BACKGROUND 1.1 District Profile Kathua District is situated at 32 0 17' to 32 0 55’ North Latitude and 75 0 70' to 76 0 16’ East longitude. The District is surrounded by Punjab in the South-East, Himachal Pradesh in North-East, District Doda and Udhampur in North and North-West, Jammu in the West and Pakistan in the South-West. It has an area of 2502 Sq Kms. The district can be conveniently divided into three distinct Agro-climatic regions. The area falling South of Pathankot-Jammu-Srinagar National Highway consists of deep alluvial soils. The area is mostly irrigated and quite productive. This area touches Pakistan and Punjab border and it is also popularly called Border Area. The second zone falling north of the National Highway extends upto foothills of Himalayas and falling mostly in Shivalik ranges is called Kandi area. It is characterized by shallow soils full of boulders with negligible natural water resources. The area faces acute shortage of water and the productivity of the land is very marginal. Part of Kathua, Barnoti, Hiranagar, Basohli and Billawar block falls in this category. The third area falls beyond Shivalik ranges and extends upto to Peer Panchal ranges. This area is mountainous in nature with little potential for agriculture. Dogri is the main language spoken by the people of the district. Though the dogri spoken in some parts of the district has the influence of Punjabi tone also but the rural areas specially the Hilly areas are free from Punjabi. Their main language is DOGRI/PAHARI.. Eighty per cent of its population is related to Agriculture & 100% depends on it. Obviously, agricultural development is the main stay for the overall growth and development of its people. Kathua district being the entrance to the state has location advantage.There are three Agriculture subdivisions in the district namely Billawar, Basohli and Dayalachak divided in command & non- command areas. Billawar & Basohli constitutes non-command area and Dayalachak subdivision falls in command area. The topography and the agro climatic zones of both the areas are different ranging from subtropical in command & subtropical to temperate in non- command areas. The command area is 30% irrigated & where as only 10% of the area in non command is irrigated. Other crops which have been making a significant impact on the economy of the farmers are vegetables & potato, fodder, pulses, Oilseeds. Double cropping is already practiced in a large portion of the cultivated area and even triple cropping is being followed in areas where vegetables, fodder, potato, summer pulses (Moong),Toria and other short duration crops are grown. Short title and commencement (1) These rules may be called the Jammu and Kashmir ConductRule of 1 Election Rules, 1965. (2) They shall come into force at once. 2.     Chapter –I: PERFORMANCE REVIEWS Agriculture Production Department 1.1 Technology Mission for Integrated Development of Horticulture The Government of India (GOI) approved a Centrally Sponsored Scheme (CSS) ‘Technology Mission (TM) for integrated development of Horticulture’ in Jammu and Kashmir in 2003­04. The goals of the Mission are to establish convergence and synergy among ongoing governmental programmes in the field of horticulture. The department had not taken an integrated approach by involving all other concerned departments in planning. Utilisation of funds was not proper which had resulted in huge unspent balances at the close of the financial years and loss of assistance to the State. The department had laid more emphasis on area expansion thereby ignoring certain crucial activities like irrigation etc. which had adversely impacted survival of plants and consequently production. The department had failed to provide outlets to the farmers for their produce. Highlights Ø The department had not prepared any perspective plan. Remote Sensing Technology was not used for identification of waste lands for possible exploitation. (Paragraph: 1.1.7) Ø The department had laid more emphasis on ‘area expansion’ thereby spending more funds on the activity at the cost of other components. (Paragraph: 1.1.9.1) Ø The accountal of the excess vegetable seed costing ` 93 lakh procured and issued to the subordinate offices was not shown. Silk Factory, Rajbagh,Srinagar -190 0008 https://jkspcb.nic.in E.mail: [email protected] Government of Jammu & Kashmir JAMMU & KASHMIR POLLUTION CONTROL BOARD IMPLEMENTATION OF BAR CODE SYSTEM IN HEALTH CARE FACILITIES AND COMMON BIO-MEDICAL WASTE TREATMENT FACILITES OF JAMMU & KASHMIR The Bio-medical Waste Management Rules, 2016 notified on 28.03.2016 and amended thereof on 16/3/2018, 19/2/2019 and 10/5/2019, respectively, under the Environment (Protection) Act, 1986, stipulates that it is the duty of every Health Care Facility (HCF) to establish a Bar Code system for bags or containers containing biomedical waste (BMW) to be sent out of the premises for further treatment and disposal in accordance with the guidelines issued by the Central Pollution Control Board, by 27.03.2019 [Rule-4 (i)]. Also, Rule 5 of the BMWM Rules, 2016 stipulates that it is the duty of every Operator of a Common Bio-medical Waste Treatment Facility (CBMWTF) to establish bar code system for handling of bio-medical waste in accordance with the guidelines issued by the Central Pollution Control Board, by 27.03.2019. “Guidelines for Bar Code System for Effective Management of Bio-medical Waste” prepared by Central Pollution Control Board, Delhi in April, 2018, is to facilitate and provide guidance to both the Occupier as well as Operator of CBMWTF to establish bar code system and also to have uniformity in adoption of the bar code system throughout the country, thereby ensuring effective enforcement of the BMWM Rules, 2016.

Degree College Billawar, District Kathua, (J&K) 184204 Abstract Numerous known or unknown plants play an important role in the lives of people and in a way to the economy of a nation. An attempt is made to bring to light some fodder trees of the area. Majority of the Angiospermous trees concerning the study are found in wild state. However, some of the common fodder trees like Acacia nilotica, Acacia catechu, Bauhinia variegata, Dalbergia sissoo, Dendrocalamus strictus, Leucaena leucocephala, Robinia pseudo-acacia and Terminalia bellirica etc. are also cultivated both by villagers and Govt. agencies like social forestry. The names of species given in the study are complete in all respects and attempt is made to give the valid names along with author citation and also supplemented by English, Hindi and vernacular names. Each plant species is supported by a brief description along with the place of occurrence and present status wherever necessary. Keywords Acorn ; fruit of the oak tree. Berry; a simple throughout succulent fruit and without a stone. Capsule; a dry dehiscent fruit like ladyfinger. Chartaceous; having the texture of writing paper; thin and flexible. Cordate; heart shaped. Coriaceous; leathery, tough and thick. Crenate; with rounded teeth. Culm; the hollow and jointed stem of bamboos. Drupe; a stone fruit. Emarginate; with a notch at the apex. Globose; somewhat spherical. Mucronate; abruptly terminating in a short, straight, stiff and sharp point.
