7 . 3 MMM OOI SSS Y S T E M 7 . 3 . 1 GGG REATER MMM POFANA BBB ULK WWW ATER SSS UPPLY Planning No. 105.24 Project No. Project Status Detailed Feasibility (as at January 2011) Project Description Sustained housing development and tourism related activities are increasing the water demand at several nodes along the R103 road between Lions River (uMngeni Local Municipality) and Mooi River (Mpofana Local Municipality). This growth is beginning to stress local water resources and water supply infrastructure in the area. It has been identified that a regional bulk water supply scheme is required to ensure that the area has a reliable water supply that will sustain this growth into the future. The proposed scheme ( Figure 7.4) will obtain raw water from the soon-to-be constructed Spring Grove Dam on the Mooi River for a WTP to be situated adjacent to the dam. From here potable water will be pumped to two command reservoirs. The first reservoir will be located at Bruntville in Mooi River. This reservoir will serve the greater Mooi River area and will have the potential to supply the Muden/Rocky Drift area. The Mooi River WTP and Rosetta WTP can then be decommissioned. A link pipeline to supply the Vaalekop community has also been investigated. The second reservoir will be at Nottingham Road which will then supply Balgowan, Lidgetton and possibly Lions River. There is also a link pipeline to Mount West. The scheme is likely to be built in phases to gradually increase the supply area. The scheme together with all the proposed phases is indicated in Figure 7.5. -

Safrica Page 1 of 42 Recent Reports Support HRW About HRW Site Map May 1995 Vol. 7, No.3 SOUTH AFRICA THREATS TO A NEW DEMOCRACY Continuing Violence in KwaZulu-Natal INTRODUCTION For the last decade South Africa's KwaZulu-Natal region has been troubled by political violence. This conflict escalated during the four years of negotiations for a transition to democratic rule, and reached the status of a virtual civil war in the last months before the national elections of April 1994, significantly disrupting the election process. Although the first year of democratic government in South Africa has led to a decrease in the monthly death toll, the figures remain high enough to threaten the process of national reconstruction. In particular, violence may prevent the establishment of democratic local government structures in KwaZulu-Natal following further elections scheduled to be held on November 1, 1995. The basis of this violence remains the conflict between the African National Congress (ANC), now the leading party in the Government of National Unity, and the Inkatha Freedom Party (IFP), the majority party within the new region of KwaZulu-Natal that replaced the former white province of Natal and the black homeland of KwaZulu. Although the IFP abandoned a boycott of the negotiations process and election campaign in order to participate in the April 1994 poll, following last minute concessions to its position, neither this decision nor the election itself finally resolved the points at issue. While the ANC has argued during the year since the election that the final constitutional arrangements for South Africa should include a relatively centralized government and the introduction of elected government structures at all levels, the IFP has maintained instead that South Africa's regions should form a federal system, and that the colonial tribal government structures should remain in place in the former homelands. -

BACKGROUND INFORMATION DOCUMENT as part of the BASIC ASSESSMENT PROCESS for the PROPOSED DR08017 ROAD AND PORTAL CULVERT UPGRADE, MATATIELE LOCAL MUNICIPALITY, ALFRED NZO DISTRICT MUNICIPALITY 1. Introduction The Matatiele Local Municipality in conjunction with the Eastern Cape Department of Roads and Public Works has proposed the upgrade of the DR08017 Road from the R56 to Mvenyane Village. The project is located within Ward 21 of the Matatiele Local Municipality, Alfred Nzo District. Before construction of the pedestrian bridge may commence, an environmental authorisation is required from the Eastern Cape Department of Economic Development, Environmental Affairs and Tourism (EDEAT), in compliance with the Environmental Impact Assessment Regulations of 2014. In order to obtain this authorisation a Basic Assessment is currently being undertaken by Enviroedge cc. 2. The Project The project is located in Ward 21. The start point, near Cedarville (0km) is from the intersection of the R56 and DR08017, and the end point (24km), is at Mvenyane Village. The proposed road upgrade involves the upgrading of the existing gravel road to a surfaced low-volume road, together with the upgrade of two watercourse crossings. The existing road is classified as a low volume road, however, this road has been identified as the most efficient link road between Mt Frere and Cedarville through to Matatiele. The road upgrade will offer the shortest route of surfaced road from Cedarville to Mt Frere (approximately 75km), compared to the current surfaced route via Kokstad (approximately 105km). The proposed road upgrade shall remain a single carriageway, two-way road. The DR08017 will be upgraded to Class 4 (6.8 metres wide), with a combination of sections including concrete pavement and bitumen. -

1 BUILT ENVIRONMENT SUPPORT GROUP Vision BESG envisions a future in which all people in South Africa will live in a participatory democracy with equal access to habitable and sustainable living environments and livelihood security. Mission BESG exists to support the poor and vulnerable to access resources and increasingly gain control over their lives and destinies, through the promotion of sustainable livelihoods and habitable environments, achieving basic socio-economic rights and capacitating local government, with added emphasis on small rural towns. 2 1. CHAIRMAN’S REPORT The year ending 28th February 2010 saw a period of stabilisation and moderate growth following the implementation of BESG’s turn-around strategy over the previous 3 years. BESG remains firmly rooted in its core programmes of building sustainable human settlements, and promoting good governance and deepening democracy. Its gradual shift to a new donor-funded base has enabled BESG to be more strategic and focused, and rekindle some of the radicalism that characterises an organisation with a strong human rights ethic. This is reflected in the activities that are recorded in the Executive Director’s report. Shortly before the commencement of the finance year, BESG activated a long-standing plan to separate its charitable and trading activities. This resulted in the establishment of BESG Development Services, which will in future undertake service delivery work to clients in the fields of research, training, project management, and facilitation. BESG Development Services is managed by the same Board of Directors and runs by secondment of BESG staff as and when work is required. Interested persons who want to now more of its services may inquire through our office where you will be routed to an appropriate staff member. -

The Legacy of Inkosi Albert John Luthuli's Christian-Centred Political
Faith and politics in the context of struggle: the legacy of Inkosi Albert John Luthuli’s Christian-centred political leadership Simangaliso Kumalo Ministry, Education & Governance Programme, School of Religion and Theology, University of KwaZulu-Natal, Pietermaritzburg, South Africa Abstract Albert John Mvumbi Luthuli, a Zulu Inkosi and former President-General of the African National Congress (ANC) and a lay-preacher in the United Congregational Church of Southern Africa (UCCSA) is a significant figure as he represents the last generation of ANC presidents who were opposed to violence in their execution of the struggle against apartheid in South Africa. He attributed his opposition to violence to his Christian faith and theology. As a result he is remembered as a peace-maker, a reputation that earned him the honour of being the first African to win the Nobel Peace Prize. Also central to Luthuli’s leadership of the ANC and his people at Groutville was democratic values of leadership where the voices of people mattered including those of the youth and women and his teaching on non-violence, much of which is shaped by his Christian faith and theology. This article seeks to examine Luthuli’s legacy as a leader who used peaceful means not only to resist apartheid but also to execute his duties both in the party and the community. The study is a contribution to the struggle of maintaining peace in the political sphere in South Africa which is marked by inter and intra party violence. The aim is to examine Luthuli’s legacy for lessons that can be used in a democratic South Africa.
