Chapter –I: PERFORMANCE REVIEWS Agriculture Production Department 1.1 Technology Mission for Integrated Development of Horticulture The Government of India (GOI) approved a Centrally Sponsored Scheme (CSS) ‘Technology Mission (TM) for integrated development of Horticulture’ in Jammu and Kashmir in 200304. The goals of the Mission are to establish convergence and synergy among ongoing governmental programmes in the field of horticulture. The department had not taken an integrated approach by involving all other concerned departments in planning. Utilisation of funds was not proper which had resulted in huge unspent balances at the close of the financial years and loss of assistance to the State. The department had laid more emphasis on area expansion thereby ignoring certain crucial activities like irrigation etc. which had adversely impacted survival of plants and consequently production. The department had failed to provide outlets to the farmers for their produce. Highlights Ø The department had not prepared any perspective plan. Remote Sensing Technology was not used for identification of waste lands for possible exploitation. (Paragraph: 1.1.7) Ø The department had laid more emphasis on ‘area expansion’ thereby spending more funds on the activity at the cost of other components. (Paragraph: 1.1.9.1) Ø The accountal of the excess vegetable seed costing ` 93 lakh procured and issued to the subordinate offices was not shown. (Paragraph: 1.1.9.2) Ø The production of fruit had increased marginally but the productivity per hectare (ha) had declined during 200510. (Paragraph: 1.1.9.6) Ø Marketing facilities had not been provided to the farmers.

SPECIMEN DRAFT RESTRICTED USE FOR EPOS STAFF UNDERCONTRACT GOVERNMENT OF JAMMU & KASHMIR NATIONAL RURAL HEALTH MISSION DISTRICT HEALTH ACTION PLAN DISTRICT KATHUA December 2007 1 2 3 PREFACE The Hon’ble Prime Minister launched the NRHM on 12 th April 2005 throughout the country with the basic objective of providing accessible, affordable and accountable health care in rural areas. Its primary focus is on making the public health system fully functional at all levels. While detailing the functioning of the NRHM, the present planning process initiated in the State provides the entire framework for making the Public Health System fully functional and standardized upto the Indian Public Health Standards at all levels. In doing so, it emphasizes the need for communitisation of the Public Health System, improved financing and management of public health, human resource innovations, and a long-term financial commitment to enable the state and districts to undertake programmes aimed at achieving the Mission goals. National Rural Health Mission envisages the planning process to be participatory and decentralized starting with the Village. It seeks to empower the community by placing the health of the people in their own hands and determine the ways they would like to improve their health. This is the only way to ensure that health plans are local specific and need based. The State should facilitate the processes by providing enabling environment and required financial and technical support. NRHM was launched in April 2005 and is being implemented by the Department of Health and Medical Education, Government of Jammu & Kashmir. In accordance with the National Rural Health Mission, Jammu & Kashmir.

The study of medico- religious plants was conducted to investigate the traditional medicinal knowledge of plants. Most of the area of the district is hilly and mountainous and the people, who live at such places are economically weak, are mostly dependent on the agriculture and the wild resources to cater their daily needs. A total of 25 medico-religious plants belonging to 21 families and 23 genera are listed in this paper. The botanical names, vernacular names, their respective family names, part of the plant used and their uses are indicated. Majority of the plants belong to herbs (13) followed by trees (10), whereas only 2 plant species belong to shrubs. The observations are based on local folklore and interview of various communities and tribes of the Kathua district. Therefore, the ethnobiological knowledge of people and listing of plants of particular region are important tools that help in understanding human environment interactions. Keywords: Medico-Religious, Traditional, Kathua, Jammu Province INTRODUCTION Plant wealth of Indian Himalayan region is known for its unique, natural and socio-economic values.
