1. EXECUTIVE SUMMARY The proposed mining project is of brick Clay Deposit of M/s BBC Bricks at village- Padma, P.O.- Surajpura, P.S.- Padma, District- Hazaribag, Jharkhand, over an area 2.28 acres (0.923Ha) of Proprietor: Shri Pradeep Prasad Mehta, R/o.- Village- Chaprakh, P.O.- , P.S.- Ichak, Dist-Hazaribag (Jharkhand) and this mining and mine closure plan has been prepared under MMDR Act- 1957, WBMMCR 2016 & The Kolkata Gazette (July, 2016) issued by the Govt. of the West Bengal. The salient feature of the project is given below.

2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION 2.1 Identification of the project and project proponent

M/s BBC Brick Field soil deposits at village- Padma, P.S- Padma, Dist-Hazaribag, (Jharkhand) over an area of 2.28 Acres of land (equivalent to 0.923Ha.).

The total mineable reserves as estimated within the leasehold area are at present approximately 12520m3 and approximately 1715.06 m3 per season minor mineral will be extracted.

The mining will be done only up to a depth of 2.0 m for brick earth mineral and top soil is 0.2 m. The ultimate depth of the mine is 2 m or above ground water level.

The methodology of the mine is given below:

• Mining will be carried out during day light hours. • Brick clay being soft in nature, requires no drilling and blasting and therefore no ground vibration will get generate. • Depth of the excavation from surface will be limited to 2.0m and (First 0.20m will be topsoil layer). • Approximately 1715.06 cum/season minor mineral will be extracted. • The mining operation will be manually, using tools like shovel, spade, sieve etc.

2.3 Need for the project and its importance to the country and region 2.3.1 Need for the project and importance in the country Due to the increase urbanization now days, there is an increase in demand of minor minerals like brick earth and clay. Hence the execution of mining activities for extraction of soil is in process. The main objective of the project is to fulfill the growing demand of the brick earth and clay in

the field of development and construction. Brick clay is mainly used in construction purposes. Looking into the potential mineable resources of soil deposit the main objective is to develop mineable property scientifically and systematically for commercial benefit of indigenous industries and secondly increase of state exchequer by paying royalties to the state Government and thirdly to boost up the socio economic status of the poor inhabitants of this area by producing employment opportunity to earn more.

2.3.2 Demand and Supply Gap The demand for brick is ever growing with the growth of the infrastructure sector in our country. The requirement for the mineral is always high in the nearby cities and towns. Therefore there is always a good demand of the mineral in the domestic market.

2.3.3 Imports V/s indigenous production The demand in the domestic market is high. Brick mineral is available in abundant quantity in the contracted area. Import does not apply in the present case of brick.

2.3.4 Export possibility The brick earth will be marketed in the local market only. There is no export possibility at present.

2.3.5 Domestic/Exports Markets The brick earth will be marketed in the local market only.

2.3.6 Employment Generation (Direct & Indirect) due to the project Mining operation shall be carried out by manual method. The labours shall be engaged for excavation and shifting from the site under supervision of the competent supervisors. There are 19 labours provided for loading purpose. The labour shall be engaged depending on the requirement.

3. PROJECT DESCRIPTION 3.1 Type of Project including interlinked and interdependent projects, if any

The proposed project for mining of brick earth material is an independent project in which minerals excavated will be directly prepare of brick and sold in the local markets. It does not involve interlinked and interdependent project.

3.3 Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations:

As it is a mining project, no alternate site has been considered for the project.

3.4 Size and Magnitude of Operation:

As per general practice 1 cum soil will yield 350 nos. of bricks. Thus, 12520 cum of soil gives 4382000 nos. of bricks. As per huge demand Lessee wants to produce a 6, 00, 000.00 Bricks/Season i.e. six months. So, Applicant required approximately 1715.06 sum of soil/season i.e. for six months.

Proposed Method of Mining:

Opencast Manual Mining method will be adopted for this mining operation. The mining is confined to collection of soil from the soil. The operation will be manually with the help of spade, hands shovel in which the soil material will be collected in its existing form.

Brick earth mining will be carried out only up to a depth of 2m by following dry pit mining. It is a open cast manual mine. After excavating the top soil then up to a depth of 1.8 m and the collected materials is used for bricks purposes. The excavation is going to be carried out by means of manual labours. The finished materials or bricks are used by the end user in this locality or in local market. The mining is done on single shift basis. The local man power has been engaged in the mine.

The lessee has decided to excavate up to a depth of 2 m. The top soil generated during quarry operation is spread over the lease area for future cultivation. The total excavated material out of top soil is sellable so no waste will be generated from the mining process. There is no provision of dumping within the quarry.

As per notification Brick field located within a radius of 100 kilometers from any coal based Thermal Plant should utilize fly ash for its Total Raw materials (as per Fly Ash Utilization Rules, 1999 and its amendment made thereafter by the Ministry of Environment, Forests & Climate Change, Government of ).

Estimation of numbers of brick: Volume of each brick is approx. 0.00246 m3. In 6 months, approximately 1715.06 m3 brick earth will be excavated (i.e. mineable reserve). As per general practice 1 cum soil will yield 350 nos.

of bricks Therefore the total number of bricks that may be produced within 6 months is 1715.06 *350 = 600271.

3.5 Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc)

This is an open-cast mining project, confined to excavation of soil and from the proposed site. The operation will be manual. The mineral soil will be collected in its existing form with the hand shovels, spades etc. This is followed by picking, stacking and loading into tractor–trolley for transporting. Excavation will be carried out only up to a depth of 2 m (Maximum) below ground level or above water level, whichever is less. Excavation of soil material will be done only during the day time and completely stopped during the monsoon season.

3.6 RAW MATERIALS REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE, MARKETING AREA OF FINAL PRODUCTS/S, MODE OF TRANSPORT OF RAW MATERIAL AND FINISHED PRODUCT.

No raw material will be required for mining of brick earth. Marketing area: Soil will be used for directly preparation of brick earth.

3.6.1 USE OF MINERAL Soil will be used for directly preparation of brick and it will be utilized as a building material.

3.6.2 MINERAL BENEFICATION No mineral beneficiation will be required.

3.7 RESOURCE OPTIMIZATION/RECYCLING AND REUSE ENVISAGED IN THE PROJECT. Not Applicable.

3.8 AVAILABILITY OF WATER ITS SOURCE, ENERGY/POWER REQUIREMENT AND SOURCE 3.8.1 WATER REQUIREMENT Total water requirement in the mine will be about 3.3 KLD. Required water will be collected from nearby villages with approval from Gram Panchyat.

3.8.2 Power requirement Mining method is manual and working hour will be for 8 hours (only day time), so there is no such power requirement.

3.9 QUANTITY OF WASTES GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR MANAGEMENT 3.9.1 SOLID WASTE GENERATION AND ITS DISPOSAL Clay/silt from the excavated minerals will generate in minimum quantity, it will be used for plantation.

3.9.2 LIQUID EFFLUENT No liquid waste will be generated.

4.3 TOPOGRAPHY The Latitude and Longitude of district is 23.5o -24.40 and 85.1o -85.90 respectively. The average altitude of is 2012 feet above the sea level. The physiographic characteristics of the district are rich. It has waterfalls, hills, and land with avalanches. Hazaribagh is surrounded by green forest.

4.3.1 Geology

Regional Geology The area is mainly composed of Archeans and Gondwana super group. The Archean comprise intrusive dolerite, granite gneiss, crystalline Limestone, calc silicate and schist. These have been intruded by pegmatite and quartz vein. The Gondwana formation lies unconformably over the Archeans.

4.3.2 Local Geology: Three types of soils are found in the district. (a) Hill and forest soils of steep slopes and high-dissected region in , Bishungarh and blocks. (b) Red yellow and light grey soil in Barhi, Ichak, , and Hazaribagh blocks. (c) Pale yellow, yellow and pinkish deep soil on high micaceous schists.

4.5 SOIL CLASSIFICATION Three types of soils are found in the district. (a) Hill and forest soils of steep slopes and high- dissected region in Barkagaon, Bishungarh and Charhi blocks. (b) Red yellow and light grey soil in Barhi, Ichak, Katkamsandi, keredari and Hazaribagh blocks. (c) Pale yellow, yellow and pinkish deep soil on high micaceous schists.

4.6 Natural Drainage (River, Streams, Canals etc. passing nearby): The area is plain land. There is no river passing about 10 Km of the study area.

4.7 Climatic data from secondary sources

Climate. The year may broadly be divided into four seasons:

• Winter season : December to February • Pre-monsoon season : March to May • Monsoon season : June to September • Post-monsoon season : October to November Bulk of the rainfall in the area is received through the SW monsoon between June to September. The total rainfall on the average is about 1700 mm, of which 90% precipitation is during rainy season only (June to September).

5. PLANNING BRIEF 5.1 Planning concept (type of industries, facilities, transportation etc) town and country planning / development authority classification.

As it is a new mine there is no existing development work is available.

5.2 Population projections The project will employ workers mostly from nearby villages. Only specialized/ supervisory staff will be hired from outside. There will not be any increase in population due to the project. However, few people from other areas may migrate in this area for business opportunities.

5.3 Land Use planning (break up along with green belt etc.)

The land use pattern of 0.923Ha of mines belongs to Private land. The area is almost plain and it is barren land.

The land of the applied area is applied fire bricks kiln area and there will be changed in land use after operation. The ultimate land use of the mine lease area will be changed. Extracted minerals will be used in casting raw bricks which will be shifted directly to the kiln, the workers will be hired locally and temporarily, no housing facility will be required.

Plantation will be done near the civic amenities or road sides in consultation with the local authorities/Government body. It is not feasible to plant trees in the lease area. Native plant / tree species will be planted in consultation with gram panchayat and local forest officials.

5.4 Assessment of Infrastructure Demand (Physical & Social)

Extracted clay (earth) will be casted into raw bricks and used directly in kiln within the applied area. Further, since the size of the project is very small, no new or adverse effects on physical and social infrastructure like roads electricity, water supplies etc. due to project are anticipated.

5.5 Amenities/Facilities

The following facilities/amenities will be extended by the mine management:

• Direct and indirect Employment, most of which most will be from nearby villages depending upon the suitability of persons required for the job. • Arrangements for safe and healthy working conditions & temporary rest shelters • Provision of Drinking water. • First-Aid facilities and Health check-up camps for the workers.

6. PROPOSED INFRASTRUCTURE

6.1 Mining area (Processing Area)

No processing unit proposed.

6.2 Residential area (Non Processing Area) As the local people will be given employment, no residential area/ housing are proposed.

6.3 Green belt

As per guidelines of forest department plantation will be done along the safety zone with 800 sapling/hectare and also cage fencing will be done. The detail of proposed plantation for plan period is given as follows:

Water will be supplied from nearby villages for drinking purposes through tankers with NOC from Gram Panchayat.

6.5 Sewerage System

Sewerage system will be provided with septic tank and soak pits.

6.6 Industrial Waste Management

No industrial solid and liquid wastes will be generated by sand mining process.

6.7 Solid Waste management

Clay/silt sieved from the excavated minerals will be generating minimum quantity; it will be used for plantation.

6.8 Power Requirement & Supply/ Source

All the activities will be carried out using diesel based machines. The material will be excavated and loaded directly into tractors by the workers themselves. The operation will be done only from sun rise to sun set. So there is no power requirement for the mining activity.

6.9 Environmental Management Plan The environmental management plan consists of the set of mitigation, management, monitoring and institutional measures to be taken during the implementation and operation of the project, to eliminate adverse environmental impacts or reduce them to acceptable levels. The present environmental management plan addresses the components of environment, which are likely to be affected by the different operations in the mine area.

6.11 Social Infrastructure There will be enhancement of income level among the local people and there will be positive impact on the infrastructural facility of the local area. The brick earth from the soil will be utilized for construction of infrastructure in the area. The Applicant shall spend some amount of project cost for the development of the area as per the local needs i.e. treatment of poor, schools, temples and other social work.

7. REHABILITATION AND RESETTLEMENT(R&R PLAN) 7.1 Policy to adopted (Central State) in respect of the project affected person including home oustees, land oustees and landless labour The lease area does not cover any habitation. Hence the mining activity does not involve any displacement of human settlement. No public buildings, places, monuments etc exist within the lease area or in the vicinity of the mine lease area. The mining operation will not disturb/ relocate any village or need resettlement. Thus no adverse impact is anticipated.

8. PROJECT SCHEDULE AND COST ESTIMATES 8.1 Tentative date of start of construction and Completion of project Mining will be initiated after getting the Environmental Clearance for the project

8.2 Estimated project cost and along with analysis in terms of economic viability of them project. Estimated cost of the project is Rs 12 Lakhs.

9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION) CONCLUSION The project is of utmost importance to the area/ region for removal of excess sand deposition for avoiding flooding, interest of mineral development and shall greatly contribute to improve the socio-economic conditions of the local habitants. The operation of the proposed expansion project will bestow various social and economic benefits to the local communities of the area in addition to providing better employment opportunities. The mining project shall improve social infrastructure of the area, apart from increased financial benefits accruing to state and central agencies by ways of taxes, royalties etc.
