Introduction Dear colleagues, INoGS Goes West! What better motto could there be for our conference here in San Francisco. After the founding of the International Network of Genocide Scholars in Berlin in 2005, we have held our international conferences in Sheffield in 2009 and in Brighton in 2010. Now INoGS has finally come to the USA. The location of our conferences on the global map is significant not only in a geographical sense. It also indicates that out of our European origins a global network has emerged. Our Journal of Genocide Research has become an indispensable tool for all scholars working in the field. The most prominent scholars in the field of Genocide Studies are amongst our members and many are at our meeting here in San Francisco. Even in times of a rapidly growing virtual world, of which INoGS is also part (www.inogs.com; https://www.facebook.com/INoGSonline), face-to-face meetings are still at the heart of any network. That we can all meet here in San Francisco in the shadow of Golden Gate Bridge is a great opportunity. This is the Bridge’s 75th anniversary and it seems to be a fitting symbol for INoGS in our attempt to build bridges between scholars of genocide and violence all over the world. -

A comienzos de los años sesenta, recién adquirida por el país la independencia, y rigiendo el parlamentarismo multipartidista como sistema de Gobierno, a la sazón ocupado por la Liga de la Juventud Somalí del presidente Aden Abdullah Osman Daar y el primer ministro Abdirashid Ali Shermarke, el joven pasó una temporada estudiando en la URSS, acogido a una beca oficial. En la Universidad de Moscú formó parte de la Asociación de Estudiantes Somalíes de la URSS y obtuvo la licenciatura en la especialidad de Bioquímica, antes de retornar a su país en 1965 para desempeñar funciones técnicas en el Ministerio de Agricultura. En 1968 hizo una incursión en la política representativa, la candidatura a un escaño de diputado en el Parlamento, pero fracasó en el envite. A raíz del golpe de Estado del general Muhammad Siyad Barre el 21 de octubre de 1969, como desenlace de la crisis política nacional generada por el asesinato en 1967 del presidente de la República, Shermarke, y que liquidó la experiencia democrática somalí -casi excepcional en toda África-, últimamente personalizada en el Gobierno de Muhammad Ibrahim Egal, la carrera de Salad como servidor del Estado experimentó un importante ascenso. -

Review of International Studies (2005), 31, 109–125 Copyright British International Studies Association doi:10.1017/S0260210505006819 Force, legitimacy, success, and Iraq JOHN MUELLER Having apparently abandoned war as a device for settling their own quarrels, developed countries, in the wake of the Cold War, have had an opportunity to cooperate to deal with the two chief remaining sources of artificial or human-made death: civil war and vicious regimes. In addition, international law has evolved to allow them to do so, variously conferring legitimacy on most international policing measures even when they involve the use of military force and even when they violate the policed country’s sovereignty. Until 2003, these policing ventures had generally been successful, at least in their own terms. However, despite this general record of success, it seems unlikely that developed countries will be able to carry out such exercises with any sort of consistency or reliability. This is because they often have little interest in humanitarian problems in distant areas of the globe, because they sometimes subscribe to a misguided impression about ancient ethnic hatreds that provides them with a convenient excuse for neglect, because they have a low tolerance for casualties in such ventures, because they have an aversion to the costs and problems that attend long-term policing, because there seems to be little domestic political gain from success in policing ventures, and because they harbour something of a bias against undertakings that could be construed as aggression. Moreover, the war upon Iraq being conducted by the United States and the United Kingdom will very likely substantially reinforce the developed world’s already consider- able reticence about such enterprises. -

Preventing Deadly Conflict I. WILLIAM ZARTMAN* School of Advanced International Studies, Johns Hopkins University, Washington, DC, USA Introduction HE TERRIBLE FACT is that, in major cases of deadly conflict in the last decade and before, specific actions identified and discussed at the time Tcould have been taken that would have gone a long way towards pre- venting the enormously costly catastrophes that eventually occurred. These actions were not exceptional measures in foreign relations: they were all moves that had been made elsewhere at other times or even were to be made in the same conflict, but belatedly and incompletely. The agent that might have been able to implement these preventive policies varies: sometimes it would have been the United States, the remaining world superpower; some- times it would have been the Great Powers acting in concert in the UN Secu- rity Council (UNSC); sometimes it would have been neighboring states in the conflict region; and sometimes even a nongovernmental organization (NGO). The reason why no action was taken also varies, ranging from loss of nerve to preoccupation with other crises elsewhere. As a result, hundreds of thou- sands of lives and millions of productivity dollars were lost, new and worse situations were created, reconciliation and reconstruction became ever more difficult, distracting conflict was introduced into Great Power relations, and efforts of enormous and prolonged magnitude were required to reinstitute le- gitimate authorities. In many cases, following the conflict, the situation be- came a major problem for international actors who had not deemed it worthy of their interest beforehand. The Past Conditional Counterfactual analysis is a minefield.1 Yet every decision actually taken is a selection among alternatives, so that the course of history is made up of an Security Dialogue © 2001 PRIO. -
Towards a Critique of the Conflicting Historiographies in Somalia

(USA) Online ISSN: 2249-460x & Print ISSN: 0975-587X Unmasking the Wolf in Sheep’s Clothing: Towards a Critique of the Conflicting Historiographies in Somalia By Mohamed Haji Ingiriis University of Oxford Abstract- This article offers critical examination and explanation of the claim of “clan cleansing” in Somalia as was featured forcefully in the book by Lidwien Kapteijns on the 1991 Somali clan convulsions. Upon the publication of the book, conflicting narratives of the Somali conflicts were delegated from oral discourse to academic venture as the debate over who lost what, why and where in 1991 and over who won, what, why and where has become both a politicised project and an academic phenomenon. By re-evaluating the whole picture, the article casts a new light on Kapteijns’s book (2013) and demonstrates how inaccurate simplistic statements were used as a documentation of the clanised conflicts in 1991 Somalia. Blaming specific clans and communities of complicity for “clan cleansing,” when there is no reliable document and real proof, is tantamount to igniting a new round of warfare. Drawing on long experience of living and working in Mogadishu – the city this author was born and bred as well as the site of the conflict itself – and also using interviews conducted with players and bystanders of Somali politics across clan lines, the article argues that Kapteijns has produced the most mythico-historical work in Somali Studies.
