Conclusion FOREWORD • ANDM LRED Strategy recognises that Alfred Nzo District is faced with high levels of unemployment and poverty which result in low affordability levels and further manifest in low levels of investment, development, service delivery and underutilization of development opportunities. • Identifies the communities of ANDM as the greatest asset beyond which to see an intensified radical local economic development • New private sector investments are needed to create jobs and improve livelihoods in the District. • Commercial and business development in the District is confined to the urban centres of Mount Ayliff, Mount Frere, Ntabankulu, Mbizana and Matatiele and to a smaller extent Cedarville FOREWORD • More substantial commercial and business activities are restricted to Kokstad which falls within Kwazulu-Natal province, which therefore means that a substantial portion of the District’s money is not even being reinvested into the Eastern Cape Province. • The District has limited and almost non-existent industrial economy and has a high dependency upon primary economic activities. • Youth unemployment is escalating, and poverty and inequality continue to characterize Alfred Nzo post democratic dispensation. • Therefore, it is envisaged that the primary objective and part of the outcomes of this session are to develop a strategy for ULM LED that will assist in creating an environment in which the overall economic and social conditions of the locality are conducive for the implementation of programmes that will lead to the creation of employment opportunities VISION, MISSION and VALUES MUNICIPAL VISION A District whose communities are self sustaining and enjoy a good quality life, equitable access to basic services and socio-economic opportunities DEPARTMENTAL VISION To take the lead in the implementation of spatial planning, economic growth and development LED VISION “An inclusive economy, generating wealth for ANDM communities” LED DRIVERS ANDM SPATIAL CORRIDORS N 2 CORRIDOR ROUTE ❖ The corridor has a population of more than 199,620, with some other parts of Ntabankulu using this corridor to reach points of economic activities in KwaBhaca, Emaxesibeni and Kokstad ❖ N2 within this corridor traverses the course of the Umzimvubu municipality, and can be seen as its most prominent defining trait. ❖ This corridor has the busiest route in the District as it links Western Cape with Eastern Cape and Kwa Zulu Natal. ❖ N2 route presents an opportunity to the District for supply of primary products. ❖ The corridor is known by being a host to the District’s administrative capital in Emaxesibeni and the District’s largest economic retail node in KwaBhaca. ANDM SPATIAL CORRIDORS ❖ The corridor has a number of potential programmes that seek to stimulate economic growth and promote tourism such as: o Town regeneration, o N2 upgrade, o Rural Retail Node development and o Ntenetyana Dam development. ❖ Implications of N2 Wild Coast Toll Road: o Planned to be positioned from Mbizana (Mzamba) to Lusikisiki. o According to the South African Roads Agency Limited (SANRAL) this toll road will not replace the existing N2 such that both routes will be under the authority of the Department of Transport. However the description of the existing N2 may change. STRATEGIC CONSIDERATIONS Development Thrusts have been identified as the key focus areas for LED in ANDM: SMME DEVELOPMENT KEY PROGRAMMES LED FOCUS: 1. AGRICULTURE DEVELOPMENT PROGRAMME 2. TOURISM DEVELOPMENT PROGRAMME 3. THE OCEAN ECONOMY 4. MANUFACTURING DEVELOPMENT PROGRAMME 4.1. TEXTILES INDUSTRY DEVELOPMENT 4.2. CONSTRUCTION INDUSTRY DEVELOPMENT 5. RESOURCE MOBILISATION AGRICULTURE GOAL “To be recognised as the food basket of the District and markets beyond” AGRICULTURAL DEVELOPMENT PROGRAMME • ANDM has favourable climatic conditions and land suitable for the development of the Agricultural Sector. • In 2013-2014, ANDM developed the Grain Master Plan; a high level Masterplan with the envisaged objective of increasing the level of production within the agricultural sector, in order to significantly reduce unemployment and increase economic growth and development. • The plan has identified more than 50 000 ha of land as having potential for maize production in the District (with Matatiele & Mbizana LM with more potential). AGRICULTURAL DEVELOPMENT PROGRAMME • Maize and Soya production has thus been identified for the District • The plan recommends the development of a RED Meat value chain in the District, by establishing a Grain to Meat Industry • Maize and soya will be produced for animal feed and will be sold at feedlots • The plan also emphasizes the establishment of PPPs. AGRICULTURAL DEVELOPMENT PROGRAMME • For sustainable Agricultural Production in ANDM, an “Agri-production model” has been developed and tested through the pilot programme entailing: - crop production and mechanisation, possible partnership with private sector and DRDAR for risk sharing (Maize commodity tested) - Commodities: Maize, soya beans, vegetable (potato) and livestock (sheep) - capacity building and mentorship targeting partnerships with SETAs for training and support - provision of infrastructure (fencing initially); municipality role - facilitation of access to markets, - funding support through the Cooperative Incentive Scheme (CIS) with an opportunity for more funding if coops are clustered (R10 million MOA) AGRICULTURAL DEVELOPMENT PROGRAMME • In 2019/20, ANDM is implementing the programme across 94 beneficiaries in 88 wards in the District – supporting the following commodities: – Maize – Dry Beans – Potato – Sweet Potato – Vegetables • Programme has also provided infrastructure support in the form of silos: – To upgrade Emfundisweni Silo – To establish 2 new silos in ULM – Fencing – Irrigation systems for all vegetable production beneficiaries AGRICULTURAL DEVELOPMENT PROGRAMME CROPPING • Maize • 595 ha for production of yellow maize has been completed. • Potatoes: • All production inputs for potato production have been purchased and procured. At Ntabankulu, Umzimvubu and Matatiele planting has been completed. In Mbizana the plantation of potato is still in progress. • Sweet Potato • 20 ha of targeted have been completed in mbizana.
