The impetus for now making it available to a wider audience came from the recent experience of one of us (KNW)* in surveying current research into modelling the transport of radionuclides in the environment; from this it became evident that the methods we used in 1985 remain the best available for such a problem. The present report is identical to the submission we made to the Royal Commission in 1985. Developments in the meantime do not call for change to the derivation of the radiation doses to the population from the nuclear tests, which is the substance of the report. However the recent upward revision of the risk coefficient for cancer mortality to 0.05 Sv"1 does require a change to the assessment we made of the doses in terms of detriment tc health. In 1985 we used a risk coefficient of 0.01, so that the estimates of cancer mortality given at pages iv & 60, and in Table 7.1, need to be multiplied by five.

    South Australia – Permits and permissions required to access indigenous and other lands, including national parks Northern Areas: For travel over aboriginal lands in the northern part of South Australia, which includes for example, the Giles-Mulga Park Road from Mulga Park Station to Wingellina, contact the Anangu Pitjantjatjara/Yankunyjatjara Land Council on telephone (08) 8954 8111 for the General Office or (08) 8954 8104 for the Permits Officer or fax (08) 8954 8110. But bear in mind that currently the Land Council does not normally issue transit permits for that part of the Giles-Mulga Park Road, nor for any of the other tracks in the area. However, if you simply wish to visit any of the very worthwhile art galleries located on AP-Y lands at Indulkana, Fregon, Nyapari, Amata and Papulankutja, then it is strongly suggested that you simply contact the Manager of the particular art gallery concerned. The web site for Amata is www.minymakuarts.com.au and information on a number of other art galleries in the area is available on www.marshallarts.com.au. If you do manage to gain a permit to visit any of those areas you will find that it is the most beautiful document you will ever have been issued. The permits are a work of aboriginal art in themselves. There is a per person charge of $22 for the issue of a Permit. AP-Y do have a website where some further information about Permits is available, but bear in mind the general principle that AP-Y do not normally simply issue transit permits.

    CHAPTER 9 LAND TENURE Introduction 9.1 The most fundamental requirement to establish a permanent homeland centre equipped with facilities and services is secure land tenure. Department of Aboriginal Affairs Guidelines on outstations state that homeland centres should not be provided with fixed assets unless the group has title to the site or the formal consent of the owner. If there are traditional owners of the site, their consent should also be obtained and if the proposed site is on private land some form of tenure should be negotiated or, failing that, the consent of the landholder obtained. Given the importance of obtaining secure land tenure, one of the primary goals of the Department of Aboriginal Affairs' guidelines for homeland communities is to secure title to land in terms of land rights and excisions policies. (See Appendix 6) The Committee outlines the current position in the States and Northern Territory in relation to land tenure of homeland communities. South Australia 9.2 The Department of Aboriginal Affairs stated that most homeland centres in South Australia are on Aboriginal land and so secure tenure is not a problem. According to figures provided by the Department of Aboriginal Affairs all 50 outstations in South 163 Australia had secure tenure. Homeland centres in these areas have benefited from the Pitjantjatjara Land Rights Act 1981. 9.3 However, the Department's figures do not fully represent the situation of land tenure for homeland centres in South Australia. For example, in the Pitjantjatjara homelands in South Australia there is a strong desire on the part of many residents of Indulkana to establish homeland centres on Granite Downs, a non-Aboriginal leased pastoral property.

It’s membership area covers a vast, remote, semi-arid expanse of some 350,000 square kilometres in the tri-state region of Central Australia. The idea for a women’s organisation in the region arose during the South Australian Pitjantjatjara Land Rights movement in the late 1970s. The women felt their needs were not being addressed and so established their own Acknowledgements organisation. The first meeting held at Kanpi in South Production: Australia’s far north in December 1980. ISSN 1443-1475 © 2007 Shannon Research Press. http://iej.com.au 270 Inside The Contract Zone: White teachers in the Anangu Pitjantjatjara Yankunytjatjara Lands Samantha Schulz Flinders University, School of Education [email protected] This paper represents an autoethnographic exploration of white teachers in South Australia’s Anangu Pitjantjatjara Yankunytjatjara Lands, through the lens of critical whiteness studies and racial contract theory. The broad aim of the paper is to return the gaze on the white subject within the context of White Australia. Moreover, this article seeks to position the teacher as a site of representation; a site for the reproduction and potential disruption of the relations of dominance ‘in situ’. I employ a narrative technique to locate my Self as a writer and as a racialised subject; to critique my structural and cultural location as a teacher in the Pitjantjatjara Lands; and to argue that autoethnography may be harnessed as one of the many tools for negotiating forms of critical pedagogy within the transcultual setting. Autoethnography, whiteness, racial contract theory, Pitjantjatjara Lands, critical pedagogy INTRODUCTION In this article I develop an autoethnographic narrative with the broad aim of turning the gaze onto the white subject within the context of White Australia. To do so I map my personal experiences as a white teacher in an all-Indigenous setting onto the social and historic processes that produce that setting. The Maralinga Rehabilitation Project was agreed by the Commonwealth and South Australian Governments, and by the Maralinga Tjarutja traditional owners. The Project, which was assisted by an ex gratia payment of £20 million by the British Government, is the largest clean-up of a former nuclear test site, and the first to be undertaken on a commercial basis. The work program is proceeding on time and within budget and is due to be completed in 1998/99. At Maralinga, plutonium-contaminated soil is being removed and buried in trenches at the Taranaki, TM and Wewak sites, with the work due to be completed at the end of 1997. After monitoring and clearance by the Australian Radiation Laboratory, clean soil will be distributed over rehabilitated lots and trenches, and the areas revegetated. At Taranaki, 21 radioac- tively contaminated burial pits will be stabilised using in-situ vitrification (ISV), a process which melts contaminated soil by means of large electric currents applied through graphitic electrodes, producing a strong, leach resistant, glass ceramic block.

She has worked at Fregon Anangu School, ANTEP and Kaltjiti Arts. Carolanne began painting at Kaltjiti Arts in 2004. She assists with the studio management at Kaltjiti Arts, and is now painting fulltime.
