Division of the area The bastion belt Culture promenade Train station and Tallinn Port Main car transit routs Main bike routs The tramline Main directions of pedestrian movement Main directions of pedestrian movement Skoone Activity Belt Workshop 27.- 29.09.2016 Stakeholders opinions NGOs ( Telliskivi Community Group, Old Towns Community Group, Pedestrian Community ) Need for attractive public space, improve accessibility − Alley should be preserved − Nearby green areas should be better connected with each other and serving more different leisure activities for different age groups. Leisure activities should be in balance (not only small- children playgrounds..) − area in front of Skoone bastion should be more connected with Kalamaja area (lack of public parks for Kalamaja residents); Skoone hill works more with old town − improve accessibility for pedestrians − There should be a proper public square in front of Baltic railway station − Skoone bastion park could be used as open-air events area − Public transport connectivity should be extended until harbour area and central bus-station area (Viru keskus) − Põhja pst-Mere pst crossroad is too massive and cuts off the area from surrounding urban areas. Car-traffic roads should be reduced and made more pedestrian friendly − In creative city area there shouldn´t be any residential development − A place for cultural events, public building Skoone Activity Belt Workshop 27.- 29.09.2016 Stakeholders opinions City officials − big investment need, but high risk of profitability for investors − there is no clear vision what could be developed there so investment interests are low − a need for attractive public space – has the potential to became a place for different public events, for example concerts − restoring public building (e.g. summer theatre) on top of Skoone bastion hill − leisure activities for different age groups − should consist smart-city components − a need for organized public parking for old town visitors − a need to improve accessibility for pedestrians, because Skoone area is separated from the surrounding urban space by two intensive traffic motorways and Telliskvi Creative City District by railway road − to bring in more business function so that the area becomes more vital − old tramline route could be replaced by so called “ new cultural kilometre ” − an area for “bermuda triangle“ – a new area for open air cafes, bars − to design a proper public space/square in front of Baltic Railway station − Skoone bastion as an important landmark Skoone Activity Belt Workshop 27.- 29.09.2016 Stakeholders opinions 3. Landowners - unique location between different transport modes, a “gate” to the area - creating an attractive public square for pedestrians with underground parking and underground bus-station - creating one transport hub in front of Baltic Railway Station that connects different transport modes (rail, tram, buses, trolleys) -creating a pedestrian crossroad from railway station to Nunne street, pedestrian tunnel is a problem - possibilities to create P&R areas - underground parking in front of the train station building (2 floors). Existing tunnels could be connected to the underground parking. - improve connectivity between railway station and harbour area - Skoone bastion to be linked to the Old town. Reisijate street is crucial in this, mainly for pedestrian. - businesses throughout the area - Culture kilometre could be linked to the costal Kalaranna street - a “tourist train/bus” could run between the port and the Telliskivi quarter, - not to over regulate Skoone Activity Belt Workshop 27.- 29.09.2016 Our goals in project • Development of a common vision for the site in cooperation with relevant actors and stakeholders • Integration of different needs and fragmented plans into the overall development strategy for the site • Draw up development strategy plan Skoone Activity Belt Workshop 27.- 29.09.2016 Workshop goals • to propose a fresh view on development opportunities and existing visions • workshop solutions should value history and at the same time be forward-looking • toget input for preparing development strategy plan • to get different comparable visions from workshop teams Skoone Activity Belt Workshop 27.- 29.09.2016 Thank You!
