Deposit of Earnest Money( EMD): Earnest Money(EMD) can be deposited in the form of Demand Draft (DD)/Banker’s Cheque (BC) from any scheduled Bank drawn in favour of “Central Coalfields Limited, Kedla Group” payable at “Charhi”. The bidder has to furnish the DD/BC Number, date of issue, expiry date, amount and name of issuing bank, while submitting the tender on line. Also the bidder has to upload the scanned copy of DD/BC for “EMD” during submission of bid on line. The bidder has to deposit the original DD/BC against “EMD” in person which must be submitted after putting the documents in sealed cover in the tender box placed in the office of the General Manager, Hazaribagh Area, CCL, Charhi on any working day after e-publication of NIT and up to next working days after the last date of submission of bid. The bidders are also required to submit two numbers of affidavits(as per Annexure I &II) as mentioned in clause no.9 of the NIT and Mandate form for e-payment ( as per Annexure III) along-with the aforesaid DD/BC in the sealed cover super scribing the NIT no., name of work and name and address of the bidder including contact number and Fax number. The Company shall not be responsible for any delay in receipt of “EMD” and “Annexures”. In case the “EMD” and “Annexures” are not received within the aforesaid period, the bid will be outrightly rejected and the bidder will be debarred from participating in the tender. The bidders should submit A MANDATE FORM for e-payment alongwith EMD, as per the format given in the bid document at Annexure-III 1. The bidders have to accept on-line the user portal agreement which contains the acceptance of all the Terms and Conditions of NIT and tender document, undertakings and the e-Procurement and Reverse Auction systems procedure through https://eps.buyjunction.in/ccl in order to become an eligible bidder. These will be a part of the agreement. 6. Eligible Bidders: The invitation for bid is open to the working contractors of Hazaribagh Area, Kuju Area & Rajrappa Area ( an individual, proprietorship firm, partnership firm, company having eligibility to participate as per eligibility criteria stipulated in Clause No. 7 of this NIT and having Digital Signature Certificate (DSC) issued from any agency authorized by Controller of Certifying Authority (CCA), Gov. of India. Page2 7. Eligibility Criteria A Work Experience : The bidder must have in its name or proportionate share as a member of JV/Consortium, experience of having successfully executed ( includes completed / ongoing) works of similar nature (Excavation and transportation of soil/overburden/shale/minerals etc. by mechanized means or Extraction of coal by mechanized means ) valuing 65% of the annualized estimated cost of the work put to tender ( for period of completion over 1 year) / 65% of the estimated cost of the work ( for completion period upto one year ) put to Tender in any year ( consecutive 365 days) during last 7(seven) years ending last day of month previous to the one in which bid applications are invited. For transportation works, similar nature of works shall mean: Transportation/Removal of Coal/Overburden/Shale/Extraneous materials/ Sand etc. Works of similar nature may be suitably defined by respective subsidiaries based on its own necessity. For substantiating past experience the bidder should submit the work order, certificate of actual work already executed including value and period. TDS certificate may be sought during clarification. Annualised value of the work shall be calculated as the “(Estimated Cost / Period of completion in days) x 365”. For updation, Cost of previous executed works shall be given a simple weightage of 5% per year to bring them at current price level. The year can be considered as suitable consecutive 365 days till the last day of month previous to one in which Bid has been invited). Updation will be considered for full or part of the year considering 365 days in a year till the last day of month previous to one in which bid application has been invited. In respect of the above eligibility criteria the bidders are required to furnish the following information on-line: i) Work Order/Agreement Number of each experience of similar nature ii) Name & address of Employer/Work Order Issuing authority of each experience iii) Start date & end date of each qualifying experience (similar nature) iv) Executed Value of work within the start date and end date for the work order referred in iii above for each experience. v) Percentage (%) share of each experience (100% in case of an individual/proprietorship firm or a partnership firm or an entity registered as company under the Companies Act, 1956 and the actual % of share in case of a joint venture/Consortium). vi) work experience certificate number and date. B. Working Capital: The bidder must produce the evidence of adequacy of a minimum working capital, either 20% of the annualized value of estimated cost of the work ( Page3 for period of completion over one year) or 20% of the estimated cost of the work ( for period of completion upto one year), for this work. In respect of the above eligibility criteria the bidders are required to furnish the following information on line: i) Source of working capital(bankers certificate and/or Audited balance sheet for the latest financial year ) ii) In case of Banker’s Certificate (Scheduled Bank) regarding availability of access to credit should be issued within 3 months prior to the last date of submission of Bid. iii) Amount of available working capital iv) Name of the branch of bank, issuing working capital certificate or chartered Accountant(CA), auditing balance sheet v) PAN numbers of all the members/Partners C Fleet Requirement: Minimum fleet requirement for the tendered work are as below: Name of Equipment Capacity.. Sub-Contractors experience and resources will not be taken into account for determining the bidder’s compliance with qualifying criteria. 9. In submission of tender on-line, the bidders will upload: (i) The scanned copy of DD/BC against EMD. (ii) Scannedcopy of Affidavit as per Annexure-I. (iii) Scanned copy of Affidavit for deployment of fleet and equipment as per Annexure-II. (iv) Scanned copy of Annexure-III.     1. BACKGROUND CCL intends to set up a coking coal washery with raw coal linkage from Tapin North OCP, Tapin South OCP, Parej East OCP and Jharkhand OCP on Build- Own-Operate (BOO) concept. The raw coal throughput of the washery will be 4.0 Mtpa. The expected monthly average ash content of Raw Coal is around 33.4% on ‘adb’ (air dried basis) and likely to vary within the range of 31.7 to 35.2% on ‘adb’. The washery will be designed to produce three products viz. washed/ clean coal, washed coal (power) & rejects. Projection of yield has been done on the basis of the test results of 4 number of seams viz. IV/V, VA, VII and VIIA/VIIB (combined) of Tapin North OCP conducted by CIMFR.The composite raw coal ash of Seam IV/ V (combined) & Seam VA, Seam VII ,Seam VII A/VII B (combined) contribution of which are 33.8%, 27.4% ,25%,40.7% respectively, works out to 31.725%. Hence, the average ash of raw coal feed to washery has been considered as 31.725%. 2. LOCATION The proposed washery will be located in the vicinity of existing Kedla Washery of CCL in West Bokaro Coalfield, Hazaribagh Area, District- Ramgarh, State Jharkhand. 3. COMMUNICATION The proposed site for washery is well connected by road and rail. This site is approachable through a 20 km long metalled road from Ghato and connecting NH-33 at Charhi. NH-33 connects Ranchi and Hazaribagh. Another approach is through a 13 km all weather road connecting Gidi washery and crossing NH-33 at Kuju.
