    WEST BANK AND GAZA 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Palestinian Authority basic law provides for an elected president and legislative council. There have been no national elections in the West Bank and Gaza since 2006. President Mahmoud Abbas has remained in office despite the expiration of his four-year term in 2009. The Palestinian Legislative Council has not functioned since 2007, and in 2018 the Palestinian Authority dissolved the Constitutional Court. In September 2019 and again in September, President Abbas called for the Palestinian Authority to organize elections for the Palestinian Legislative Council within six months, but elections had not taken place as of the end of the year. The Palestinian Authority head of government is Prime Minister Mohammad Shtayyeh. President Abbas is also chairman of the Palestine Liberation Organization and general commander of the Fatah movement. Six Palestinian Authority security forces agencies operate in parts of the West Bank. Several are under Palestinian Authority Ministry of Interior operational control and follow the prime minister’s guidance. The Palestinian Civil Police have primary responsibility for civil and community policing. The National Security Force conducts gendarmerie-style security operations in circumstances that exceed the capabilities of the civil police. The Military Intelligence Agency handles intelligence and criminal matters involving Palestinian Authority security forces personnel, including accusations of abuse and corruption. The General Intelligence Service is responsible for external intelligence gathering and operations. The Preventive Security Organization is responsible for internal intelligence gathering and investigations related to internal security cases, including political dissent. The Presidential Guard protects facilities and provides dignitary protection.

    Arab Media and Society (Issue 17, Winter 2013) Palestine’s Occupied Fourth Estate: An inside look at the work lives of Palestinian print journalists Miriam Berger Abstract While for decades local Palestinian media remained a marginalized and often purely politicized subject, in recent years a series of studies has more critically analyzed the causes and consequences of its seeming diversity but structural underdevelopment.1 However, despite these advances, the specific conditions facing Palestinian journalists in local print media have largely remained underreported. In this study, I address this research gap from a unique perspective: as viewed from the newsroom itself. I present the untold stories of the everyday work life of Palestinian journalists working at the three local Jerusalem- and Ramallah-based newspapers— al-Quds, al-Ayyam, and al-Hayat al-Jadida—from 1994 until January 2012. I discuss the difficult working conditions journalists face within these news organizations, and situate these experiences within the context of Israeli and Palestinian Authority policies and practices that have obstructed the political, economic, and social autonomy of the local press. I first provide a brief background on Palestinian print media, and then I focus on several key areas of concern for the journalists: Israeli and Palestinian violence, the economics of printing in Palestine, the phenomenon of self-censorship, the Palestinian Journalists Syndicate, and internal newspaper organization. This study covers the nearly two decades since the signing of the Oslo Peace Accords between Israel and the Palestinian Liberation Organization (PLO) which put in place the now stalled process of ending the Israeli military occupation of Palestine (used here to refer to the West Bank, East Jerusalem, and Gaza Strip).

    i Abstract Title of Thesis: Distinctions in Diaspora: A Comparative Study of Palestinian Identity in Jordan and Saudi Arabia Erin Hahn, Bachelor of Arts, 2020 Thesis directed by: Professor Victor Lieberman The Palestinian refugee crisis is an ongoing, divisive issue in the Middle East, and the world at large. Palestinians have migrated to six out of seven continents, and formed diaspora communities in all corners of the world. Scholars affirm that the sense of Palestinian national identity is recent, only having formed as a response to the Israeli occupation of the 20th century. This thesis explores the factors that constitute that identity, and asks the question: How have the policies implemented by the Jordanian and Saudi Arabian governments influenced the formation of a national identity among Palestinians in both countries? Through conducting semi-structured interviews, it became apparent that policies of the host countries can have a powerful influence on the formation of identity among groups of displaced people. I argue that Palestinians in Jordan have widely developed a dual sense of national identity, in which they identify with both Jordan and Palestine, to varying degrees. In contrast, due to the more exclusive policies enacted by Saudi Arabia, Palestinians living there feel more isolated from their community, and do not identify as Saudi Arabian. Improved security in the West Bank, and Israel’s easing of some checkpoints, has boosted the effort by strengthening the West Bank’s economy. This Policy Brief asks whether this muted economic re- vival can be deepened and sustained in the absence of a peace agreement with Israel or a unified Palestinian leadership. There can be a democratic, de facto Palestinian state by 2011, according to Salam Fayyad, the Prime Minister of the Palestinian Authority (PA). The goal was outlined in an eloquent two-year plan entitled “Ending the Occupation, Establishing the State,”1 published in August 2009, which called for the formation of the institutional founda- tions of statehood prior to, and independent of, an agreement with Israel. Perhaps more than any other accomplishment we’ve shared, the success of our school assures me we are on the right track and that there is no obstacle we cannot surmount. When I walk around the city today, so much of what I see reinforces my conviction that the gains we have made here are permanent – that we have built something no one will ever be able to take away from us.

The films are many and the project is ongoing. Why film? Film is often an extraordinarily effective tool. I found that many students in my classes seemed more visually literate than print literate. Whenever I showed a film, they would remember the minute details, characters names and sub-plots. Films were accessible and immediate. Almost the whole class would participate and debates about the film’s meaning were lively. Film showings also improved attendance at teach-ins. At the Truro, Massachusetts, Library in July 2014, the film Voices Across the Divide was shown to the biggest audiences the library has ever had, even though the Wellfleet Library and several churches had refused to allow the film to be shown. Organizing is also important. When a film is controversial, as many in this pamphlet are, a thorough organizing effort including media coverage will augment the turnout for the film. Many Jewish and Palestinian groups list films in their resources. This pamphlet lists them alphabetically, and then by number under themes and categories; the main listings include summaries, to make the films more accessible and easier to use by activist and academic groups. 2 1. 5 Broken Cameras, 2012.

The movement was initially characterised by a language accentuated by tropes of po- litical Islam and, after the Oslo Accords, by a strong rejection of the institutions established by the Accords. Consequently, the movement refused to take part in the elections of the Palestinian Authority. The failure of the Accords in the early 2000s led the movement to take a turn, deciding to participate in the elec- tions. Hamas thus underwent a significant political development, that resulted in changes in rhetoric, ideological representations, and self-representation. The present work aims to study the movements ideological development and commu- nication strategies by the means of Discourse Analysis, with the analysis of the corpora of bayan¯ at¯ , the official statements issued by Hamas and published on their official website.
