~n people in the same way, i.e. to create diversions. I ask you to advise the Croatian authorities to stop making their dirty accusations, to leave us alone, and also please tell them that if they want an honest fight, we are preparing for it, and we are ready." 3. I should recall that after four Croatian policemen were killed in an ambush in the sa1t1e area on 5 August, the Serb leaders similarly said they were not involved and that "the policemen must have been killed by the Croats''. Best regards. /.Ii Message from Knin The Knin authorities would like to know UNPROFOR's position with respect to the Croatian attack on the "RSK" territory last night. The following is from Gen. Mile Novakovic: They demand immediate warning to the Croatian side to withdraw its forces from the "RSK" territory, particularly, from the villages Citlok Divoselo in Lika area, otherwise, they will take immediate measures and military action to protect their territory and their citizens. They asked UNPROFOR to take certain measures in order to warn the civilians on the entire territory of Croatia under visibility of military targets since they do not want innocent people to be killed al though, unfortunately, they could not prevent losses on their side within UNPROFOR's mandate which was supposed to protect so-called protected areas. MY title vas Social Reconstruction Officer and I was responsible for implementing and developing projects of Social Reconstruction and community development for which funds were available in the whole of the sector, i.e. on both sides of the Cease Fire line. In consultation with IIIYsupervisor, Mr. Michael Platzer, Special Assistant to the Director-General, United Rations at Vienna, it was decided that I should reside in Olcucani, i.e. on the Serbian-controlled side of the en.. It waa further agreed that I should employ sOJD.P..onefrom the Okucani area to act as interpreter/tranalator, driver and administrative assistant. On the basis of the above, I formally recruited Mr. Zjalic and in the week comenci~ the 1st l'larch, lj93 he star~ed work after we had arranaed a UR driving license and a UN identity card. Mr. Zjalic worked with me until I left the Sector on 3rd August, i~~3. During chis cima, while residen~ in Okucani, VP. tog@ther crossed the CFL almost daily and he acted as interpreter at meetiqs in Daruvar, Pakrac, Okucani and elsewhere. Mr. ZJalic ~einonstrated a firm commitment to the aims of ~he project and Y&s highly respected for hio professionalism by those he had contact with. Without his help, the project would not have been so successful in developing good working relations with officials on both sides of the en.. SIMOZJALIC At approximately 14.45 hours on 1 September, Simo Zjalic, Ul'fOV Interpreter/Assistant Reconstruction Officer, vae arrested at the Croatian Police Station in Pakrac, United Nations Protected Area - Sector West, apparently on the basis of a warrant from Nova Gradislca for armed rebellion offences occurring 18 3une, 1992. However, prior to becoming an UIU'ROFOR int@rprecer~ an inquiry b.ad been made with the Croatian police and it had been ccr~1fled there vere no O\lt..Rt&na1n& charges ~•1u,:n. lLlw. (UNCIIVI'OL I'akroo Station report REF: WOl-93-620) In the evening of l September, the prisoner was taken to Bjelovar, out of the United Rations Protected Area. On 2 September, it is believed that Simo Zjalic vas brought to the Nova Gradislta police station. The UNCIVPOL Olcucani Station CoJ11111Ander visited the Chief of Police in Nova Gradiska, Milan Plantekovic, vho confinaed that Simo Zjalic vas in custody in the Nova Gradiaka police station and said they were investigating the claim that he was a member of the Serbian Military during the war. The Station Commander inquired wby he had not been arrested before if he was suspected of such a crime and requested to see Mr. Zjalic but was reJused access to him. (Report of Station Commander, Okucani, Dennis Shields, Ref: 4160.3.4.4 318-93, 2 September). On the sallle day, the UNOVsocial worker attempted to see Simo in the Nova Gradiska jail but vas refused admission. On 3 September, the URPROFORStation Comm,ander, Okucani, saw t.he Chief of Police, Bova Gradiska., \tho informed him th.at Mr. Zjalic had been taken before a Military Court in Zagreb and was no longer their responsibility. She informs the DSC of the following - the Croatian author i tie5 have the two indi_viduals; tney are alive and well; they will be exchanged as quickly as possible as part of a 7 to 8 person exchange with the Serbs; and the Croatian Government ColTllnission for POWs will handle all the details of the exchange; g. JO .Aug 93 - FAX sent to Miss Zaklan requesting a progress report on the exchange; h. 31 Aug 93 - FAX received from Miss zaklan totally denying the details of the 24 Aug telephone conversation with my DSC (enclosed); and i. 1 Sep 93 - UNOV Serb interpreter arrested by the Croatian Police for ARMED REBELLION during the war. 3. My DSC has no doubt whatsoever that he understood Miss Zaklan's statements on 24 Aug clearly and exactly. The entire conversation was conducted in English in which Miss Zaklan is fluent. I therefore consider Miss Zaklan's dishonesty to be totally unacceptable. Based on her statements of 24 Aug, UNPROFORin SW informed the Serbs of tne pending exchange and began twor:king on the details. · As a result, ten~.ion was eased noticeably in the Sector. However, the subsequent denial by Miss Zaklan and the arrest of th .e . UN Serb interpreter has again strained the situation between the two sides. As indicated in our 4 Sep daily SITREP, the Serbs threatened to arrest an UNPROFORCroatian interpreter a!ter the NEPBAT Medal Parade. As I will not endanger the lives ot local employees, I have ordered that Croat/Serb interpreters will not cross the CFL until the current problem is resolved. This restriction of movement will seriously impede operations in our sector. 4. It is my intention to meet with the local Croatian govern~ent authorities today. N ...... ~ ...... . . ····················..·· ··········· i . • j_ Pakrac • Zone of Cooperation Background: Despite the heavy house to house fighting in Pakrac, Western Slavonija, in 1991, there are strong indications on both sides of the cease-fire line that the local populations wish a return to normalcy. Tensions are high because of the carrying of weapons along the cease-fire line and recent shooting incidents. Nonetheless, there has been agreement on both sides to undertake a home reconstruction programme (funded by the United Nations Office at Vienna and CARE Austria), school repairs (UNICEF, Challenge Annika), re-opening of the hospital to both sides, social work schemes animated by international volunteers, elderly visitation programmes, youth projects, church restoration, and most recently repair of the water network. On 4 September RSK Premier Bjegovic visited Pakrac, held discussions with the local authorities and met with the UNPROFOR Sector Commander, the Acting Civil Affairs Coordinator and with the Project Manager of the Sector West UNOV Social Reconstruction Programme. A Zone of Cooperation was proposed. Concept: 0 No weapons would be permitted to be carried by the Serb or Croatian militia or police within 3 kilometers on either side of the cease-fire line from Caglic to Dragovic (covering Pakrac and Lipik). On 1 September, Mr. Simo Zjalic was arrested in Pakrac. He is a United Nations consultant working with a UNOV/UNDP Social Reconstruction Programme in Sector West. Mr. Zjalic was taken out of Sector West, first to Bjelovar and then to the prison in Nova Gradiska . . This · placed hira outside the purview of the protective monitoring role of our United Nations Civilian Police. We have, as you will recall, strongly protested the practice, which had existed, of taking detainees outside the Sector. In some of these cases, the Croatian authorities had allowed UNCIVPOL to visit the prisoners outside the Sector. However, UNCIVPOL was not allowed to visit Mr. Zjalic at the Nova Gradiska prison. This matter has been brought to the attention of the Croatian Government by the United Nations Office in Vienna.
